There are about half a million illegal migrants living in Poland

According to data of NGOs, about half a million illegal migrants live in Poland. In the first place these are Ukrainians, Byelorussians, Armenians and Vietnamese. As Polish Mass Media reports the main reason of illegal state of the citizens of foreign countries is difficult situation of residence legalization, which needs much time and means.

According to data of Department on Foreigners’ Problems MOI of Poland, the number of legal migrants reaches 97 thousand. These data are based on the number of issued permissions on residence.

However, new law about foreigners assumes migration amnesty, more known under the name “abolition”, for illegal migrants. Abolition is applied to persons living in Poland for several years. They get right to live on the territory for two years with possibility to prolong it. www.wiadomosci.onet.pl reports that this will also give an opportunity to work legally.

On October 22, 2010 migrants illegally living on the territory of Poland made an action nearby the Parliament of the country with a demand to apply migration amnesty.

Xenophobia moods grow in Ukraine

Ukraine is going to make tougher migration legislation.

Vise-premier, Minister of Social Policy Segey Tigibko announced about the necessity to raise administrative responsibility of enterprises applying for work illegal migrants. Experts mark that only economic measures of influence for the part of the state complicate another problem: growth of xenophobia in the society.

Ukraine is a single country in Europe, which does not have state concept on counteraction of migration and it has not created even special state body engaged in this problem. Now MOI is responsible for it. Police detains 3-5 thousand illegal migrants every year. The migrants pay administrative fines.

After that more often they get a certificate on applied request concerning political asylum which protects illegal migrant from deportation and at the same time permits him/her to move freely along the territory of Ukraine some months. Often the traces of detainees are lost.

Meanwhile, according to data of UNO, the flow of illegal migrants to Ukraine for the last ten years increased in 20 times. Before, the country was considered as temporary shelter before the jump to EU or Russia, so during the last years many people arriving settle in Ukraine. UNO regards that about seven million illegal migrants live now in the country.

The problem became more complicated during the presidency of V.Yuschenko who agreed to sign Agreement on readmission between Ukraine and EU. In accordance with the document Ukrainian side has been obliged since the beginning of the last year to accept back all citizens who got to Europe illegally from Ukrainian territory.

Nowadays, situation is frozen: official Kyiv managed to persuade EU to set aside the process of massive readmission till the year 2012 when in the country Migration Service will be created as it has been planned before. The human rights activists hope that from that very moment it will be possible to put things in order at least in statistics. As State Committee of Nationalities and Religions fixes only the number of foreign citizens visiting the country in the course of the year. Last year this number exceeded 21 million people. Experts suppose that with oncoming of Euro-2012 the number of entering persons will increase. How many of them would like to return back home, and someone will probably lost – no one knows.

Last year Supreme Council, elaborating some bills toughening the legislation in this sphere, declared about Ukraine has impetuously turned to a grey zone of illegal migration in formed conditions. One of the bills was adopted in the beginning of the current year, however President Viktor Yanukovych did not signed it sending it for improvement. The deputy Y.Karamzin explains that problem becomes more complicated within every year, because association micro districts appear Ukraine as in Russian Federation before the overwhelming majority of which is engaged not just illegal and in criminal business as well.

Vise-premier minister Tygypko confirmed that the country is expected great problems in prospect. He regards that in solving a problem the experience of Slovakia should be learnt that elaborated the plan on fight against shade salaries and illegal employment. Deputy Karamzin has agreed before that problem has economic roots: illegal migrants increase the level of unemployment using all social welfare and do not pay taxes. He marked that this very fact causes hostility in the society, and, thus, the problem should be considered broader – the government should elaborate integral policy as to migration processes.

Until there is no special programme, the level of intolerable treatment to comers grows in the society. The expert of Kharkiv Institute of Social Investigations Denis Kobzin has recently reported that the groups of skinheads appeared in Ukraine a country being glorified by tolerance. Statistics of police testifies that opposition has been strengthened: 16 cases of foreigners being attacked were registered in the year 2006, in 2007 – 88 aggrieved persons, in a year there were 85 persons more, the year before this number comprised about 40. However, these indexes are rather conditional, as often the cases of xenophobia are classified like incident fights, there is no separate statistics. No sociological questionings give evidences about troubled tendencies: according to data of Gorshenin’s Institute more than 60% of Ukrainians suppose that there is a real danger of appearance of international conflicts in the country. Other questionings testify that from 200 to 400 thousand Ukrainians are not just afraid of conflicts or share positions of the skinheads, but are ready personally to fight against illegal migration joining the ranks of so unknown associations and organizations.

Fears are confirmed by informational chronicle: there were organized arsons at some markets last year in Kyiv where namely migrants from China and Vietnam trade. The community of Romas reported about attack on the camp in the neighborhood of Ukrainian capital. In summer Crimean Djankoi became hardly a hot point of Ukraine as a result of murder of five-year-old boy. Crimean Tatar was accused of this crime. Local authority and governing body of Medjylis of Crimean-Tatar people managed with difficulty to calm down local people proving that nationality in this case did not have any meaning.

On January 1, 2011 Ukrainian Mass Media informed about anxious reports from Nikopol where massive fight took place finishing by the death of two persons and grew up into opposition of Slavic part of the town with migrants from Caucasus. The authorities managed to put out and this fire, however where it will break up again next time – no one knows.

In the west of Ukraine a protest grows against region’s transformation into a settling for illegal migrants. Two years ago, the residents of the town of Mukachevo achieved liquidation of the camp for illegal migrants. This year the residents of border town Chop came for the actions demanding the authority to refuse from the idea on building a new centre for temporary keeping of illegal migrants. Ukrainians more often perceive newcomers not as competitors or spongers but as potential threat.

A new movement against illegal migration has appeared in the country. Its leader is Yaroslav Dunaev telling in details in one of the interviews about what illegal associations are engaged in which kind of criminal business. He supposes the situation to be one of the main threats for national security of the government and proposes to authority in migration policy to refuse from immediate task on protection of national minority, and to put interests of its citizens on the first place. “Considered policy is needed which should at first define whom we really need?…”

Three Afghanis and three Somalis were detained crossing illegally the state border of Ukraine

Three illegal migrants were caught in Kharkiv region – Afghanis and a Russian who was probably their guide. Border guards of check point “Vesele” during the patrolling detected the footsteps of four persons at the state border starting from Russian village Murom to Ukrainian one Ternova. A detail started at once for the searches. Soon law enforcement agents found them in a  regular bus “Ternova-Kharkiv”. At the present moment detainees are delivered to a subdivision of State Border Service.

Three more illegal migrants left their footsteps in the western part of the border. For their search a detail from “Knyagynya” started (Transcarpathian region). Simultaneously, Ukrainian border guards informed their colleagues about uninvited guests at the neighboring side. According to information of officers of State Border Service, detail of Slovakian border guards stopped three persons who were citizens of Somalia.

Three Somalis were detained in Uzhgorod

The workers of Administration on Fight against Organized Crime (AFOC) and border guards detained in Uzhgorod three illegal migrants from Somalia intending to get to EU countries.

Three young men in the age of 19-21 years old were detained in Uzhgorod in the house of one local resident. The “travelers” posed as persons waiting for getting asylum. Thus, one of  the migrants had a certificate confirming that he is allowed to prepare documents for question solving on granting him refugee status issued by Department of Migration Service in Vinnitsa region. Two other man presented certificates on attendance to Migration Service in Vinnitsa for interview.

At present moment Somalis and the owner of the house giving shelter to them are detained. Persons participating in organization of migrants smuggling abroad are establishing now.

Europe’s way station in western Ukraine

UZHGOROD, Ukraine – For a year and a half, a 15-square meter room in western Ukraine has been home for Said Mustafa Marufi, his mother and six siblings. It may be their home for years to come.

The Latoritsa temporary shelter in Mukachevo is the family’s latest stop in a homeless refugee journey that forced them to flee Afghanistan, with stops in Pakistan and Russia, before ending up in Ukraine.

“We fled Afghanistan during Taliban times and went to Pakistan,” Marufi sayd. Only 14 years old, he is now the head of the family after his father died in circumstances that they prefer not to discuss…

Trespasser’s ears betrayed him

A man was apprehended in the airport “Boryspil” who was trying to fly to Poland with somebody’s document. The violator was checking in for the flight “Kyiv-Warsaw”. He presented passport of the citizen of France for the control. Border guards noticed that form of the ears of bearer is different to that one on the photo.

As it was cleared out later, he was citizen of Tunisia and arrived to Ukraine in autumn last year for studies. Obviously, he did not like the process of studies; he stole a passport from his brother (citizen of France), with the help of which he intended to get to European Union.

Now the personality of the detainee is under establishment.

Four Somalis were detained at Slovakian-Ukrainian border

Border police of Slovakia arrested four Somali illegal migrants nearby Slovakia-Ukrainian border, two minors were among them. Two illegal migrants were caught in the area of Snyny and two more in Rysskie Grabovtsy, Sobrantcy district.

The workers of Border Control Department of Police arrested two Somalis in the yard of uninhabitable house in the village Rysskie Grabovtsy. They were under age, they were handed over to workers of Administration of Labour, Social Affairs and Family in Mikhailovtse.

Two other Somali citizens were apprehended on the same day, in the area of Synyna. Foreigners were temporarily placed in administrative building at border check point Ubla. Governing body of Chop Border Detachment (Transcarpathian region) was informed about detention of illegal migrants. Now a question is under consideration concerning return of two illegal migrants to Ukraine (readmission).

Residents of Chop oppose the building of a shelter for illegal migrants in the town

One of approved agreements with EU – about readmission – became an indirect cause of situation emerged in the very western town of Ukraine – Chop. Its residents do not want a shelter for the illegal migrants to be built here. However, border guards tell that the greatest number of trespassers is detained exactly in Transcarpathia: only last year the officers of Chop detachment caught more than thousand persons.

Maryna Koval, reporter:
– Here is over this fence border guards planned to build a centre for keeping illegal migrants. Money for it – more than twenty million UAH – European Union promised to allot. But townspeople opposed.  
There is a picket nearby Chop Border Detachment since the very morning. There are posters in the hands of people: “We do not need illegal migrants!” People are against the building of new shelter for the refugees. There is a centre for keeping sixty trespassers.

Mykhail Pelenka, Biology teacher of Chop secondary school №1:

– This centre, literally, approaches the fence of the school from another side, you understand, it is not a very fortunate neighboring for school. Immune system of local people is not ready to accept those diseases which can get there due to illegal migrants.  
Dispute springs up between border guards and protesting people. Border guards report that the most number of detained illegal migrants in Ukraine is in Transcarpathian region. Just last year Chop Border Detachment caught more than thousand trespassers. Thus, new premises are needed to keep them.

Representatives of UNO on refugee issues in Ukraine are also on the part of the border guards. Today he was examining the conditions illegal migrants are kept in Chop. Kyiv signed Agreement on readmission, and it means that if Europe detains a violator who gets there through Ukraine, so he will be sent back to our country. In order to keep those refugees new premises will be needed.

 
Oldrih Andrysek, UNHCR representative in Ukraine:
– I do not understand, what people are against. This is reality. People come, some of them without documents, so this fact should be examined. This centre is of closed type. How can somebody disturb living in the premise of closed type?

But still border guards promised to protesting people not to build a new centre for keeping illegal migrants in the centre of the town. Already existed premises will be reconstructed for EU money.

Oleksandr Ledyda: «No any “settlers” for illegal migrants should be in Transcarpathia…”

            For some time past, information was spread concerning the possible building of new centres to keep illegal migrants in the region. A ground for this became information about European Union, as if, is going to conclude a contract on building of tens of tens temporary accommodation and detention centres in Ukraine. So to say, some “settlers” will soon appear in Transcarpathia.

            Especially critically this problem raised in Chop where border guards insisted on building of a new centre for keeping illegal migrants. In some Mass Media even a statement was declared that regional power and personally the head of Regional State administration would assist in construction of such an establishment. On this reason, the head of Transcarpathian RSA Oleksandr Ledyda affirmed the following:

– Regional power did not give permission to place news centres for temporary accommodation of illegal migrants in the region. The position of Regional power is explicit: there should be no any “settlers” for illegal migrants in Transcarpathia, a tourist-recreational area, which we strive to make ecologically clear as well. On the example of camp in Pavshyno, Transcarpathians have already observed what threat for population illegal migrants bring: different diseases, growth of crimes, etc. I do not see any sense to return to the problems of the past times.

At the same time, it should be realized, that region borders on immediately 4 countries of EU. Thus, there is a question on counteraction to illegal migration in the region and yet it will stay actual for a durable period. Detained “illegal migrants “at the place” should be identified and perhaps the crimes committed by them are to be investigated. To my opinion, such operative actions have to be implemented exceptionally on the territory of border detachments – in specially equipped buildings. There are such premises in Chop as well as in Mukachevo Border Detachments. Probably, now these centres do not completely correspond to sanitary-hygienic standards of international human rights organizations. If EU wants to allot money for improvement of these conditions – regional power will assist it. But, it is said not about building of new centres for keeping illegal migrants on the territory of Transcarpathia.

People protest massively in Chop against centre for refugees and illegal migrants

A new centre on temporary keeping illegal migrants is planned to be build in the centre of Chop in the frames of Agreement with EU on Readmission. The residents of the town opposed.

 The residents of Transcarpathian Chop made protests against building of a new temporary detention centre for keeping illegal migrants on the territory of Chop Border Detachment.

Last year about thousand persons stayed in the centre. “There is a special premise for work in administrative order with violators. We do not divide them into foreigners, Ukrainians or citizens of CIS” – tells the director of Chop Border Detachment Yuriy Sambor.   

However, local residents are confused by the location of the centre – in the very centre of the town, nearby the school. People have already collected about two thousand of signatures against building of new TDC. Session of Local Council did not give agreement on this point as well.

According to the words of mayor Galyna Tsar, there is doubt as to existence of the actual refuge.  “The public of the town and authorities did not give any permission concerning the present centre for illegal migrants. I am making an official allocution to law enforcement agents to check the legality of this centre” – mayor remarked.

However, Yuriy Sambor affirms that border guards act in the frames of Agreement on Readmission. “We accept these persons in a specified order. Thus, persons subjected to be expelled are directed beyond the region into other ones” – he explained.

At the same time, border guards assured that without permission of the public there will be no centre for illegal migrants. However, reconstruction of the old building has been started regardless of the protests.
