Africans left 300 m to reach Slovakia

Border guards of Chop Detachment detained the next group of illegal migrants, who made their way to the countries of European Union in illegal way through the territory of Transcarpathian oblast.  Guarding the border in the area of BS “Novoselytsya”, “border detail” detected a group of persons moving towards Ukrainian-Slovakian border. The border guards caught and apprehended unfamiliar persons in some minutes.

There were three “tourists” – one man and two women. As it usually happens in such cases, detainees did not have any documents and told to the border guards that they were the citizens of Somalia. The goal of their trip was European Union.

It should be marked that violators who left some hundred meters to reach Ukrainian-Slovakian border were detained due to received before information in the course of realization of special actions.

Corresponding administrative and procedural documents were prepared against detainees for attempt to cross the state border of Ukraine illegally. Decision on responsibility before the law and further destiny of the detainees will be defined by the court.

Married couple from Georgia got through the border with little son

Border guards of Kharkiv Detachment apprehended three citizens of Georgia in the area of BS “Dergachi”.  Unfamiliar persons that moved towards the state border running across the railway track were seen by the border detail while patrolling. Just three persons crossed the border from Russia to Ukraine, they were noticed by the border guards. As it was established, the married couple from Georgia took 13-year-old son together with them to the travel. Moreover, the travellers reported that they stayed legally on the territory of Russia, thus they decided to cross the border in such a way. Now, the man is fined a penalty in the sum of 3400 UAH for illegal cross of the state border, his wife received verbal notification.

Staff of SMS of Ukraine in Mykolaiv oblast visited the construction of TAC in Vosnesenskyi region, Mykolaiv oblast

On September 3, 2013 the staff of Department of State Migration
Service of Ukraine in Mykolaiv oblast visited the construction of
Temporary Accommodation Centre for illegal migrants in Voznesenskyi
region, Mykolaiv oblast. The present project is financed by European
Union. The first chief deputy of the Department Lazarev D.A. and chief
of Department of Migration Work Kostyukov I.V. visited the building of
TAC together with EU representative, Mr. David Kelly and
representatives of the contractors’ company “EL – MAK INTA OZSOY” JV.
After the viewing the construction a joint meeting was hold where
working moments had been discussed concerning further cooperation in
the building of TAC for migrants’ staying in Voznesenskyi region,
Mykolaiv oblast.

Trying to counteract criminal intentions, border guards faced malicious resistance of unknown persons

Beforehand, border guards received information about possible transportation of illegal migrants. At about 1 a.m. in the area of the village Zhornava, Perechyn region, Transcarpathian oblast of BS “Stuzhytsya” of Chop Detachment border guards detected the movement of suspicious car in which probably stayed illegal migrants, however the driver ignored the demands on car stop increasing the speed and knocking off the lifting gate of railway crossing and made his way towards the populated area..

Law enforcement agents organized the pursuit of the car, but the driver had time to drop to the yard of the private house. Then, two men came out of the car and two more persons ran out of the attached territory that started to put up the resistance to law enforcement agents. Some shoots were thundered toward the border guards. Two officers of BS “V.Bereznyi” arrived to help border guards. Unfamiliar persons continued aggressive actions and even tried to drag in the car on which they arrived to attached territory of the house with the help of the lorry. Only after the warning shoot up, the malefactors refused from their intentions.

The border guards had already informed Perechyn MOI about the accident. The operative group of MOI arrived to the place of the incident and helped come down aggressive persons. Public Prosecutor’s Office in Transcarpathian oblast was also informed on this point. Operative and investigation actions go on.

Border guards detained two foreigners with forged documents

The citizen of Iran intending to get to Ukraine using forged documents was stopped in the airport by the border guards of Kharkiv Detachment. In the course of the check of the documents belonging to the passenger of the flight “Istanbul-Kharkiv”, the staff of State Border Service detected forged Ukrainian permanent residence certificate belonging to the foreigner. The citizen was rejected in entering the state border and MOI staff was informed on this point.

One more traveller was apprehended by the border guards of Odessa airport. The passport of the man traveling by the flight “Odessa-Istanbul” contained change of the page with constituent data. According to the words of the citizen of Moldova, detainee was delivered to subdivision for identification.

UNO has suddenly been interested in refugees and happiness seekers in Transcarpathia

On August 21-22, the representatives of UNHCR Dmitriy Blazhievskiy and Armen Edgaryan visited Transcarpathia.

Together with the staff of EU Representation in Ukraine, deputy assistant of Refugees and Foreigners Department Petro Synyavskyi, they analyzed the problem moments in the work with persons seeking asylum and needs of this category of people. The same subject was discussed in the course of the meeting with the representatives of UNHCR and chief of Head Department of State Migration Service of Ukraine in Transcarpathian oblats Igor Mykhailyshyn, the chief in the work with foreigners and refugees of HDSMS Yuriy Markovskyi and director of TAC in the oblast Luka Fedurtsa.

The head of Migration Service Igor Mykhailyshyn has marked that lately definite steps are done in order to improve the state of people in need of international protection, in particular, in integration aspect. The regional “Plan of actions on integration of refugees and persons in need of subsidiary protection into Ukraine society for the period up to 2020” is directed upon the above mentioned problems.

There were also discussed the following problems: service rendering to asylum seekers concerning employment, legal assistance, attraction of qualified translators. UNHCR representatives announced about planned action as to renovation of TAC in Mukachevo and construction of hothouse complex here. EU will support financially the realization of the planned.

Nowadays, there are 44 persons receiving refugee status in Transcarpathia, 52 more are recognized as persons in need of subsidiary protection. Three asylum seekers are settled to third safe countries according to UNHCR programme.

Since the beginning of the year 158 foreigners submitted applications on protection to Migration Service.

Attempt of Somalis to attack Transcarpathian mountains failed

Border guards of BS “Styzhytsya” in Velykyi Bereznyi region apprehended two men from African continent that intended to get to the territory of EU beyond the check point. Considering the experience of the first attempt of their trip to European Union, the border guards of BS “Guta” prevented them and tourists decided to travel now through the mountains. Laying a new route with the help of the Internet, the men used the service of the taxi, which delivered them to Velykui Bereznyi. Then they walked on foot. However, at the approaches to the state border they were apprehended by the detail of border subdivision. The men confessed that they made their way to Slovakia. They did not have any documents and reported to the border guards that they were the citizens of Somalia. Detainees were delivered to the subdivision, corresponding administrative and procedural document were processed as to the attempt to cross the state border illegally. Decision on responsibility before the law and their further destiny will be decided by the court.

Bilateral cooperation is adjusted wit Migration Department of Israel

On August 20, there was a working meeting of the chief of SMS of Ukraine Mykola Kovalchuk and deputy Minister of Interior of Israel Mrs. Faiina Kirshenbaum. The aim of the meeting was experience exchange in the field of functioning of profile services, introduction of migration policy and discussion of issues on organization and intensification of inter-agency cooperation. In the course of the meeting, there were presentations of migration departments of both countries, history of formation, main considerations, principles of functioning and authority. Experience exchange was carried out in the sphere of introduction of biometric documents, regulation of migration flows and counteraction to illegal migration. The parties marked the importance of establishment of bilateral contacts for further development of mutually profitable cooperation.

Tent camp for illegal migrants is liquidated in Moscow

Tent cam was liquidated in Moscow being constructed in the beginning of August for illegal migrants by the staff of Ministry of Emergence Situations.

As it was informed by Moscow Department of MOI, the part of the migrants kept in the camp were deported, and the rest of them 234 persons were transferred to Holding Centers for Foreign Citizens in the village of Severnyi. According to the words of police officers it will permit to speed up the procedure of their identification in the data base and processing of documents for their deportation.

Department marks that the centre is calculated for 400 persons. Besides, additional army tents for migrants will be constructed just on its territory and as far as the persons are released from the main corpus the migrants will be transferred there.

Since the moment of its appearance, the camp for illegal migrants in Goly’yanovo was the object of criticism on the part of human rights organizations announcing about unacceptability of living conditions in it. Besides, its doubtful legal status was marked as in the present legislation construction of the similar camps is nohow regulated. In its turn, FMS declared that before placing to the camp the majority of the migrants had to live in worse conditions.

The tent camp in Gol’yanovo in the east of Moscow was build on August 1, connected with the lack of places at specialized centers for those migrants who were the subject to deportation. Its construction preceded police raids along Moscow markets, according to their results more than a thousand and a half persons were arrested, the sufficient part of which stayed in the country illegally. Fight at Matveev market, in the course of which the police officers received a head injury, became a reason of the checks became.

Ukrainian tried to get to Romania hiding in the sleeping section of the lorry

During the check of the lorry making its way to Romania through the check point “Porubne”, border guards of Chernivtsi Detachment together with  the customs staff detected a citizen of Ukraine intending to avoid  border-customs registration. The woman was hiding in the sleeping section of the vehicle and planned to cross the border illegally. As it was established the woman’s visa for staying in Romania had run out. The woman was fined for the sum of 1700 UAH.
