Afghan will have to celebrate New Year in Ukraine

In the end of the last week Kharkov border guards detained a citizen of Afghanistan who got on the territory of Ukraine illegally from Russia. Two Russians helped him deciding to earn some money for the usual doze of drugs. The man did not have any documents. In order to get to Europe he used the usual scheme: under the mask of a tourist he arrived to Russia in order later to get to West through Ukraine.

In total, Kharkov Detachment raised 16 criminal cases in the year 2010. 10 cases out of them were for smuggling the persons through the state border of Ukraine and 6 – were for using knowingly forged document.

Citizen of Turkey arrived flying to Crimea with forged passport

A man was detained in the airport of Simferopol who flied to Ukraine with forged documents. For the passport control the passenger of the flight form Istanbul presented special passport of 40-year-old citizen of Turkey and in order to dissipate doubts of the border guards he also showed identification card issued for the same name. During the thorough check of the passport with the help of border control devices “Dixi 01 M” it was established that document was completely false. Soon, real documents of the foreigner were found among the stuff of the traveller by the workers of the check point.

In fact, the violator was 37-year-old citizen of Turkey. It was cleared out previously that with the help of forged special passport he wanted to get to Italy. He presented forged passport to Ukrainian law enforcement agents hoping they would not notice changes and would put necessary marks which, on Turk’s opinion, should make easier the crossing of the border in the future.

At the present moment administrative protocol has been drawn up for illegal cross of the state border of Ukraine. a question is solved as to raise criminal case for using forged document.

Illegal migrants from Palestine were caught in Perechyn district

An operative information was received in the Department of State Motor Vehicle Inspectorate (DSMI)about the car with illegal migrants moving towards them. In the course of some hours DSMI inspectors together with SSU workers stopped all similar cars and about 10.30 p.m. such a vehicle was stopped. The driver being alone in the car and as to request of DSMI inspectors he showed documents and opened the boot in which noting suspicious was. But inspectors also peeped in the back seats where he noticed four adult men in horizontal posture. Soon it was cleared out that they were citizens of Palestine without any documents who crossed illegally the borders of several states intending to get to Europe. The smuggler and detained illegal migrants were handed over to Chop Border Detachment.

Border guards were catching a group of Moldavian trespassers in Odessa region

Five citizens of Moldova compelled to run well the border guards of Ukraine and Moldova. In the evening detail of check point “Udobne” with the help of thermal imager from observing tower noticed a group of persons making their way from Moldova to Ukraine. A reaction group was sent into the area of possible break and informed border guards at adjoining side. Soon officers of SBS found a man who was hiding in the bushes. Two more persons ran into the garden nearby the village Udobne seeing border guards from where unfamiliar man ran out.

Searching groups with a searching dog were formed for detention of trespassers. At 1 a.m. Ukrainian border guards apprehended two citizens of Moldova in the suburb of the village Udobne. One more violator hiding in the village was found at about 4 o’clock in the morning. Besides, Moldavian border guards stopped their country fellow in the village Palanka at about 1 a.m. who was trying to get to Ukraine illegally.

Officers of SBS drew up administrative protocols concerning three detained persons for illegal cross of the border and as to their country fellow who was waiting for the accomplices in the garden – for the break of the rules on stay in Ukraine. Circumstances of the delinquency and goal of illegal trip of the citizens of Moldova are establishing.

Illegal migrants were strolling in the forest five hours at25 degrees frost

Two groups of illegal migrants were apprehended in Lviv region. At about 3 a.m. detail of BS “Grushiv” detected four unfamiliar persons with rucksacks who were moving towards the village Nemyriv and came out from the forest to the road. Less than three kilometer left to Polish border. The travelers were citizens of Turkey of the age from 21 to 47 years old. They were tired and suffered very much of cold because the temperature of air at that moment comprised 12 degrees below zero and foreigners confessed that they were travelling already five hours.

Detainees were delivered to TDC of Lviv Detachment of SBSU. As it was established all of them arrived to Ukraine legally at different time. Deciding to look for income in the countries of European Union they started their way to the border on Poland. They chose the routes themselves. They reached the border area by taxi pointing a taxi driver the place they need on the map. Hurrying up to the forest illegal migrants were sure that they go to Poland, however they got lost and soon were detained.

Two more foreigners, citizens of Armenia, were detained at the bus station of the town Rava-Ruska when they got out of the bus. They had a map where pointer was drawn marking the route to Poland. Violators confessed that they were going to France to get a job.

It is worth while mentioning that foreigners trying to cross illegally Ukrainian border in winter period (especially in mountain and forest areas) turn out to be suffered from trespassers. There were cases when illegal migrants died from overcooling or needed serious medical help. In this connection State Border Service of Ukraine warns foreigners from similar actions.

Agreement between Ukraine and EU has already been functioning for a year

Official data contests statements of some politicians about great growth in number of returned illegal migrants to Ukraine after Agreement on Readmission with European Union coming into force. It was reported at press-conference by Maksym Butkevych, adviser of UNHCR office.

M. Butkevych reminds that almost a year has passed since the moment when Agreement between Ukraine and European Union on Readmission came into force. According to his words, during this period some politicians, who mainly profess far rightist ideology, stated that now a great number – hundreds of illegal migrants would be returned to Ukraine from European countries. However, now when these fears did not realize no one remembers about these statements and nobody is shamed for them.

The adviser of UNHCR office mentioned that Ukraine signing up Agreement with EU had already had similar agreements with other countries – western neighbors. He added that according to official data the number of returned illegal migrants to Ukraine in 2010 in conformity to Agreement with EU does not excel the number which was fixed in previous years according to bilateral agreements. Besides, according to the words of M. Butkevych, since January till the end of October 2010, as to official data,  404 illegal migrants – citizens of Ukraine, 215 – citizens of CIS countries and 127 citizens of other states were returned from EU countries to Ukraine.

 At the same time M. Butkevych stressed that there were series of problems connected with realization of clauses of Agreement on Readmission. He mentioned illegal return of persons to Ukraine who asked for refugee status in EU countries. He presented data according to which since January till October of the current year UNHCR received applications from 53 persons  who were addressing to authorities in Hungary and Slovakia with request to grant them this status, but till the end of requests considering they were illegally returned to Ukraine.

 On December 16, International Human Rights Organization “Human Rights Watch” presented report “Buffeted in the Borderland: The Treatment of Asylum Seekers and Migrants in Ukraine” where it was said that European Union ignores breaks of the rights of citizens from third countries returned from its territory and about absence of protection of refugees and children in Ukraine.

Since January 1, 2010 a second part of Agreement between Ukraine and European Community about readmission of persons came into force. In accordance with this agreement, Ukraine accepts persons arriving to EU countries from the territory of our state and broke the rules on enter and stay in these countries.

Transcarpathian border guards detained Somalis for 30 minutes

At about 2 a.m. information was received from local people about movement of four unfamiliar persons towards the state border in the area of BS “Dyula” Mukachevo Border Detachment. The chief of BS started administrative-operative group to protect state border in direction of supposed movement of trespassers. At about 2.30 a.m. during the searching actions border details detected and detained 4 illegal migrants 2000 m before the line of the state border intending to cross it. According to the words of detainees they were citizens of Somalia. At the present moment filtration actions are taken as to detainees.

Two illegal migrants were apprehended in the train in Volyn

Two foreigners were detained – citizen of Great Britain and Somalia who posed as citizen of Great Britain. One of them was trying to cross the border with forged passport and another man was assisting in his illegal trip. Both foreigners were travelling in the train “Kyiv-Berlin”. During the border control the workers of check point “Yagodyn” established that British documents of one of them were forged. Traveler confessed that in reality he was 18-year-old citizen of Somali. According to his words, forged passport and student card of London college he received by post and paid for the papers $1500. Also Somali man reported that his fellow traveler was his old friend 41-year-old citizen of Great Britain of African origin helping him to get to Germany. The last one tried to deny his acquaintance with the neighbor in compartment, but border guards learnt that they lived together in one of Kyiv hotels. Herewith, double room for himself and his friend was ordered by citizen of Great Britain. At the present moment, a question is raised as to a criminal case on using forged passport during the cross of the state border, and concerning his helper – as to organization of illegal cross of the persons through the state border of Ukraine.

A group of strolling illegal migrants was apprehended in Uzhgorod

Policemen detained a group of illegal migrants on one of the streets of Uzhgorod. The foreigners were passed to border guards at once.

Two weeks before a foreigner was stopped by detail of BS “V.Bereznyi” during his trial to cross illegally the border on Slovakia. Detainee did not want to be returned to his motherland in a voluntary order so he decided to try once again to get over to EU.

Group of illegal migrants from Afghanistan were detained in the suburb of Uzhgorod

The officers of Chop Border Detachment of SBSU detained a group of illegal migrants. Two men, two women and three children were detected in uninhabited building of the factory “Uzhgorodprylad” which is located in the suburb of Uzhgorod. The foreigners were delivered to border subdivision. They did not have any documents. It was established before that migrants were citizens of Afghanistan, all of them were relatives, and children were of the age 6, 12 and 13 years old. As detainees practically do not speak any European language so details of their trip to Ukraine the law enforcement agents plan to learn after Pashto translator will arrive.
