Settlers in Transcarpathia: dwelling, land and employment

Issues on effective assistance to residents of the eastern oblasts of Ukraine were discussed at the meeting in Uzhgorod. Namely those attended, who had found themselves in difficult situation and volunteers – representatives of CO “Medical Aid Committee in Zakarpattya”, PO “Neyemiya” and journalists being actively engaged in help to the settlers and Ukrainian militaries in the course of the last months.

There were many women with children at the meeting. They as several families of the settlers asked not to take photo of them as they were much afraid of their lives on their return back home. “You better do not take photos of us. The Internet is such a widespread thing and I do not want to have problems then”, – a not tall woman with a boy on her hands told, who had arrived from Severodonetsk, Luhansk oblast. She even did not wish to introduce herself, but she reported that there was her brother staying at home negatively regarding her choice to go to “banderas”. She herself, as her country fellows from Luhansk, was very surprised by Transcarpathian hospitability and sincerity. As it was turned out, at least 10 families had made a decision to stay in Transcarpathia forever.

The most urgent problems bothering the settlers from the East were – dwelling, allotment of land areas and employment. Situation with the third problem complicates the fact that many enterprises in the East are destroyed or burned as well as all documentation with them. In a result, people are not able to get work record and without them Transcarpathian Employment Centre cannot register them. Volunteers, in their turn, proposed the list of vacancies to the settlers, which was formed for them. Father Olexandr Panasenko stresses that situation in the east of Ukraine will not become better neither for a week nor for two, thus it is necessary to interact actively and help each other. He asked people not to be afraid to apply for assistance, especially, when it concerns a dialogue with local authority.

By the way, no representative of oblast authority attended the meeting.

From the boundary East to the far West

Settlers from Donbass want to work, worry about family and do not know when they will return home.

According to the official data as to the number of the inhabitants of Donetsk and Luhansk oblasts escaping from the war in the East moved to the Transcarpathia, now there are about 150 people. Mostly these are women and children. Currently, only about ten families plan to stay and live in Transcarpathia. Others are waiting for the completion of fighting to return home: to Luhansk, Kramatorsk, Donetsk or Slavyansk.

On request to comment present life in Transcarpathia they shrink, they become flustered and as a result the majority still refuses to comment “officially”. No matter that it is not necessary to tell the names, take pictures or get into the shot of the camera. At a meeting with public activists and journalists, which recently took place in Uzhgorod, some immigrants just sat aside to the far end of the room: there was an agreement with the journalists – persons sitting there do not wish to be photographed. Soon a woman from Slovyansk explains: “You just cannot imagine how much we are frightened; our parents, husbands, relatives are still there” …

However, those who finally do start to talk, say that they are treated very well here. Transcarpathians, mostly these are volunteers, try to help them in everything. In particular, the women residing now in a hotel “Hostynnyi Dim” (Uzhgorod NGO “Neemia” takes care of them) tells that they assist them as “friends.”

Although, the Internet has recently heated debate going on about the “impudent eastern settlers” who as if require any special attitude towards themselves as well as conditions, so the first impression of people coming to the meeting – they are quiet, confused and a bit shy .

When we asked about the appearance of topics about “bad” refugees, the settlers do not know what to say at all. Because, the majority of them hear about it for the first time. So people are genuinely shocked: why someone needs to act in such a way. They say that people in Transcarpathia are very good, they have not heard of any complaints or misunderstandings in Uzhgorod, neither from friends or relatives moving temporarily to other Ukrainian cities.

Daria speaks to the reporters more willingly – a primary school teacher from Donetsk. Her parents and brother left at home, her brother enlisted to the battalion “Donbass”. The woman worries about them very much, but she has decided for herself to stay in Uzhgorod. Daria speaks Ukrainian well, she was dressed in blue and yellow colors, and there is a tattoo of Trident of times of Ukrainan National Republic on her hand. By the way, the tattoo-master, who once made Daryna arms of Ukraine, was killed while fighting on the side of the separatists … The girl says that she just does not understand what happened to him. I asked her how she feels to be far away from her close persons – she answers that she feels herself free and safe, which had been long ago.

Father Olexander, who also came from the East, strongly encourages and supports country fellows, but he was also on the other side of the barricade: his sister warmly supports “Novorussia.” All those present at the meeting are having similar stories. The man rises from his place and tells that he cannot find a job: the company, being worked at, was destroyed during one of the attacks, employment records book burned – that is why Employment Centre does not want to register him in Uzhgorod. Even the car, which he could save, he is not able to sell, in order to be registered he must pay a lot of money, which he does not have. He says that he is ready to work anywhere, although he worked with wood before, because her wife has cancer.

They do not complain at the meeting and especially they do not demand anything, they tell carefully about their difficulties and ask for advice how to deal with them. The biggest problem is the dwelling. So the first question – whether there is some social housing in Uzhhorod. Father Olexander says that there is no any considering what he has learned. Therefore, he offers people his help with resettlement in cheaper hostels or contact realtors that will not take them last money.

One more organization that actively assists settlers from the East is “Medical Aid Committee in Transcarpathia”. The staff of the organization is concerned about a range of issues – from providing medical and legal assistance to the organization of such acquainting meetings with media people. The representative of the organization explains at the beginning of the event that they have wished to see someone of governmental officials at the meeting. However, no official from Oblast State Administration or people from the headquarter attenden the meeting.

Instead, the journalist Galina Yartseva, actively engaged in assistance to Transcarpathian military men that are now in Luhansk and Donetsk oblasts, addresses to people from the East with a request not to hesitate and say if someone needs food. Because where the military men are helped, there will be always an opportunity to help the refugees.

At the end of the meeting, it was decide to put together all the questions and suggestions, and to send an inquery to the regional MPs about where and how money foreseen by the regional program “Care” is spend.

Actually, it seems that only volunteers and public activists solve the problems of displaced persons, as in the case of the Ukrainian army. Finally, I ask a woman from Slavyansk would she like to go to the Crime and stay for some time there? She looks at me with surprised eyes, “What do you mean?  We did not want to join Russia?”

UNO: there are already 54.4 thousand displaced persons in Ukraine

The United Nations Organization reported that the number of people who were forced to leave their homes in a result of disturbance in Ukraine has increased to 54 400. Among them only during the last week 16 400 people fled of fighting in the east oblasts.

According to information of UNO, yet 110 thousand people – mostly from the eastern regions – moved this year from Ukraine to Russia, however only 9500 applied officially for the refugee status in that country.

From mid-April, when fighting had broken out in the east of Ukraine, the conflict killed hundreds of people, but there is no exact number of dead civilians, and how much members of fighting groups.

The leadership of Donetsk separatists states that about 800 militants and some 250 civilians were killed in the Donetsk and Luhansk regions. This is the first assessment of victims of armed actions provided by the leadership of the separatists.

Last week, the UNO released a valuation under which since May 7 at least 356 people, including 257 civilians were killed in the east of Ukraine.

“The rapid jump”

The data presented by the UNO cover displaced people who fled their homes after the annexation of the Crimea by Russia and as a result of the fighting in the east of Ukraine.

Speaking in Geneva, the spokesperson of the UN High Commissioner on Refugees Issues,  Melissa Fleming said: “We observe a rapid jump in the number of internally displaced persons in Ukraine.”

In addition to that Ukrainians departed to Russia, yet approximately 700 persons got to Poland, Belarus, Czech Republic and Romania, she mentioned.

Except Crimeans, people from the East come to Migration Service in Transcarpathia

People continue to address tothe General Administration of the State Migration Service of Ukraine in Transcarpathian region, arriving to our region from the occupied Crimea …

So far, 115 Crimeans have already applied to the subdivisions.

84 people of total number registered a place of residence, 14 – places of temporary stay. Seven citizens appealed on pasting the photos as to reaching the appropriate age, ten persons were issued Ukrainian passports for travel abroad.

Appeals are received from people being forced to leave the territory of Anti-terroristic operation (ATO). 22 natives of Luhansk and Donetsk oblasts addressed to the subdivisions of Migration Service of the are with appeal to provide them with administrative services.

There were no cases of reject in registration of citizens at their new place of residence.t.

Ministry of Social Policy: 10.5 thousand settlers from the Crimea and Donbass are officially registered

Today, there are 10.5 thousand settlers from the Crimea and Sevastopol and 11 777 persons from Donetsk and Luhansk oblasts. It was reported by Minister of Social Policy of Ukraine Lyudmyla Denysova at the press-conference in Kyiv.

Five forged documents were detected in “Boryspil”

Border guards of separate check point “Kyiv” detected five forged documents of the passengers arrived  from Istanbul during the passport control. Two Syrians and Iranians intended to use forgeries. Thus, the citizens of Iran, namely mother with two children, using partially false passport documents of the citizens of Great Britain travelled to London, and 27 and 28-year-old men from Syria made their way to Stockholm and Frankfurt with completely forged passports of the citizens of France.

False documents costing 10 and 11 thousand euro each were purchased by them in Syria. Now, the passengers are sent back by a return flight to the country of departure.

Father with 10-year-old son from Syria got to Volyn

Two “travelers” were apprehended in the area of BS “Rivne” of Lutskyi Detachment. Unfamiliar persons traveling towards Polish border were stopped in the suburb of the town of Rivne. They were delivered to border subdivision to process procedural documents. The foreigners – father and son (10 years old) reported that they were from Syria. The men told that they intended to cross the border aiming at getting to the Netherlands, where as if his wife and daughter lived. So far, the citizen of Syria is fined for the sum of 3400 UAH according to the decision of the regional court for the attempt to cross the state border of Ukraine illegally.

In “Boryspil” Russian asked refugee status

In the airport “Boryspil” during the passport control, 31-year-old citizen of Russian Federation addressed to the border guards.  The man arrived by the flight from St. Petersburg and asked political asylum as he actively had supported political views of Ukrainians in his country of origin. So far, he is afraid of the persecutions on the territory of Russia, where, according to his words, he was threatened to be imprisoned for 15 years. The staff of Migration Service was informed on this point.

Four Syrians were detained at the bank of the river Tysa

Borderguards of Chop Detachment detained the next “happiness seekers” travelling to EU in illegal way. During the area patrolling in the morning time, border detail of BS “Salovka” detected a group of persons nearby the border. There were four unfamiliar persons– a man, woman and two children. Detainees had no any documents and reported to the border guards that they were the citizens of Syria. The final point of their destination had to be Austria. Besides, in the result of location inspection border guards also detected a rubber boat with the help of which the violators planned to get first to Hungary getting over the river Tysa.

The trespassers were delivered to subdivision to establish their personalities and to process administrative-procedural documents. Decision on responsibility before the law and their further destiny will be decided by the court.

How settlers shall not become refugees

To avoid humanitarian catastrophe – mutual solutions were sought by authority, volunteers and international organizations.

According to Convention on Refugee Status, to which Ukraine joined in 2012, application of the word “refugee” to Ukrainian citizens is not correct. It is said exclusively about the settlers or internally displaced persons. Refugees flee their country to another one.

According to the statement of Monitoring Mission of UNO on human rights, so far the “second wave” of settlers has started, besides of vulnerable groups of population – disable people, senior men and women, pregnant women, children.

However, nowadays, there is actually no system of registration and recording of displaced persons. The governmental statistics includes only those applying for help to Coordination Aid Centre for settlers from AR Crimea., Donets and Luhansk oblasts. As to June 13, 2014 this centre has registered only 3009 settlers in Kharkiv oblast. But, everybody engaging in issues of the settlers affirms that this number is sufficiently greater.
