Seminar for the participants of Short Film Competition on migration subject took place in Uzhgorod

Charity OrganizationMedical Aid Committee in Zakarpattyaand Cinema Workshop Cinemahall conducted seminar in Uzhgorod at the participation of human rights activists and artists of cinema and photography. At a first sight, organizers managed to combine such different subjects initiating the IInd Short Film Competition “Migration – an attempt to flee or right for better life?”. The very seminar-training was organized for the participants of the Competition and those who are interested in problems of human rights, art of photography and cinema.

The goal the Competition is to draw attention to the processes that are new for Ukrainian society. They are connected with integration changes taking place in the whole world and during the last years they influence also upon the events in Ukraine. It is said about existence of flows of migrants and refugees and is closely connected with them problems of immigration and integration, racism and xenophobia, tolerance and toleration.

The training has manifested a general interest of creative youth to similar projects: there were more than 50 participants, out of which youth was in majority. Mainly these were cinematographers, photographers, lawyers, journalist, teachers and students. There were also discussions and numerous questions as well as various sincere impressions. And it is not surprising as all reporters and trainers presented interesting material. Coordinator of the Project “No Borders” Maksym Butkevych and legal adviser of Hungarian Helsinki Committee Zoltan Somogyvari reported about the human rights and problems connected with them. Photographer and documentary film maker Oleksandr Glyadelov demonstrated on the example of documental photography how can be creation combined with opening of serious human problems. Theatre and cinema actor Yuriy Karabak spoke about film creation, its important components and mutual work of actor and stage-director.

Additional surprise of the seminar became meeting with migrants from Sri Lanka and Somalia, who entertained at tea brought from their motherland.

Concerning the very Short Film Competition – it lasts from October 15 to December 30, 2012. Its goal is to support creative initiatives of youth and attract attention of young people to the problems of migration, racism and xenophobia, join the prevention of negative social phenomena in youth surrounding. All interested people can take part in the Competition preparing video-work in accordance with the terms of the Competition and sending it to organizers (see details at the web page www.cam-z.org). The winner of the Competition will get a pass to International Film Festival, the first places in each category will receive reward.

In “Boryspil” border guards detected a man with forged Spanish passport

When passengers were checked in for the flight to Dushanbe, border guards detected a man that presented a completely forged passport of the citizen of Spain. The violator tried to affirm that he received the forgery by legal way. At the present moment, the personality of detainee is established.

Generally, in the course of 9 months of the current year officers of State Border Guard Service has detected almost 300 forged documents with the help of which trespassers intended to cross the state border of Ukraine illegally.

16 illegal migrants from Afghanistan were apprehended in Bukovyn

Workers of Police Migration Department of MOI of Ukraine in Chernivtsi region together with the fighters if Chernivtsi Border Detachments detained sixteen suspicious persons in the village of Mamaivtsi, who named themselves as citizens of Afghanistan. The oldest of the detainees was 33 and the youngest one was 17.

Foreigners could not give any identifying documents to law enforcement agents neither explain how they arrived to Ukraine. They only mentioned that they were transported in a closed bus mainly during the nighttime and the goal of their trip was to reach the countries of European Union.

Now, the measures are conducted on establishments the ways of illegal migrants’ arrival to Ukraine. In the end of the investigation, uninvited guests will be probably compulsory expelled from the country.

Citizen of Cameroon intended to get to France with forged passport

In the check point “Platonove” in Odessa region, border guards of Kotovskyi Detachment apprehended the citizen of Cameroon of 1981 year of birth.  During the check of the passport document of citizen of France that was presented the traveller, border guards noticed at once that signs of appearance of the bearer and person on the photo are quite different. In the course of the inquiry, the passenger confessed that she bought this passport from her French friend in Kyiv in order to get to France. She as if was the citizen of Cameroon. At the present moment, detainee is called to administrative responsibility.

Transcarpathian border guards apprehended illegal migrants from Moldova and Russia

Border guards of Chop Detachment apprehended three illegal migrants aiming to get to EU.

In the first case the failure was an attempt of illegal voyage for a man, who intended himself to get to Slovakia through the border area of BS “Guta”. Border detail detected and detained the man. Detainee reported that he was the citizen of Russian Federation but he could not prove his words by absence of documents.

Border guards of BS “Velykyi Bereznyi” detained illegal migrants due to advance information received by local residents. After qualitatively conducted actions on covering the state border, border detail apprehended two men. Though, this time the trespassers had documents – passports of the citizens of Republic of Moldova for travelling abroad. Detainees confirmed their intentions to get illegally to European Union.

In both cases, violators were delivered to subdivisions in order to establish the circumstances of the infringement and processing of administrative and procedural documents. At the present moment, all of them expecting for the court decision that will define the measure of their punishment.

Problems of refugees’ adaptation were discussed in Transcarpathia

On October 31, Ambassador Extraordinary and Plenipotentiary of Czech Republic in Ukraine, Ivan Pochuh together with Regional Representative of UNHCR in Belarus, Moldova and Ukraine, Oldrih Andrysek and head of State Migration Service of Ukraine in Transcarpathian region Igor Mykhailyshyn visited Temporary Holding Facility in Mukachevo.

In the course of the visit problems of refugees’ integration into Ukrainian society were discussed as well as adaptation of persons who are in the procedure of this status determination. It was mentioned that the job placement on legal basis is a key stone for these people’s self-sufficiency. Mutual cooperation has already been set on this issue between Head Administration of State Migration Service of Ukraine in Transcarpathian region, regional Employment Centre, NEEKA – executive partner of UNHCR and enterprise “Flextronix – Mukachevo”.

Nowadays, 47 foreigners live at Mukachevo THF including 23 children, 3 of them are unaccompanied minors. Mainly, these were migrants from Somalia and Afghanistan. Since the beginning of the year, 106 foreigners appealed to subdivisions of Transcarpathian Migration Service with applications about recognition as refugees or person in need of subsidiary protection.

SSU arrested Transcarpathian residents, who intended to smuggle illegal migrants to EU

Security Service of Ukraine liquidated transnational channel of illegal transportation of persons through the state border of Ukraine. On October 30, 2012 SSU officers detained a car nearby the village of Kamyanytsya, Uzhgorod district. There were 3 citizens of Afghanistan and two Ukrainians. The malefactors planned to smuggle illegal migrants through Ukrainian-Slovakian border beyond the check point. For conspiracy, the accomplices transported two Afghans in the boot and the third one was hidden at the back seat of the car.

It was established that organizers of illegal transportation were unemployed local inhabitants of the age 36 and 40 years old and not for the first time were made criminally liable for illegal transportation of the foreigners.

Transcarpathian SSU investigators commenced a criminal case as to detainees in accordance with Part 2 Article 332 of Crime Code of Ukraine (illegal transportation of persons through the state border of Ukraine committed on preliminary agreement by a group of persons).

Border guards of Chop Detachment detained 6 illegal migrants from Georgia during a day

Six illegal migrants from Georgia were apprehended in the area of BS “Novoselytsya”. First border guards noticed a road of tracks leading towards the border and in some meters the trespassers were caught with the help of the service dog. As the very detainees explained, they intended to get to European Union illegally.

Illegal migrants from Georgia got entangled in barbed wire at the border in Transcarpathia

Border guards of the check point “Onokovtsy” of BS “Uzhgorod” detained a group of illegal migrants from Georgia. At about 5 a.m. technical means of border security went off and in some minutes an operative group started to look for the trespassers in the border area. The service dog detected the footprints of the violators half a kilometer before the border line and in some more hundreds of meters the very “travellers” were found. Detainees were two men of Caucasian appearance without documents, according to their words they were citizens of Georgia intending to get to EU with the aim to improve life conditions.

The trespassers were delivered to division of BS “Uzhgorod” in order to establish the circumstances of the infringement and process administrative and procedural documents. Decision on responsibility before the law and future destiny of all detainees will be defined by the court.

Border guards caught four citizens of Georgia in Volyn, who made their way to EU countries

Four citizens of Georgia trying to get illegally to one of EU countries were caught by the border guards of BS “Yagodyn” of Lutsk Detachment. Receiving information in advance about the men of Caucasian appearance making their way towards the state border, border guards stopped the travellers in order to check documents in the suburb of the village Starovoitove. According to the words of the detainees, the final point of their trip was Italy. Equipping with the maps from the Internet, men intended to get to EU in the search of the better life. In accordance with the court decision detainees were sentenced to 10 days of administrative arrest. After this term they will be deported from the territory of Ukraine.
