According to information of Police Department of Border Control in Slovakia, police detained four Georgians in the residential area Sobrance. They were at one of the pubs waiting for a meeting with the smuggler, who had to take them to Austrian border. Policemen decided to check their documents. It was established that they were originated from Georgia, but their passports for travelling abroad were false. After detention, foreigners asked for asylum. Next day in the morning they were transferred to refuge in the district of Humenne.

According to information from press-secretary of Border Police Department in Sobrance, Agnessa Kopernytska, the day before this group of Georgians illegally got to the territory of  Slovakia from Ukraine (Transcarpathia).

Recently, the border guards of the check point “Kyiv” in the airport “Zhulyany” detained 25-year-old man. During the passport control of the passengers directing to London, he presented Latvian passport. However, border guards established the document did not belong to him. Then the traveller explained that he was the citizen of Georgia and arrived to Ukraine to get a job. Strange passport “pseudo Latvian” found at Kyiv railway station. Just then a desire broke out to visit Great Britain. So far, the trip finished by the court for the violator.

The car with 4 citizens of China was detained by the border guards of BS “Solotvyno”, Transcarpathian region. Law enforcement agents stopped them50 m before the border line. The car was driven by 33-year-old citizen of Pidnebesna, who is a student of one Odessa higher institutions. His passengers, 33, 35 and 51-year-old men recently arrived to Ukraine. Men visited the country as if with business aim being invited by the company in Kyiv region. However, they found themselves not in Kyiv region but in Transcarpathia. Detainees could not explain it clearly. According to the words of Chinese driver, one of the passengers is his friend who asked to take them to western Ukraine. At the present moment men are expecting the court sitting, which will decide their destiny.

European Union (EU) allotted 30 million EUR for solution of problems as to illegal migrants in Ukraine, strengthening of national policy in the field of migration as well as building of seven centres for temporary placement and two centres for keeping migrants during future 2,5 years… in the context of Agreement on Readmission between Ukraine and EU.

The goal of the project is to render support in Ukrainein projecting, creation, provision of the necessary facilities and allotment of equipment for THF and TDF for illegal migrants in accordance with European standards.

Agreement as to creation THF, as planned, will be signed up in: Pavlovychi (Lviv region), Smylnytsi (Lviv region), Uzhgorod (Transcarpathian region), Velykyi Bereznyi (Transcarpathian region), Solotvyno (Transcarpathian region), Sopyche (Sumy region), Krasnodone (Luhansk region). Centres for keeping migrants are planned to be built in Zhdanovka (Donetsk region) and Martynovskyi (Nikolaev region). The building of the centres for temporary holding is expected to be started in autumn 2011 and will finish in spring 2014.

EU mission in Ukraine and State Border Service of Ukraine opened the building of the first THF in the village of Sopych, Sumy region.

Border detail of Chop Detachment detained a group of illegal migrants from Afghanistan while checking the border region. “Travellers” looking for better destiny got lost in the forests of Transcarpathian region.  Four adults took two very little children of the age 1 and 3 years old. According to the words of the very detainees they had to be met and taken to Slovakia. When nobody came to take them they decided to go themselves and got lost. At the present moment actions are taken on identification of persons involved to this case.

Besides, the day before border guards of BS “Sopych”, Summy region detained a citizen of Moldova after the alarm system went off. He intended to get illegally from Russia to Ukraine.

During the last period, a tendency is observed as to lessening of the flows of illegal migration at the state border. The seekers of the better destiny in the countries of European Union change the directions of their trips and use Ukraine less as a transit way. A sufficient start in decrease of number of illegal migrants has been marked since 2008. Nowadays, the flow of migrants reduced in 2.5 times. Out of all detected illegal migrants 88,5% were migrants from the countries of CIS and only 10,2% form the countries of migration risk, while already 3 years ago the percentage of the migrants from Southern-Eastern Asia (SEA) and Africa reached 20%.

Disclosure and calling to criminal responsibility of the organizers and accomplices of the groupings engaged in smuggling migrants caused not only to decrease of the flows of illegal migration along the territory of Ukraine and to their reorientation for transit movement through Belarus and countries of the Baltic States. Increase of criminal responsibility of involved persons to smuggling has also influenced upon this fact. Generally, during 2011 State Border Service of Ukraine has commenced 82 criminal cases according to Article 332 of Criminal Code of Ukraine “Illegal transportation through the state border of Ukraine” and 125 persons were called to criminal responsibility – these are mainly residents of border regions who were organizers, accomplices and smugglers of the migrants.

Besides, reorientation of illegal entering to Ukraine is clearly observed through “green” area of the border and not through the check points. Legal enter with private, studying and tourist goals as well as movements according to forged documents are used on this purpose.

One of the popular schemes is arrival of the foreign citizens for studying. For example, in the year 2010 educational establishments issued almost 12 thousand invitations to foreigners for studying, about 7.5 thousand out of them were migrants from SEA and Africa. However, 10% of those entering Ukraine did not arrived to educational establishments. Intending not to admit the spread of as if legal channel of getting to territory of Ukraine, State Border Service of Ukraine together with Ministry of Interior conducted operation “Student” two times. These actions helped to disclose the situation at the higher institutions and prevent infringements. Besides, a series of joint action were worked out by Ministry of Education and Ministry of Foreign Affairs of Ukraine.

Foe efficient counteraction of illegal migration, State Border Service of Ukraine has approved and implemented complex plan for 2011 in accordance to which constant interactions are carried out by the workers of SSU and MOI, interested Ministers and municipal power bodies as to introduction of system measures directed upon detection and detention of illegal migrants.

First of all, intensified control is carried out for legal entering to the territory of Ukraine by illegal migrants. Thus, during 9 months of 2011 only according to the results of interviews 175 foreigners were rejected in entering Ukraine– potential illegal migrants. They had active Ukrainian visas but could not explain the goal of the trip to the country. 53 foreigners from SEA and Africa were detained in the check points through the state border, who used strange or forged document, including passports of the citizens of Israel and Great Britain. For attempt to cross the state border 26 foreigners out of 935 detained illegal migrants studied at higher institutions of Ukraine. 86 detained foreigners had certificates on application submission as to refugee status granting in Ukraine and 16 foreigners were detained again.

Besides, a wide check is implemented as to detection of illegal migrants already on the territory of Ukraine. The officers of Border Service together with workers of MOI check hotels, hostels, carriers as well as detect channels where accomplices are engaged in illegal transportation of people through the border. Just during the autumn period, the officers of State Border Service and law enforcement agencies stopped the activity of 46 organized criminal groupings.

Results of such complex counteraction to illegal migration became fall in the number of detected illegal migrants at the state border and in the controlled border areas in comparison with the last year it is less in 2,5 times: during 9 month of 2010 – 15,7 thousand illegal migrants were detected and detained, and during the analogical period of the current year – 6,2 thousand person, 5 thousand of them were rejected to cross the state border in the check point. Majority of illegal migrants were detected at the border on Russia(more than 2700 persons) and Moldova (almost 1300 persons). Also 435 illegal migrants were detected at Ukrainian-Slovakian border, 506 at the border on Republic of Belarus, 158 – on Poland, almost 100 – on Hungary, 29 – on Romania and 77 and 933 persons were detained when travelling through sea and air ways of Ukraine correspondingly.

More and more under age refugees arrive to Ukraine. Usually, these are children from Afghanistan and Somalia, who run away from their motherland. According to official statistics – only for the last two years the number of such illegal migrants increased in ten times. And there are few places for them in the special camp in Transcarpathia …

One of them are looking for asylum, others stay too long. What can they expect for at the strange land and what do they dream of leaving their home?

Seventeen-year-old Mariam and her older sister are at the Ukrainian lesson at Integration Centre of Charitable Fund. Sisters are already a year and a half in Ukraine. They are refugees from Afghanistan. Person taking money from them for delivering girls toEurope, he left them at Kyiv market and ordered to wait for their mother. She lost at the border.

Mariam, under age refugee:

– We did not know the place we arrived to – it was Ukraine or other government. It was very cold. We were waiting for dark. We entered the market and saw people talking our language. We said that we had no place to live. One Afghani family sheltered us.

Usually under age refugees are directed to special centre in Mukachevo, Transcarpathia. But there are no enough places there. Adults often just live in the families of other refugees. Girls look for younger children, boys work at the market. 15-year-old. Basir from Afghanistan is already six months here.

Basir, under age refugee:

– I have a wish to study. But there are no such conditions in Ukraine. If I am sent to Europe, I will have an opportunity study for sure.

State Migration Service promises to create centres for teaching such children.

Nataliya Naumenko, director of Refugee Department:

– Reconstruction of Temporary Holding Facility in the town of Yagotyn, Kyiv region is foreseen to be implemented. The centre is calculated for 250 places and 50 or more places can be allocated particularly for children without accompaniment.

For the present moment psychologists work with children-refugees.

Mariam, under age refugee:

– My dream is to live normally. I wish to find my mother, to have my house and to study. I want to live as a human being.

At once 10 illegal migrants were detained at night by the border guards of Mostytskyi Detachment, in Lviv region. They intended to cross illegally the state border from Ukraine to Republic of Poland. Trespassers were detected in the area of BS “Krakivets” with the help of thermal imager. Night travellers – six adults and four children were stopped15 m before the border and then were taken to border subdivision. During filtration measures it was established that they were citizens of Afghanistan. They wanted to get abroad in order to find job in the countries of European Union.

On Friday October 7, under the guidance of the governor of Transcarpathia O.Ledyda a meeting was held concerning the counteraction to violations of the border in the frames of the region. He affirmed that the number of detained illegal migrants in Transcarpathia decreased in 2,5 times, and the number of attempts of illegal cross of the border – in 3,5 times.

The participators of the meeting were the head of Western Regional Administration of State Border Service of Ukraine, Arthur Gorbenko, the regional prosecutor Anatoliy Petrunya, the head of SSU in Transcarpathian region Vasyliy Sytar, the head of Regional Administration of Migration Service Yuriy Tovt.

As it was reported by the head of Western Regional Administration of State Border Service of Ukraine, Arthur Gorbenko, in the course of some last years a positive tendency is observed in decrease of the number of unlawful actions at the border, particularly in Transcarpathian region.

Thus, the number of detained illegal migrants lessened in 2,5 time, the number of attempts of illegal cross of the border – in 3,5 time. Altogether, border guards are worried by the activization of the channels of illegal migration. Just during the last week border guards detained 23 illegal migrants, and two criminal cases were commenced. Despite, such activization of channels of illegal migration is seasonal, so border guards marked the necessity of efforts unification of all law enforcement structures for counteraction to violations at the border.

Separately was raised the question on reasonability of presence of THF for foreigners in Transcarpathia – in Perechyn and Mukachevo districts. Border guards regard the placement is intolerable as Transcarpathian region borders on four governments. Consequently, so close to border accommodation of people who most of all wish to get to Europe is as minimum illogic. Thus, just for 10 days of September, three groups of foreigners disappeared from Perechyn THF – all of them tried to cross the border illegally.

During the last days a group of illegal migrants was detected in the area of Mukachevo Border Detachment of BS “Goronglab”. Two men and a woman of African appearance were stopped some hundreds meters from the state border.  In the course of a talk detainees announced that they are citizens of Cameroon and Congo and they intended to get illegally to the countries of Western Europe.

This day in the morning, due to received information from local residents the border guards detained one more citizen of Cameroon at the railway station.

All detainees are called to administrative responsibility according to Article 204 of CUAI. At the present moment detainees are at detention centre in Chop. Their future destiny will be decided by the court.
