What the government does to assist settlers from the East?

The lack of exact statistics makes impossible to evaluate the actual scales of the nowadays situation. Is it because the main burden to place persons in Kharkiv region and provide primary care was fallen on public organizations and volunteers. However, they risk not coping if the flow of settlers increases, and the government will not mobilize its forces and resources till that time.

Only last Friday, June 13, for the first time the representatives of government, NGOs, charities, representatives of voluntary initiatives, of Commissioner for Human Rights, and international organizations sat at the negotiating table in Kharkiv. The principal issue of the meeting was how to combine all efforts to organize effective assistance to settlers.

In particular, they agreed to establish a Coordinating Council of representatives of all providing care. Form a single resource centre, where on-line information about the camps, and psychological support, legal support, accounts for fundraising and humanitarian assistance and more will be collected, as well as organize a joint work of those being engaged in issues of taking persons from the “hot spots”. The participants of the meeting hope that this Coordinating Council will work attached to oblast governor.

On the merits, the absence of the dialogue between the government and the representatives of the public is the most painful point for solution of settlers’ problems. Moreover, the public accuses the government of that they “only assist or probably provide help”. The officials report that the matter has been under control yet before the arrival of the first settlers from the Crimea.
One more key problem is absence of wild-scale information campaign about who and where provides with assistance for temporary displaced persons in Kharkiv and the oblast. Olga (the name was changed) from Donetsk said that she found temporary housing via not indifferent people from the social networks. There is no sufficient information in the governmental bodies, Mass Media and the websites of State Administration, municipal authority or at the railway station of Kharkiv.

Thus, there is a movable line on TV with the telephone numbers disappearing quickly – is of low efficiency. Mainly, short news is given on the radio. The newspapers do not publish massively the actual numbers of “hot line”.
“We commenced to place our contacts in the shops, the place of the most confluence of people. “Rumor mill” does not work in such extreme situations.”, – it is mentioned by Anatoliy Zabolotnyi, director of Fund of Rinat Akhmetov, assisting in taking persons from the “hot points’.

“When a person arrives to the railways station, she/he shall know whom to address. Information boards shall be placed everywhere, regulatory messages about the places of the settlers have to be presented on TV and radio”, – it is told by Branka Shesto, the head of regional representation of Monitoring Mission on Human Rights of UNO.

The creation of “transit camp” on the border of Kharkiv and Donetsk oblasts would help solving the present and preventing the future considerable problems. It is not said about the filtration of persons. There, the runaways could get the first information, be registered, get the initial medical examination, get psychological and legal aid. For the government it is a chance to form a list of basic needs of the displaced persons.

Volunteers mark that so far many speak of the possibility of providing shelter and food. However, the problem is also in the provision of care to people with disabilities and those who require continuous treatment (such as patients with diabetes, HIV positive, etc.). Almost it is silent about the matter of discrimination of the Roma population. Prior to that, as they say, the government does not have got down to that.

By the way, usually volunteers come to created chaotic camps for the settlers. Officials of Department of Labour and Social Policy of Kharkiv Regional State Administration, Office of State Migration Service of Ukraine, Labour Office and other state agencies would have to go there in the first place not only to gather information but also to provide consultancy on the place.

“Despite the lack of human and financial resources, on-site visits have not been cancelled. So you can personally see the problems of those in need. Often people finding themselves in the camps are unable to go out or just do not know where to go “- it was mentioned by Commissioner on Human Rights Valeriya Lutkovska.

Ukraine is rapidly approaching to one more another important issue: when after the temporary accommodation and basic needs the questions of protection of socio-economic rights will necessarily arise (placement to the kindergartens and schools, job search, the issues of pensions and social benefits, etc.).
“It is important that today the majority of displaced persons are dependent on collective aid, which in future may complicate their adaptation to changed living conditions. So, today the government should take care of the development plan of long-term perspective”, – it was said by the deputy of regional representative of Commissioner of UNHCR, Vanno Nupech.

The national deputies and the public have only been elaborating a draft of Law of Ukraine “About forced displaced persons”. However, Elena Lunyova, a representative of the UN Monitoring Mission on Human Rights emphasizes that the law is not a panacea.

“There are really moments that are not regulated, such as a passport receipt only at the place of residence or at a place of further residence, but these questions are not vital,” – Lunyova marks.If in the near future these issues are not solved and a dialogue between the government and the public does not take place, Ukraine will risk losing its citizens pushing them to “turn” from the settlers into refugees, experts say.

Zaporizhzhya has already accepted 558 refugees from Donbass

In connection with increase of forced settlers from Donetsk and Luhansk oblasts, Oblast State Administration has strengthened the work on their acceptance and arrangement. 

Oblast headquarters on organization of acceptance of the residents from the neighboring oblasts from now works in twenty-four hour regimen.  «We arranged the headquarters in a separate place – at oblast organization of Red Cross. There is a sufficient number of computers, office equipment, and the internet, so not only the representatives of the headquarters can work in proper conditions as well as the settlers can contact their relatives. The employees of various services work in the headquarters for twenty-four hours – from Pension Fund, Social Protection, Migration Service, Health Care and necessarily psychologists. Besides, there is a warehouse for clothes collection – it was reported by the chief deputy of Oblast State Administration Petro Honcharuk. The official marked the importance of registration of arrived persons in order to have a full picture and elaborate the plan of actions. As to June 11, authorities received 558 applications from Donbass settlers. There are also people coming independently, or those being brought by the volunteers. Honcharuk also said that OSA addressed to the government with proposal to establish the status of settlers legislatively and determine the mechanism of compensations to organizations accepting them. Also, the matter of compensation will be submitted for the next session of Oblast Council.

Trip of 2 citizens of Sri Lanka and 2 Algerians finished in Lviv

Border guards of Lvivskyi and Mostyskyi Detachments together with the staff of MOIdetected 5 people of Asian appearance in the course of operative and search actions in the suburb of the village Birky, Yavorivskyi region, Lviv oblast.

The men had no any documents and reported that they were thecitizens of Sri Lanka. There was a monor of 14 years old among those detainees.

Also, recentlyborder guards of BD “Szalahsi”, Lviv Detachment due to information received from the local residents detected two pseudo tourists in the border area, namely not far from the village of Nemiroff. During the conversation, the border guards found out that they were the citizens of Algeria. The men told that they wanted to avoid the checkpoint and illegally get into the EU.

The further destiny of all detainees will be decided by the court.

Yatsenyuk has entrusted to create urgently the single data base for settlers

Premier Minister Arseniy Yatsenyuk has entrusted to create urgently the single data base for the settlers, besides, with information about temporary housing and work for them. He reported about it at the meeting of Cabinet of Ministers of Ukraine.

«Everything we have done lately – is resettlement of the settlers for a month or two, three, first of all of those arrived from Autonomous Republic of Crimea. So far, the situation is that – this problem will not be solved in a short-term perspective. We have to resolve a long-term strategy», – Yatsenyuk mentioned.

He also entrusted the vice-minister, Minister of Regional Development Volodymyr Groisman to appeal on this issue to Association of cities of Ukraine and Association of towns of Ukraine: “We need help from municipalities. If we are saying about decentralization of power, so it foresees not only authority receipt as well as responsibility”. According to Yatsenyuk’s words, “a great quantity of persons” began to depart Donetsk and Luhansk oblasts.

Anti-terrorist operation is ongoing in Donbas from mid-April 2014.

Three citizens of Syria were stopped with Lithuanian passports in Kharkiv airport

The staff ofState Border Guard Service detected false documents in Kharkiv airport.

While checking the documents at checkpoint “Kharkiv-air” border detail did not pass three passengers for the flight “Kharkiv – Vienna”. It turned out that they wanted to fly to Austria according to forged documents of the citizens of Lithuania. Soon, the “travellers” reported that actually they were the citizens of Syria and thus wanted to get to the EU in such a way. Police was informed about this infringement.

23 refuges from the east applied for asylum in Poland

In the course of the weekend, 23 citizens from the east of Ukraine applied for asylum in Poland. It was informed by State Border Guard Service of Ukraine. Thus, during the weekend border guards of Mostytskyi Detachment registered 23 citizens of Ukraine, who were asking for refugee status in Poland in the check point “Shegeni’ (Ukrainian-Polish border).  These were 3 families with children, inhabitants of Kramatorsk, Luhansk, Donetsk and Antratsyt. The reasons of their departure from Ukraine, being mentioned by the parents, was the absence of sufficient conditions and safety in the region of their residence because of fighting actions. “The part of the citizens informs also about threats of revenge and pursuits from pro-Russian people” – it is marked by SBGS.

In total, due to dangerous situation aroused in Ukraine, Polish side accepted 299 persons from Ukraine, 1 citizen of Egypt and 6 citizens of Russia. As it was reported by State Border Guards Service, as to June 5 the flow of refugees was not registered at Ukrainian-Russian border.

However, during the border cross of Ukrainian-Russian border no Ukrainian citizens have expressed their wish to get refugee status in Russia.

Besides, as an example, altogether for May 2013 – 540 thousand persons left Ukraine to Russia, and 470 thousand citizens returned.

This year, a substantial decrease in number of left Ukrainian persons to Russia in May is recorder – 340 thousand. Herewith, 305 thousand Ukrainians crossed the border from Russia to Ukraine.

Since the beginning of the year 600 Ukrainians asked asylum in Poland

Since the beginning of the current year Migration Service of Poland has received more than 600 applications from Ukrainian as to getting asylum. Polish authority states that in the course of the last quarter the intensity of refugees’ flow from Ukraine is at least 30-40 timeshigher than the usual level being fixed in the previous years.

OnTuesday, June 10, PolishwebsiteofAdministrationonForeigners’ Affairs (UDSC) publishedconsolidated statistics as to asylum seekers getting to Poland from Ukraine.

Since the beginning of the year, 629 residents of Ukraine asked asylum in Poland. The overwhelming majority of this number of inquiries was submitted after revolution and after the start of Ukrainian-Russian conflict. In the course of incomplete second quarter of 2014, i.e. only during 2 months and 10 days, the number of application on getting refugee status have exceeded 400 and goes on to grow up daily.

Comparing the period of the year 2013, only 46 applications were submitted from the persons wishing to get refugee status, i.e. only 11 persons per quarter. In total, during 11 previous years (2003 – 2013) 663 Ukrainians applied for refugee status to Warsaw.

The growth of the flow of refugees is also confirmed by Ukrainian State Border Guard Service – few of them declare officially their intentions to ask asylum in Poland. Meanwhile, Poland does not hurry up to satisfy the requests of Ukrainians.

According to data of UDSC, so far there are almost 100 applications being terminated, which were submitted in the current year. In 67 cases Polish government has officially rejected to provide asylum, and in 31 cases a decision is made on closing of the cases (most likely, Ukrainian asylum-seekers refused from the application themselves).  No positive decision has been made on the number of applications dated by the current year.

At the same time, according to data of UNIAN (informational agency) even within such pace of growth, Ukrainians have not become the leaders in the statistics of Polish Immigration Service. Ukrainians posses the second place according to the number of submitted applications after the citizens of Russian Federation (Chechen nationality) as reported by the Agency with reference upon online-information of UDSC.

Transcarpathia accepts refugees, supplies them with clothes, food and help with work

Transcarpathia accepts settlers. Calmness and peaceful sky above is sought in this landscape area by hundreds refugees from the Crimea and the East of Ukraine. HospitableTranscarpathiansdo notonlyprovidethem with shelter as well they help finding some work. The officials reissue pensions and social payments in a matter of hours; provide children with the kindergartens and educational establishments. The volunteers and sponsors supply with clothes and food. The flow of the Crimean refugees has already decreased here. But, the number of migrants has enlarged lately from the east of Ukraine. Transcarpathian Oblast Budget has foreseen 1 million 800 thousand UAH for transportation ensuring, nourishment and placement of settlers at Transcarpathian sanatoriums and hotels.

108 Crimeans have appealed to Transcarpathian Migration Service

Subdivision of Migration Service of Transcarpathia continues to provide 108 citizens with administrative services being forced to leave occupied territory of AR Crimea due to the circumstances and move to Transcarpathia.

Sofar, 108 appealshavebeenreceived. Outofthem 82 personsregisteredresidence place, 12 -place of temporary residence. Five citizens addressed to paste a photo on reaching the corresponding age, 9 persons were documented by the passports of the citizens of Ukraine for travelling abroad.

Aiming at operational solution of problems being in the competence of Migration Service, a close cooperation is arranged with coordination headquarters attached to Oblast State Administration of Regional State Administrations.

Meeting took place in Mykolaiiv oblast as to realization of project on construction of Detention Centre Voznesenskyi region

On June 5, 2014 the chief of DSMS of Ukraine in Mykolaiiv oblast Ivanov V.V. visited the construction site of Detention Centre to keep illegal migrants in Vozhesenskyi region, Mykolaiiv oblast.

The present project is financed by European Union.  After building viewing a joint meeting was hold with the participation of the representatives of State Architect-Building Control in Mykolaiiv oblast, representatives of MOI of Ukraine in Mykolaiiv oblast and representative of the contractor firm “EL – MAK INTA OZSOY” JV.The issues of construction readiness and term of commissioning were discussed at the meeting.
