Ukrainian Parliament has passed a bill on strengthening of fight against illegal migration

Supreme Council of Ukraine has passed a bill at the first reading # 2232 “About amendments in some legal acts of Ukraine on migration issues”. 230 out of 270 registered deputies voted for the corresponding decision. The main goal of these amendments in the bill is to strengthen fight against illegal migration.

In particular, it is proposed to forbid the entrance to Ukraine to those foreigners and persons without citizenship who are the carriers of infectious or other dangerous disease or those who arrived from the country where there is complex epidemiological situation; in case if there are facts on their non-implementation of financial obligations before Ukraine; if they do not have financial opportunity to ensure their stay in Ukraine, etc.

Vietnamese men tried to cross Ukrainian-Russian border illegally

Yesterday in the morning the border guards of Kharkiv Detachment “Dergachi” detained three citizens of Vietnam according to received information from SSU (Security Service of Ukraine) who aimed at illegal cross of the border. Operative-searching group stopped the violators 20 m before the border line who made their way to Russian village Zhuravlivka. Not far from the place of detention the law enforcement agents detected a car where Ukrainian man and one more Vietnamese were sitting . These persons might be participating in organization of illegal migration. Now, the detained foreigners and Ukrainian man are transferred to SSU.

Transcarpathian border guards detained 4 illegal migrants from Moldova

4 Moldavians were apprehended by the border guards in V.Bereznyi district, Transcarpathian region. On January 14 at about 10 a.m. border guards from Chop Border detachment noticed the tracks of four persons near the fence leading to the side of the state border. 4 citizens of Republic of Moldova were caught in the distance of 200 m from the line of the state border – men in the age of 23-42 who had foreign passport. These persons were trying to cross Ukrainian-Slovakian border aiming to look for the better life conditions in the countries of Western Europe. At the present moment detainees are held in the detention centre in Chop for their identification and clarifying the conditions of trespassing.

Three illegal migrants were apprehended at the bus station in Uzhgorod

In the evening the border guards of Chop Border Detachment  detained three citizens of Georgia at the bus station of regional centre of Transcarpathia in the town of Uzhgorod. The border detail did not get any response from the Caucasian detainees on the goal of their visit to Ukraine. The migrants did not have any documents identifying them. According to their words, they are citizens of Georgia who have been living for some period in Ukraine, however they decided to look for a better lot in the countries of Western Europe and confessed in their intentions to cross the state border by illegal way. The third man was apprehended the next day early in the morning according to similar circumstances. All three persons are in the detention centre of Chop Border Detachment now. The filtration-checking measures on their cases are carried out at the present moment.

Ukraine will accept 10 thousand illegal migrants according to readmission from EU

State Border Service (SBS) forecasts deportation of 10 thousand illegal migrants to Ukraine according to Agreement on Readmission in 2010. As to analysis implemented by SBS the number of accepted persons will comprise 8-10 thousand per year according to Agreement from the next year, 6 thousand out of which will be citizens of Ukraine, and up to 4 thousand – the citizens of the third countries. From January 1, 2010 the other part of Agreement on Readmission between Ukraine and EU comes into force according to which Ukraine will accept those people who arrived to EU countries from Ukraine and had violated the rules on entrance and stay in the countries of European Union. SBS stresses that an obligatory condition on acceptance of persons is presence of evidences about their stay on the territory of Ukraine.

Ethiopian was detained presenting himself to be the citizen of Great Britain

Illegal migrant from Ethiopia was detained in the check point “Mostyska – railway station” (Lviv). The passenger of the train “Kyiv-Wroclaw” presented not his passport for the check – it was one of the 18-year-old citizen of Great Britain. The photo in the document was similar to one of the bearer. The border guard manifested the substitution. The violator was taken off the train and was delivered to sub-division of State Border Service of Ukraine. The traveller confessed that he was 19-year-old citizen of Ethiopia and arrived to our country for studies on legal basis. However, in fact, he did not plan to become a student. The young boy intended to get to Great Britain where his brother lives. According to the words of detained refugee, he had bought this foreign passport at home land.

Transcarpathian border guards detained four violators of the border

As it was declared by the press-service of Western District Administration of State Border Service of Ukraine, the border guards detained border violators in Transcarpathia – a citizen of Afghanistan and 3 Ukrainians. The Afghani person was apprehended in the area of border service “Uzhgorod”. He tried to get to neighbouring Slovakia. The foreigner did not have any documents.

Tourist from Syria was apprehended at Ukrainian-Polish border

The workers of Department of Border Service in Lviv region apprehended a man who made his way illegally to Poland. Operative-searching group caught up the violator some meters before the border line. Detained person was citizen of Syria who 4 days ago arrived to Ukraine with tourist aim through the airport Boryspil. The foreigner indicated Kyiv as the place of his stay in the migration card.

In general, in the course of 11 months of 2009 year the workers of State Border Service detained 2263 illegal migrants who were intending to cross the border illegally. And almost 19 thousand potential illegal migrants were refused in entering Ukraine.

200 illegal migrants will be readmitted to Ukraine from EU countries in 2010

Ukraine expects up to 200 illegal migrants in 2010 according to the programme on readmission from EU countries. This data was announced by minister of Interior Affairs Vasyl Marmazov at the press-conference. According to his words, it is an official statistics. “These are migrants who have been detained by the bodies of Interior Affairs of Ukraine. I do not calculate those persons who are sent back from the territory of Ukraine directly at their cross of the state border”, – V. Marmazov stressed. Deputy Minister remarked that all detained illegal migrants are kept for the state costs “Keeping one illegal migrant from the state budget comprises €2-2.5 per day”, – the official said. Herewith, he confirmed that next year the flow of illegal migrants to Ukraine can be increased if the corresponding amendments will not be put into legislation. Such risks exist if in the nearest time the initiative of MIA to create the single migration body attached to MIA will not be supported”, – he announced adding that the most part of illegal migrants is observed at the eastern and northern borders of Ukraine.

According to this fact, Ukraine needs the creation of temporary accommodation centers for illegal migrants as for the present moment there are only two of them – in Volyn and Chernihiv regions.

“In 2010-2011 Ukraine has an intention to build 2-3 centre for keeping the foreigners and persons with no citizenship who have been deported from EU countries according to Agreement on Readmission”, – V. Marmazov added.

4 Afghani illegal migrants were detained on their way to Slovakia

4 illegal migrants, citizens of Afghanistan were detained at Ukrainian-Slovakian border due to joint efforts of law enforcement agencies of two countries. The group of violators was detected by Chop Border Detachment in the area of the post “Velykyi Bereznyi”. Seeing the detail, migrants started to run away. Two of them were caught 50 m from border line by Ukrainian border guards. Other two guys were apprehended in a moment by the workers of Slovakian Border Police. Detained persons by Ukrainian border guards were dressed not according the season (- 10 0C). Wearing trainers and autumn sport jackets they directed their way to the mountains where the snow had already reached 20cm. The workers of State Border Service delivered runaways to the sub-division where they finally got warm. The detainees did not have any documents. They named themselves to be the citizens of Afghanistan who together with their country fellows in the search of better life conditions planned to get to Austria. According to their words, their relatives paid for this trip $ 12 thousand for each. At the present moment these people are under identification, their route is investigated, and also persons connected with organization of channel of illegal migration are looked for.
