Trespasser detained in Transcarpathian named himself a citizen of USA

The workers of Mukachevo Border Detachment detained a man who illegal crossed the border from Hungary. At daybreak the trespasser was detected by the post of technical supervision with the help of the infrared imager in the area of border service “Luzhanka”, and 200 m before the border line he was caught up by the operative-investigation group. Detained person did not have any documents. According to his words – he is 26 years old, citizen of American State Utah working in Kyiv. He went with his friend to Hungary where he had lost his documents. That is why the man decided to come back to Ukraine passing by the check point “Beregshuran”. At Ukrainian side he had to be taken by his friends by car, but the border guards of State Border Service were quicker to do this. The day after a border-representing meeting took place in the check point “Luzhanka” in the course of which detained American was passed to Hungarian border guards.

Sailor from Azerbaijan intended to cross the border with forged documents

Azerbaijanian who presented himself like Georgian to the workers of State Border Service of Ukraine was detected in Odessa region. The member of the crew of Dutch vessel “Ers Varot” in Illichevsk sea port showed the border guards forged passport of the sailor, the citizen of Georgia. Among other signs of falsity there were glued photo printed on the colour printer on the ordinary office paper. After uncovering the sailor named himself to be 26-year-old citizen of Azerbaijan. He confessed that he bought a forged document in his country paying for it $ 2000.

Two Turkish citizens attempted to pass by the check point at Ukrainian – Polish border

Two illegal migrants were caught in Lviv region – the citizens of Turkey. The foreigners drove up by the taxi to the check point “Shegyni” which they decided to pass by. They were noticed 200 m before the state border and were stopped by local inspector of Border Service. As it was cleared out, a day before the foreigners quite legally arrived to Ukraine by plane through the airport “Boryspil” as if with tourist aim. Instead of tourists routes the travellers went to Lviv where they hired a taxi to the border. At present illegal migrants are delivered to border sub-division.

Two illegal migrants from Turkey planned illegally cross the river Zahidnyi Buh to Poland

The border guards of Lutsk Border Detachment prevented two migrants from Turkey to cross illegally the state border on Poland through the river Zahidnyi Buh. One of details of department “Hrabove” detected the trespassers and started to follow them. Simultaneously neighbouring sub-divisions and Polish colleagues informed about uninvited guests. The foreigners were attempting to run away. One of them was caught by the border guard at once. The other man was apprehended in 20 minutes with the help of the dog. The detainees were delivered to Border Sub-division. They had documents of citizens of Turkey, a map of automobile roads of Volyn region and a bottle of brandy. As it was cleared out later on, the foreigners knowing Ukrainian and Polish languages arrived to Ukraine with aim to get to Poland illegally. In the end of October they came from Belarus on legal basis.  During their stay in Lviv the men had been preparing to illegal trip – they were examining the maps and determining the route. According to their words they planned to swim over the river Zahidnyi Buh. They took alcohol with them in order to get warm after night winter round. Lyubomylskyi Interdistrict Court has already fixed the punishment – 15 days of imprisonment which they will serve in TAC of Lutsk Border Detachment.

8 illegal migrants from Afghanistan were detained in Transcarpathian region

Border guards detained eight illegal migrants from Afghanistan at Ukrainian-Hungarian border in Transcarpathian region. The incident took place in Berehovo district, Transcarpathian region 200 m before Ukrainian-Hungarian border. In particular, the following persons were detained – a woman, two men and four children in the age of 10-14 years old. One more man tried to run away, however in some minutes he was caught near the village Goronglab by the operative-searching group. No documents had the violators. They were delivered to border sub-division. The law enforcement officers are trying to learn the details of foreigners’ stay in Ukraine and identify them. In general, Ukrainian border guards detained 21 illegal migrants from Afghanistan during December 2-3, 2009.

On December 3, 2009 5 citizens of Afghanistan were detained at Ukrainian-Slovakian border by the border guards of two countries. The same day at Ukrainian-Russian border in Summy region Ukrainian border guards stopped 8 Afghani people who were accompanied by the citizen of Ukraine with the help of Russian colleagues.

Slovakian police passed 5 illegal migrants from Afghanistan to Transcarpathia

A group of illegal migrants was detained trying to cross the state border of Ukraine. The detail of Department of Border Service “Novoselytsya” in Transcarpathian region was following the trespassers; however they failed to catch them. According to information of Ukrainian police Slovakian colleagues apprehended 5 citizens of Afghanistan. Then, they were passed to Ukrainian side.

In Summy region 9 persons were detained 30 m before Ukrainian-Russian border, one of them was a citizen of Ukraine, and the rest were residents of Afghanistan. Our country fellow accompanied one woman, two men, two boys and three girls in the age of 5-13 years old. The foreigners and their guide were delivered to the Department of Border Service “Sopych”. The conditions on violation are now under investigation. The problem on the foreigners’ expel out of the borders of Ukraine is solving now and criminal case for illegal transportation of persons through the border is instituted.

Does Turkish company transport illegal migrants from Lviv through Transcarpathia?

Deputy of Lviv Regional Council Oleg Nemchinov addressed to Western Regional Administration with a request to get information about two Turkish men detained recently in Mukachevo who bear a relation to Turkish Company “Onur”. This company carries out road works on Stryiska St., in Lviv. Deputy Nemchynov has information concerning this company which is involved in transportation of illegal migrants abroad. He also addressed to Local Employment Agency to check if this company is registered. Thus, as to data from Media there are suspicions about this Turkish company which probably performs smuggling activity.

Border guards are against building of new detention centre for illegal migrants in Transcarpathia

As it was reported by UA-Reporter.com, on December 1, chairman of Border Service of Ukraine Nikolai Litvin had been visiting Transcarpathian region. N. Litvin had a meeting with governing bodies of border region. In the course of the meeting the problems of border detachments were discusses which stationed in the region, and discussions were also on rendering assistance from the side of local power. The special attention was paid to the issues of illegal migration. Statements of Minister of Interior Affairs Juriy Lutsenko were mentioned concerning the building of new detention camp for illegal migrants in Transcarpathia. As it is known, due to persistent position of governmental bodies of the region and deputy corpus such a point Pavshyno was managed to be liquidated. During this time, according to statistic data, the number of detained illegal migrants decreased in half. N. Litvin supports position of regional authority on inadmissibility to place in Transcarpathia a new detention centre for keeping illegal migrants – this will only increase the situation at the border.

Each illegal migrant will cost to Ukraine 1 thousand UAH a month from January 1, 2010

Agreement with EU on Readmission will come into force in a month according to which Ukraine is obliged to accept and deport about 2 thousand illegal migrants a year for its expenses. It is said about those migrants who escaped to Europe from Africa, Asia and other not very successful regions through Ukraine. Experts beforehand about the fact that state is not ready to shelter the army of refugees neither technically (there are no enough places for keeping the illegal migrants) nor financially (in order to keep one illegal migrant 1000 UAH should be spent a moth). Deportation of uninvited guests to their motherland will cost to Ukraine € 1000 per each), whereas only this year 3 million UAH was spent from the budget. This sum could be used for deportation of 400 illegal migrants.

BORDER GUARDS. Border guards do not believe in the mass flow of illegal migrants after New Year. The illegal migrants are kept up to 10 days till their identification in the detachments. “There are much less migrants now because Ukrainian border is guarded better”, – the head of the press-service of Western Administration of Border Service Vladimir Sheremeta says. According to his words each border detachment on the western border has detention centre for 20-30 illegal migrants and in Chop Detachment – for 44. “These are the premises with a toilet, laundry, autonomous heating, a doctor and a dinning room”, – Sheremeta says. Border guards suppose that they will not have the free places for all refugees. The maintenance of one refugee is 25-30 UAH a day (about 1000 UAH per month, whereas the average pension in the country comprises 680 UAH). In 10 days the migrants are transported to the camps for the refugees, there are only two ones – in Chernihiv and Volyn. About 400 refugees can live there up to 6 months. Where should the rest people be taken?  7 such centres are planned to be constructed in Ukraine to accept refugees: in Crimean, Dnepropetrovsk, Odessa, Transcarpathian and Khmelnytsk regions.

FEAR. However, local people protest, particularly in Transcarpathian and Lviv regions. “I do not want to have illegal migrants as neighbors who have such exotic diseases”, – Galyna, local resident of Lviv region is exasperated, where the settling for the refugees is planned to be built instead of a former palace of Badeni (till the present moment a military unit was there). “Today they want to make a settling for the refugees in Brody, and tomorrow – in other cities and villages. Public tranquility can be broken down by uninvited guests. We agreed to shackling agreement on readmission in exchange for simplification of visa regime with EU, however it is still not very easy for Ukrainians to get  visa to Europe, and in consulates we are still considered as people of the third sort”, – deputy of Lviv Regional Council Iryna Sekh is protesting.

FOR AGREEMENT ABOLISHMENT. The head of HA MIA of Crime, people’s deputy Henadiy Moskal considers that Ukraine should annul Agreement on Readmission. According to his words, at first EU will evict those refugees having neither job nor citizenship: “EU gives each Ukrainian private waiter, barman and dishwasher not because of big care. Where should Ukraine take means and working places to keep this army of migrants? EU strengthens its borders, perspectives on accept of Ukraine to EU were moved aside, and there is no still visa-free regime.

EU will build Closed Detention Centre in Lviv

Head Administration of MIA in Lviv region announces about intention of European Union to build Closed Detention Centre (CDC) for keeping illegal migrants in an industrial zone “Sygnivka” in Lviv. The centre will be built exclusively for the costs of European Union. It will occupy the land area of 9,6 hectare  which is going to be in use of HA MIA in Lviv region. CDC will be calculated for 200 places, the cost of construction is estimated in 40 million UAH. The building is planned to be finished in 2012. Illegal migrants will stay at the present centre till their deportation to their home land.
