Unemployed man was intended to earn some money on illegal migrants

The policemen detained a group of illegal migrants in the suburb of the village Nyzhni Vorota, Transcarpathian region.  Illegal migrants were transported by 29-year-old unemployed resident of Mukachevo by his own car. Foreigners were handed over to border guards, and Transcarpathian resident again left without work. Moreover, police can prosecute him. At the present moment he is at the District Police Department.

Will introduction of biometrical passports decide the problem of illegal migrants in Transcarpathia?

Recently a regular bus with foreigners having documents with exceeded time limit (two men and three women) was detained at the border in Transcarpathian region. It was established during the check that one of the men – immigrant from Guinea had passport for travelling abroad, but term of this person’s stay on the territory of Ukraine expired already in March 2011.

Other detainees, immigrants from Congo, could present only the copies of certificates on refugee status granting on demand of the border guards. The reasons of their stay in Transcarpathia and use of overdue documents none of them could explain, thus they were called to administrative responsibility. At the present moment “travellers” are in the detention centre of Chop Border Detachment until establishment of all circumstances on infringement.

Some days before the officers of BS “Yablunivka” detained illegal migrants who besides illegal stay in Ukraine intended to take over the border 4,5 thousand cigarettes for the sum of more than 24 thousand UAH. The trespassers were detected during the check of operative information about possible illegal move through the state border. The workers of BS “Vilok” were in time to detain one more trespasser without documents – they were waiting for the cigarettes delivery for their next illegal transportation to neighbouring Hungary.

In 2009-2010 Ukrainian law enforcement agents detected 29 thousand illegal migrants. According to data of UNO,  nowadays  Ukraine takes the fourth place in the world as to number of migrants after USA, Germany and Russia. The total number of migrants in Ukraine comprises 5-7 million persons, as to the results of IA “Our Product”. As to data of Department of Family and Gender Police of Ministry of Family, the migration increase was fixed in 17 regions of the country, i.e. migration in Ukraine gradually acquires the traits of more sufficient constituent part of demographic situation.

The thing is that nowadays migration processes in the country are regulated by more than 20 international and Ukrainians normative-legal act that cause discords in normative base and complicates valuable calculation of migration flows. Besides, statistic data about migrants also do not match at different departments having in the system of MOI, Ministry of Labour, Pension Fund and State Tax Service of Ukraine.

Moreover, it should be pointed out that during the last nine months of its existence, State Migration Service of Ukraine under the management of Aleksandr Zabrudskyi no document on improvement of migration situation in the country has been elaborated yet and presented to public. On experts’ opinion, Ukraine will face inevitable with a series of economic and social problems without radical improvement of normative-legal and technical base of migrants’ calculation.

Decision to complicated situation with illegal migration will promote transition to highly protected electronic documents containing chip with biometric information about a person, at the same time providing with opportunity to keep valuable calculation of all movements of the citizens inside the country and beyond its borders.  Correspondingly, it will be a success to prevent illegal attempts of the illegal migrants to enter the country or leave it unnoticed.  Their movement will be fixed at the electronic data base of law enforcement agents.

Tourists from Afghanistan got lost in Transcarpathia just nearby the very border

Border guards of BS “Palad-Komarivtsi” of Chop BD detained a group of “tourists” fromAfghanistan100 m before Ukrainian-Slovakian border. On September 20, department of BS “Palad-Komarivtsi” received information at night about the trespass of the state border. Not loosing time border guards made decision to direct a group of reaction there and inform Slovakian colleagues on this point.  As a result, three unfamiliar persons were detected in the distance of 100 m before the border line; at the moment of detention they had certificates on appeal to the court to be granted refugee status in the city of Odessa.

As it was established later, detainees were migrants from Republic of Afghanistan intending to cross Ukrainian-Slovakian border aiming at getting job in one of EU countries. These citizens were detained. They will be called to administrative responsibility in accordance with Article 204-2 of Code of Ukraine on administrative infringements.

At the present moment Afghanis are at the detention centre of Chop BD, their future destiny will be decided by the court.

Border guards detained citizens from Bangladesh and Libya in Transcarpathia

Two citizens of Bangladesh and three persons from Libya intended to cross the border illegally in Transcarpathia.

Local resident informed about appearance of unfamiliar men in the border area. Two men of 35 and 22 years old were stopped at the border zone. They had no any documents. According to the words of detainees, they arrived from Bangladesh and intended to get to Western Europe. Their friends delivered them to border area by a lorry pointing the direction of their further movement. But they could not get abroad as they got lost.

Three more citizens of Libya were detained by border guards of BS “Uzhgorod” the same day with the help of thermal imager. They reported about the route of their movement being chosen from internet. They came to border area by taxi, but they did not cross the border as they were apprehended by the border guards. At the present moment detainees undergo checking measures.

Besides, the day before border guards of Mostyskyi Detachment detained 4 citizens ofVietnam. They intended to get illegally to Poland.

A family of illegal migrants from Afghanistan was detained in Transcarpathia

Four citizens from Afghanistan were apprehended by the border guards of BS “Knyagynya” of Chop Detachment. Local resident informed border guards about appearance of unfamiliar persons nearby Transcarpathian village. Border detail started to the place to check received information. The trespassers were stopped 2 km before the border. Four Afghanis – man, woman and two children – started their way not having any documents. Detainees were delivered to detention centre of Chop BD to establish the circumstance of the infringement.

Three “tourists” from Georgia and a taxi driver were detained at the border

Border detail of Chop Detachment detected 3 citizens of Georgia nearby the border in the suburb of the village Stuzhytsya. The car with migrants was driven by the citizen of Ukraine of 23 years old. On demand of the border detail to present document, the driver reacted momentary. Then man sat down into the car and tried to run away knocking off the installed lifting gap on the road. However, the young man could not run far away, soon he was detained.

Georgians reported to law enforcement agents that they arrived toUkraineas if with tourist goal. They hired a taxi, the driver of which had to take them to Transcarpathia for a reward. They are attracted by remarkable places of this area. Besides, they would like to visit  Uzhanskyi National Park, which they saw in the book “Transcarpathia – guide”. However, their appearance nearby the border testified about quite other plans of “tourists”.

At the present moment driver-runaway and Georgians are detained until establishment of circumstances, they are undergoing filtration measures.

A group of illegal migrants were apprehended at the road Lvov-Uzhgorod

At night officers of Perechyn police together with border guards carried out joint raid on detection of illegal migrants on the territory of this border area. Two men calling themselves citizens of Moldova did not have any documents. They were detained nearby Perechyn on the road Lvov-Uzhgorod. Detained persons were handed over to Chop BD, and law enforcement agents establish the facts of migrants’ arrival to this area and who assisted them in their trip.

Woman with a child from Somalia was detained at Uzhgorod railway station

Border guards of BS “Uzhgorod” detected three illegal migrants just in one day. In the frames of operative-prevention measures on counteraction of illegal migration the district inspector of Border Service together with policemen detained one citizen of Georgia without documents. The man was in a controlled border area without documents identifying him and confirming the legality of his stay on the territory of Ukraine.

The same day another border detail of the same BS together with workers of AMOI apprehended a citizen of Somalia with under age child at the railway station. The woman had only a document on appeal to the court, the term of which expired in July of the current year, i.e. this person by her actions violated the order of PKMU № 1074 dated from 29.05.1995.

The citizen of Georgia and citizen of Somalia were detained in accordance with Item 1 Article 203 of CCU, namely inobservance of determined order of stay on the territory of Ukraine by foreign citizens.

Information about Temporary Holding Facility for refugees in Odessa

Temporary Holding Facility for refugees started its activity in 2001. The capacity of the centre was 45-50 persons. In 2004, after building of the second corpus, THF can accept 200 persons.

THF is equipped by systems of heating, electric and water supply with independent gas heating and electric substations. There are housing rooms, kitchens for independent preparation of food, showers and toilets, first aid station in the sleeping corpus. There is a hall for cultural-mass actions and festivities, computer room, children’s room, fitness hall, room for Ukrainian language learning, psychologists’ room on the ground floor.

The principal task of the centre is to accept and temporarily place for the period of not more than six months, during the case consideration of persons who applied for refugee status granting, concerning whom a decision is made to issue document for problem solution as to refugee status granting and those who are granted refugee status in Ukraine in order determined by legislation.

Since the moment of the Centre’s existence in Odessa until present time more than 300 persons from 37 countries of the world lived there (Azerbaijan, Uzbekistan, Russia, Afghanistan, Bangladesh, Burkin-Faso, Burundi, Ghana, Eritrea, Ethiopia, Iraq, Iran, India, Cameroon, Congo, Korea, Liberia, Mauritania, Mali, Macedonia, Madagascar, Nigeria, UAE, Syria, Sudan, Somalia, Chad, etc.).

Refugees and asylum seekers receive in THF a complex of housing and social services; first medical aid and help with medicines in case of sickness, foodstuff.

There are also legal, psychological, pedagogic and vocational guidance consultations. Thus, recently the fair of vacancies took place there with the assistance of Odessa Municipal Employment Agency, various activities as to adaptation of children and adults in Ukraine are held. In accordance to agreement with National University named after Mechnikov students of the university organized classes on Ukrainian language learning for children, refugees and asylum seekers. 9 refugee children and asylum seekers went to school on September 1, 2011.

As to 01.09.2011 there are 155 persons from 21 countries living in the centre. (adults – 116, children up to 15 years old – 39, men – 93, women 23, persons having refugee status – 14, those having no refugee status 102).
The majority of residents are asylum seekers from Afghanistan – 49,
Congo – 26, Guinea-Conakry – 18, Sudan – 15, Kyrgyzstan – 13.
Nowadays, THF is an independent legal entity and is subordinated to State Migration Service of Ukraine. The financing of the expenses on maintenance is carried out for costs of State Budget of Ukraine.

Children residing in THF go to secondary school located nearby. Since 2001 21 babies were born in THF.

Border guards prevented the escape of convicted Somali

Border guards of Chop Detachment prevented the escape of the citizens of Somalia who intended to avoid punishment after court sentence. The illegal migrant was detained on August 12, 2011 nearby the border in the suburb of the village Kamynytsya in Transcarpathia. The judge of Transcarpathian District Court announced a sentence to 19-year-old citizen of Somalia in a form of imprisonment for the term of 12 months and when the term of imprisonment comes to an end the refugee will be compulsory expelled from the territory of Ukraine. During the transportation of detainee from the courtroom to detention centre of Chop Detachment the Somali was trying to escape. When the convoyed car was stopped he pushed off the border guard and kicking the door intended to jump out of the car. However, his attempt was stopped at once by a staff of convoy. Documents were prepared as to the very citizen on calling him to administrative account in accordance with Article 185-10 of Code of Ukraine on Administrative Infringements (Intentional disobedience to legal order or requirement of the serviceman or the worker of State Border Service of Ukraine).
