Citizen of Armenia intended to trick border guards

In the check point “Luzhanka” of Mukachevo Detachment in Transcarpathia during the passport control border guards detected document for travelling abroad belonging to person presenting it. The native of Armenia explained his action in the course of a talk with law enforcement agents – he took that document from his brother in order to reach one of the countries of European Union. At the present moment, further checking measures go on according to this fact.

Foreigners tried to cross the border with forged documents

Border guards detained three foreigners trying to leave Ukraine using forged and someone’s documents. Thus, citizen of Congo was going to fly from Lviv to Romania with the passport of the citizen of Belgium. Woman from Turkey posed as Bulgarian. Citizen of Georgia presented forged Ukrainian residence certificate. Law enforcement agents apprehended them in the airports “Kharkiv” and “Boryspil”.

Border guards informed MOI officers about all detainees for pre-court investigation and decision was made in accordance with the requirements of new Crime Procedural Code of Ukraine.

Syrian with forged documents was detected in Zhulyany

Border guards of Separate Border Post “Kyiv” detained 28-year-old man in the airport “Zhulyany” during the check in of the passengers travelling to Dortmund. He presented special passport of the citizen of Turkey for control, however, border guards cleared out that document was partially forged. Soon, passenger explained that he was Syrian and he arrived to Ukraine with the aim to study. Later on, he bought a forgery in our country for $500. He intended to get to Germany. Now, the violator is handed over to MOI bodies.

Children-refugees were competing on the best picture of Ukraine better (photos in original)

In Mukachevo at Temporary Accommodation Centre, children-refugees were drawing Ukraine. Little foreigners depicted the country they see in paints.  The contest on the best child’s drawing took place at TAC.  

The judges had to choose three best pictures out of numerous number of works in order to select the winners. In a result, all young artists got presents. The event was dedicated to World Child Day.

Transcarpathian SSU apprehended two groups of smugglers (photo) СБУ

Transcarpathian SSU disclosed and stopped illegal activity of the participants of international criminal grouping from the number of local residents that smuggled migrants from South-Western Asia trough the state border of Ukraine to Slovakian Republic.

On October 30, in the suburb of the village Kamynnytsya, Uzhgorod district not far from the border on Slovakia, SSU officers detained a car in which unemployed local inhabitant transporting three citizens of Afghanistan.

The malefactor planned to smuggle foreigners through Ukrainian-Slovakian border beyond the check point. He transported two Afghans in the boot for conspiracy and the third one was hidden at the back seat of the car.

The same day police agents apprehended also three more participants of the criminal deal – 36 and 58-year-old unemployed local residents, who were called to criminal responsibility for illegal transportation several times and former military man.

In the course of the investigation, it was established that malefactor delivered groups of illegal migrants from neighbouring foreign countries to the capital and then he sent illegal migrants to Transcarpathia and organized their illegal crossing of the border to Slovakia.

Besides, it was established that deputy of one of Municipal Councils of Transcarpathian region was the member of this criminal grouping.

SSU officers commenced a criminal case as to three local residents in accordance with Part 2 Article 332 of Crime Code of Ukraine (illegal transportation of persons through the state border of Ukraine committed on preliminary agreement by group of persons). According to the same Article, a criminal case was brought by Transcarpathian Public Prosecutor’s Office as to deputy and former military man.

In the second case, on October 24 in the village Barvinok, Uzhgorod district SSU officers arrested a resident of Uzhgorod who transported 8 citizens of Bangladesh by his own car and planned to smuggle illegal migrants through the state border of Ukraine to Slovakia beyond the check point. SSU investigators initiated a criminal case against the detainee in accordance with Part 2 Article 332. Investigation goes on.

Three citizens of Syria with little children were apprehended at Romanian border

Five citizens of Syria were apprehended while they were trying to overcome the barrage fence of BS “Falkiv” of Chernivtsi Detachment.

As it was reported by detainees they wanted to get to Poland and then to Germany. However, the travellers did not know that they made their way to Romania as according to their words the organizers of illegal trip assured that they would get to Poland. Besides, it was also established that two of the travellers were studying at Ukrainian higher institutions from which they were expelled for non-payment for the studies. There was also a woman among the detainees. She told that during a long time she lived and worked in Ukraine. She started to a trip with little children because her husband had not yet arrived from Syria and she did not have any costs for living.

Two 24-year-old men and 20-year-old woman together with children of 1 and 3 years old were delivered to border subdivision. At the present moment, the persons involved to organization of illegal trip of the Syrians are established.

Iraqi travelled to his wife in France with forger passport of Spaniard

Border guards of Lutsk Detachment apprehended the citizen of Iraq at international airport of the check point “Yagodyn”. He intended to cross the state border of Ukraine to Poland illegally by the train “Kyiv-Warsaw”. Inspector of border control doubted at once about the reality of the document of one of the passengers, who travelled with the passport of the citizen of Spain. After detail check it was established that document was completely forged and the very foreigner confessed that he was the citizen of Iraq. The traveller also explained that his friends in Baghdad acquainted him with a man who for $15000 promised to make passport and deliver him to France to his wife. Besides, unknown persons told him how to behave during the trip at the border. However, such an instructing did not help the violator – he was detained by Ukrainian border guards.

Now, the circumstances of the violation and personality of the foreigner are established.

Moldavians made a tour to Italy through Transcarpathia without passports and visas

Border guards of BS “Velykyi Bereznyi” of Chop Detachment detained duet of illegal migrants from Moldova trying to get to EU…  During the night patrolling of the approaches to the state border, border guards stopped two men walking towards Ukrainian-Slovakian border. Detainees did not have any documents when border guards asked them to show some. Later on, men confessed that they aimed at getting illegally to Slovakia in order to continue their trip to Italy. Detainees also reported that they were the citizens of the Republic of Moldova, and they made decision about illegal voyage because of difficult situation in the country of origin. Trespassers were delivered to subdivision in order to establish the circumstances and process administrative and procedural documents. At the present moment, they are waiting for the court decision that will define the measure of punishment.

Family from Syria tried to get illegally to Germany through Transcarpathia

Border detail of BS “Palad Komarivtsi” detected the movement of some persons in the direction to the border with the help of heat camera. They started to detain unfamiliar persons. Already in some minutes subdivision received information about apprehension of 4 men trying to cross illegally the state border from Ukraine to Slovakia.

As in most cases of detention of illegal migrants, “travellers” reported that they did not have any documents. They named themselves as the citizens of Syria.

In the course of further investigation of circumstances of the infringement detainees presented their Syrian passports for travelling abroad belonging to three of four detainees.

Thus, it was established that one Syrian was 39 years old, the second one 32 (according to his words), and two young persons were just 9 and 12. The point of their trip was Germany.

Trespassers were delivered to subdivision in order to establish the circumstances of the infringement and processing administrative and procedural documents. Decision on responsibility before the law and their further destiny will be made by the court.

Coverage of refugees’ issues in Mass Media in news character, less special articles, – expert

Results on monitoring of the level of tolerant attitude towards the refugees and asylum seekers in Transcarpathian region were presented in Uzhgorod pressclub at the meetingRefugees in Ukraine: populations attitude and Mass Media”.

Maria Medzhul, the project coordinator, president of HRCA (Human Rights Carpathian Agency) “Wested”, reported in details about the investigation conducted in the frames of the project “Realization of educational and informational actions on attention attraction to the situation on refugees and asylum seekers in Transcarpathia”. According to the word of Maria Medzhul, a combined method of qualitative content-analysis with interviewing of target auditorium was applied in the investigation. Classification of severity and danger of “hate speech” was proposed by expert of Russian Investigation Centre “SOVA” A.M. Verkhovskyi.

The subject of migration is actual for Media in Transcarpathian region in the segment of the news. Author processing of the subject is rather insignificant and for the most part, it is limited by the creation of the headlines to new messages of the authorities, – Maria Medzhul marked, – the number of news messages form an impression about a mass migration flow, i.e. asylum seekers and refugees through Transcarpathia. Moreover, it is known, for certain, that in reality there are few migrants in our region. There are single author materials covering the subject in a personified way about some concrete person (like from where, why and how the asylum seeker got here, destiny of his family, what problems does he face, education, search of job, etc.). Instead, we observe the generalization of depersonalized group (asylum seekers and refugees).

As it was remarked by Maria Medzhul, there is “hate speech” in the part of investigated author materials. “Mild” types of hate speech prevail over “medium” ones in accordance with the classification of severity and danger of A.M.Verkhosvkogo. “Generally evaluating the level of tolerance of the authors’ materials, we can affirm that we have signs of hidden (passive) xenophobia in 18 cases, and only in 1 case – active. For the most part (in 35 cases) the authors were indifferent to further development of the subject. And only in 13 cases there was a reflection of an attempt to influence positively upon the public opinion on the subject

Three press tours were conducted to THF in Mukachevo (Transcarpathia) and Zhuravychi (Volyn) in order to show in practice the living condition of the refugees in Ukraine and how it is important to cover this subject in tolerant way, special trainings were conducted for the journalists.

Besides, the participants of the press-conference were demonstrated prepared social short film made by Transcarpathian journalists – about rights of the refugees and situation they are in Ukraine.

The chief expert of Refugee Department of Head Administration of State Migration Service of Ukraine in Transcarpathian region, Viktoriya Kovach reported that 106 citizens have applied to administration with applications to grant refugee status this year. The largest number of them were citizens from Afghanistan, Somalia, then – Sri Lanka, Iraq, Pakistan, Vietnam, etc. Also migrants from Eritrea appeared this year.

26 applications out of all presented ones were from children, i.e. submitted by their legal representatives.

There were positive decisions (status grant) made as to 2 persons, yet 27 persons were granted subsidiary protection (it means that they have now the same status as Ukrainian citizens). These are those persons who cannot return to the country of their origin because of danger to their life. Twenty-eight persons were rejected.

At the present moment there 38 registered recognized refugees.

In accordance with the words of Viktoriya Kovach, women can face persecution in several countries only because they go in for sports as well as change of religion can cause danger to their life.

Group of Volyn journalists also participated in the meeting, who shared their impressions from communication with refugees staying in Transcarpathia and Volyn.

The action was conducted in the frames of the project HRCA “Wested” and Uzhgorod press club supported by Democracy Assistance Fund of USA Embassy in Ukraine.
