Illegal migrants were hiding in dust bags from the border guards

Three citizens of Moldova were detained in Lviv region. They planned to cross illegally the border on Poland. Illegal migrants were hiding in black polyethylene bags for litter from law enforcement agents. Border guards learned about appearance of suspected persons in the district from local residents. During the search, detail of mobile detachment “Mostyska” detected bags with violators in gully of forest bell. Moldavians of the age 25-32 years old tried to cross illegally Ukrainian border not for the first time and before they were apprehended by the officers of SBSU. At the present moment they are delivered to border subdivision.

Five Moldavians played “tag” with border guards in Transcarpathia

Receiving operative information about possible trespass of state border, border guards of BS “Novoselytsya” started that area of the border at once. Administrative-operative group of Chop Border Detachment organized a search in a result of which a group of citizens of Moldavia was detected some meters before the border consisting of five persons: four men and one woman. They had passports for travelling abroad and migration cards to Odessa city. During the interview with detainees border guards learned that the group intended to get illegally to the countries of EU aiming at further employment. At apprehension one of the men tried to hide from the border guards, however he was caught and delivered with the rest detainees to TDC in Chop Border Detachment in order to undergo filtration-checking measures.

In Transcarpathia illegal migrants from Moldavia attempted to find a “window” on the border

 In the area of BS “Dyakovo” of Mukachevo Border Detachment information was received about three unfamiliar persons who were asking local people how to find a way to the state border…

At 11.50 border detail “administrative-operative group” detained three violators 300 m before the state border. At the present moment detainees are delivered to border post to undergo filtration-checking measures and material on administrative breaking of the law will be worked out . The detainees were citizens of Moldavia.

Egyptian bought forged passport for $7 in order to get opportunity to go ashore in Ukraine

The citizen of Egypt with forged document of a sailor was detained by the border guards in the port of Mariupol. During the registration of vessel “Stefanos” arriving from Greece under the banner of Comoro Islands the following was clarified:one of the crew members – boatswain had forgery made on the Xerox instead of the passport. During the interview the sailor stated that he had not Ukrainian visa, and in order to go ashore to get permission he bought a sailor’s passport for $7 in Alexandria. However, the man as if did not know that passport was forged. For the attempt of illegal cross of the border of Ukraine a protocol on administrative infringement was compiled as to Egyptian. Materials of the case were handed to Prymorskyi District Court of Mariupol city for making legal decision.

On August 17, 2010 a meeting took place with the participation of the head of SCNR Bohutskyi Y. and Regional Representative of UNHCR in Belorussia, Moldova and Ukraine Mrs. Wolken . Director of Department on Refugee and Asylum Issues Naumenko N.M. and head of Regional Representative of UNHCR in Belorussia, Moldova and Ukraine Mr. Furio de Angelis also participated in the meeting. The parties discussed the visit of mission of European Union on migration issues to Ukraine which will take place on September 20-24, 2010. Necessity to elaborate a joint strategy of SCNR and UNHCR concerning the governing of migration in Ukraine was stressed. Additionally the following questions were discussed: further extension of national system of asylum through changes in migration legislation of Ukraine, improvement of the quality of procedure on refugee status determination and cooperation with central body of executive power in the sphere of rights protection of asylum seekers and refugees.

The overwhelming majority of illegal migrants detained by border guards are emigrants from CIS countries

Seven illegal migrants were apprehended by the border guards of Chop Detachment on the Slovakian and Hungarian border. All detainees were citizens of the countries that were founded in a result of USSR collapse – Russia, Georgia and Moldova. During the detention border guards had to use weapon apprehending three migrants from Georgia, and Moldavians resisted the detail.

The border guards of “Velykyi Bereznyi” had to detain the violators twice: they stopped three citizens of Georgia at about 10 a.m. 2 km before the border who had quiet evident intentions to get to Slovakia. The illegal migrants were so thrilled by the idea that decided not to pay attention to the border guards and reach the aim. Only shoots from the gun stopped brave Caucasians. Now it is found out that detainees arrived to Ukraine on legal basis through Byelorussia.

Chechen family also arrived here the same way – three detained citizens of Russia had migration cards. Husband, five and child (boy – five years old) were caught after operation of electrical alarm system.

Person of republic of Moldova walking along the bus station in the border village Velykyi Bereznyi decided to resist to the bitter end and during detention he started to fight; thus he was called additionally to administrative responsibility.    

Generally, in the course of seven months of the present year the officers of State Border Service detained more than one and a half thousand illegal migrants. Ten thousand more potential illegal migrants were refused in entering the country. The overwhelming majority of the migrants are emigrants from CIS countries.

Two groups of illegal migrants from Georgia were apprehended during a day at the western border

At night the district inspector of Department “Shegeni” detained three persons of Caucasian appearance in the suburb of the village Shegeni (Lviv region). The border guards found out that these men were citizens of Georgia. During interview they confessed in their plans to get to European Union. Now the Georgians are delivered to TDC at Mostynskyi Border Detachment. 

One more group of illegal migrants was detained by border guards of Mukachevo Detachment in Transcarpathia. The district inspector of BS got information from local inhabitant about seeing three unfamiliar men nearby the border.  After that the border details with service dogs started to a specified area. The representatives of Border Police of Hungarian Republic were also informed about that. During some minutes border guards caught three persons in the bushes nearby the control-investigation line. Two of them had passports for traveling abroad of citizens of Republic of Georgia, the third one was without any papers.

Detainees were delivered into location of Border post “Bodalovo” to undergo filtration-checking measures and prepare documents on administrative implementation. The future destiny of “travelers” will be decided by the court.

Illegal migrants from Ukraine try to obtain legal work in Poland

 In Poland a group of citizens of Ukraine initiated a collection of signatures among illegal migrants for legalization of their status in the country. Collected signatures will be handed to Polish authority in September-October.

29-year-old Ukrainian woman marked that according to the experts’ evaluations about 500 thousand foreigners work in Poland, 80% of them are citizens of Ukraine. She called the problem of legalization to be extremely important for the foreigners who stayed in Poland illegally expressing hope that polish authority would meet their interests. According to her words, these signatures will also be handed to the President of Poland, head of the state and heads of both chambers of Polish Parliament. She reported that Ukrainians enlisted NGOs and polish politicians’ support that declared intentions to help in obtaining the efficient legalization.

In particular, the initiators of the action try to obtain an opportunity for everybody coming to Poland until the year 2009 to be legalized, but not those arriving in 2004 as some authorities suggest. The signatures are collected not only by Ukrainians but also by citizens of other states.

According to data of Polish Administration on Foreigners’ Affairs, Ukrainians comprise the most numerous group among the citizens of other states having permission for legal stay in Poland. About 26.5 thousand Ukrainians out of 92.5 thousand of all foreigners have such permissions. The second place is set by Russians (about 13 000), then Byelorussians and Vietnamese citizens – about 8 000 each.  

As to experts’ estimates, from 4 to 6 million citizens of Ukraine work abroad, the majority of them are in the states of European Union and more often they stay there illegally.

As it was reported, on July 27 Border Service of Poland detained 30 citizens of Ukraine who worked without registration of corresponding permissions on employment. In the first half-year of 2010 Polish border guards obliged 1.7 thousand citizens of Ukraine to leave the territory of Poland and forbid them to enter the country.

Chop border guards caught more than 900 trespassers

In the course of seven months of the current year Chop Border Detachment attracted to responsibility 935 persons…

At the same time, a fine was imposed for the sum of 400 thousand UAH.

Besides, 92 persons were detained intending to cross the border with forged or faulty documents.

Border guards prevented the attempts on transportation of illegal migrants from Republic of Moldova, Afghanistan, Georgia, Somali and citizens of Russian Federation (Chechen nationality) through the state border to the countries of Western Europe who use Transcarpathia as a transit territory.

Border guards apprehended two illegal migrants from Russia in Transcarpathia

 Border guards from Mukachevo Border Detachment caught illegal migrant with a child in the area of check point “Goronglab” at 6 p.m. at Ukrainian-Hungarian border. Information was received about some persons of Caucasian appearance who were moving towards the state border. Administrative-operative group started at once. Aiming at protection of the border line, border detachment was put additional tasks in the area of detection of unknown persons. Almost in 20 minutes border detachment in the village Svoboda apprehended one citizen of Russian Federation with under age child. At the present moment detainees are at the border post undergoing interview.
