With the beginning of warm weather the attempt of illegal migrants to cross Ukrainian border has somewhat activated. Just in the course of two last days border guards of Chop Detachment apprehended four groups of “destiny seekers”, who intended to cross Ukrainian-Slovakian border. By the way, all detainees were getting to EU through the area of BS “Velykyi Bereznyi”. Now, State Border Service of Ukraine strengthens all actions on counteraction to illegal “trips”.

Thus, in a result of planned actions, at first, the border guards detained two citizens of Syria and one Egyptian. They “travelled” at night time through the mountains to Slovakia. As in majority of cases, detainees could not confirm their citizenship as they had no any documents with them. Already during some time after, information was received the group of unfamiliar persons in the border area. Operative group caught “quartet” of men without documents. According to the words of detainees, they were the citizens of Bangladesh. They aimed at getting to Slovakia in order to reach other countries of Western Europe in future. Later on, it was established that migrants from Bangladesh arrived to Ukraine officially. They had invitations for studies at Mykolaiv State University named after Sykhomlynskyi. In the course of further examination of the locality, border guards detected two more unknown persons without documents. One of them was a woman from Eritrea, the other person was a man – citizen of Côte d’Ivoire. During a certain period of time four more citizens of Georgia made the company for the representatives from Asia and Africa, who also aimed at getting to European Union overcoming Carpathian mountains.

All violators, who were 13 in all, were delivered to border subdivision for establishment of the circumstances of infringement and processing administrative and procedural documents. Decision about responsibility before the law and further destiny of the detainees will be defined by the court.

The publication of the newspaper “Segodnya” appeared according to preliminary results of the investigation on the activity of the Crimean Passport Service issuing false passports of the citizens of Ukraine for Palestinian terrorists is directed to Embassies of Israel in Ukraine and Russian Federation together with additional documents. It was reported by the coordinator of Regional Human Rights Group “Peninsula Crimea” Mark Ben-Naim.

«Comments of the chief deputy of Head Administration of State Migration Service of Ukraine in the AR Crimea, Peter Yarosh about the fact that Ben-Naim informed about the citizens of Turkey arriving to Ukraine in the search of the fiancées is refuted by the copies of the passports of indicated “fiancés” and by the lists of documented Palestinians by the passports of Ukraine in the Crimea (are published partially). Thus, non-existent state Palestine forming a part in the capacity of autonomy in the State of Israel is written in the column “place of residence” in the passport. Besides, it is said about registered members of the family – women and children that is confirmed by the lists of Palestinians, where, judging by the dates of birth they have children, judging by the names – women.” – Mark ben-Naim said. “I certainly understand that it is a rule for the Muslims to get marry early, but I doubt whether Ukrainians are ready to marry children, especially women of 1954 year of birth.”

More than a year and a half a criminal case has collected dust in the Public Prosecutor’s Office in the AR Crimea, which was commenced against the indicated facts concerning the chief of those days  of DCIRPP of HAMOI (Department of Citizenship, Immigration and Registration of Physical Persons of Head Administration of Ministry of Interior) and nowadays the first chief deputy of Head Administration of State Migration Service of Ukraine in ARC, Sergey Babashyn, who introduced the present scheme of issue of Ukrainian passport to Palestinians in 2007, when the members of terroristic Palestinian units escaped massively from Palestine after blows of the Israel Defense Army.  However, the criminal case is still without any movement, and the scheme goes on working. No wonder, that Sergey Babashyn gets EIGHTY THOUSAND DOLLARS for each passport of this type. The truth is that this sum includes the bribes and kickbacks for persons participating in the scheme. In the near future, in case I will not be killed, I am going to  conduct a press-conference, where I plan to demonstrate the lists and the copies of the passports as well as to retell additional details”, – it was reported by the human rights activist.

The passenger of the flight “Kyiv-Barcelona” was apprehended at the airport Boryspil. The officers of State Border Service detected the violator during the check of the documents. The citizen of Armenia gave his forged passport of the citizen of Romania. Now the detainee is handed over to MOI representatives.

The other “traveller” also with forged passport was apprehended by the border guards at the check point “Chop” in Transcarpathian region. The Russian travelled to Hungary by the train “Moscow-Budapest” with the passport of the citizen of Czech Republic.

At once three trespassers were caught by the border guards of Chop Detachment in the area of BS “Velykyi Bereznyi”. They were stopped nearby Ukrainian-Slovakian border. The men were the citizens of Georgia. Overcoming the snowy mountains they intended to leave Ukraine behind the check point.

For citizenship and document of Ukrainian the sum asked as if $80 000

Scandal flares up in the Crimea threatening to become international one: Passport Service is accused in illegal issue of Ukrainian citizenship to migrants from Palestine, Lebanon and Gaza Strip.

Mark Ben-Naim, human rights activists reports: “after the authorities did not make any reaction to the presence of Ukrainian documents in the members of the Dikaev’s band (in autumn 2011, the killers shot two policemen and then were killed during the attack in Odessa) an investigation was commenced. The former worker of Visa and Registration Department gained access to me, who told me about organized traffic for Palestinian fighters to Europe through the Crimea”.

According to the words of the human rights activist, the scheme is simple: the organizers of profitable business (new citizenship to Arabs costs from $25 to $80 thousand) send by post to Passport Office of Zheleznodoroznyi district of Simferopol the photocopy of application written as if by Palestinian himself about issue of the passport of the citizen of Ukraine on the basis of his residence in Simferopol in the beginning of the 1990s. Then a reject comes from Passport Office, after which a complain is submitted to the court on behalf of Palestinian who asks to consider his case in his absence – in such a case original of the documents have not to be presented. The court makes a decision for one sitting in favour of Palestinian, the fact of his residence in Ukraine in 1991 is established, which makes him the citizen of Ukraine automatically, – Mark Ben-Naim retells. – After, Palestinian himself arrives to the Crimea as a tourist, he is registered at one of the flats at the addresses Sper Str., 30 and Kazanskaya Str., 19/11 belonging to the organizer of the scheme and migrant from Gaza Strip, Zakut Rashad Rabah. “New citizen” is already expected by the national passport and passport for travelling abroad with the help of which he departs to Turkey, and from there – he travels along the world”.

The lists of registered persons according to above mentioned addresses serve as evidence of existence of this entire scheme: about 50 and even 100 people live as if in one flat simultaneously – all of them with Arabic names and surnames.

We visited the indicated addresses. Nobody was at home. The neighbours have told that they often see  eastern faces, however there are no tens of Arabs there for sure – they would be noticed. There are lists of dwellers in disposal of Editorial Office as well as photocopies of the passports filled in by one hand, though many of the “guests” leave their names, the others depart with one and the same surname – Zakut – as the above mentioned migrant fro Gaza Strip.

The migrants from the East residing in Simferopol confirm that the scheme on citizenship registration really exists. “There are websites in Arabic, where it is advised with whom it is possible to contact in the Crimea on this point, – it was told by the legal citizen of Ukraine asking to introduce him as Hassan. – There are also those among the clients who really live in autonomy for many years but who are not able to process citizenship because of bureaucracy. Those arriving from the East are mainly not admitted to Europe according to their documents because of their relation to terrorists. They travel along the world with Ukrainian passports for travelling abroad easily.”

 «THESE ARE HUSBANDS FROM TURKEY»

Applications with request about investigation are directed to the Prime Minister of Ukraine, SSU, profile committees of Supreme Council of Ukraine, Public Prosecutor’s Office of Autonomous Republic of Crimea, Administration of Interior Security of MOI as well as to the Crimean Border Service.

Situation was not commented at Interior Security Department of the Crimea referring the bosses were busy. The Crimean Tax Administration, where identification numbers are registered for the newly arrived, explained that they were not in the know about the present situation. However, the chief deputy of Crimean Migration Service Petr Yarosh explained that the stir was not about the Palestinians at all: “It is complete stuff and nonsense. There is a certain number of the citizens of Turkey in the Crimea, who are issued visas for residence, when they get marry and have children. For some reasons, the Crimean women like to marry foreigners. But all this is done in legal way.”

Border guards of Chop Detachment stopped several attempts of illegal cross of the state border.

In the first case, border guards of BS “V.Bereznyi” detained two unfamiliar men without documents moving towards Ukrainian-Slovakia border. After detention “travellers” explained that they were the citizens of Georgia and tried to get to Slovakia. During the establishment of all circumstances it became known that this ‘”duet” tried to get to the territory of European Union by illegal way not for the first time.

One more “happiness seeker”, also without documents, was apprehended by border detail of BS “Tysa”. The man intending to get to Hungary through the river Tysa “introduced” himself as the citizen of Tajikistan and said that he made his way to Hungary in the search of better life conditions.

Besides, border guards detained two citizens of Ukraine at the check points “Tysa” and “Uzhgorod”, who tried to cross the state border without corresponding documents.

All violators were delivered to border subdivisions in order to clarify the circumstances of the infringements and processing of administrative and procedural documents. Decision on responsibility before the law and their further destiny will be defined by the court.

The majority of persons returned during the last year in the frames of realization of Readmission Agreement were accepted at the border with Poland (64%), Slovakia (14%) and Romania (13%). Reminding, Readmission Agreement between Ukraine and EU came into force on January 1, 2010.

Nowadays, Ukraine has entrusted State Border Service and State Migration Service of Ukraine with the implementation of these agreements. Apart from EU, such Agreements were concluded with 9 more countries of the world: Vietnam, Georgia, Moldova, Russia, Turkey, Norway, Turkmenistan, Uzbekistan and Switzerland. Negotiation process goes on with the number of other countries. Thus, for example, border department conciliated the projects of Readmission Agreements with 17 more countries among which there is Azerbaijan, Armenia, Belarus, Kazakhstan, Tajikistan, Bangladesh, Iran, Iraq, Sri Lanka, Afghanistan, etc. New Readmission Agreement between Ukraine and Russian Federation and Executive Protocol to it also await for their ratification initiated by State Border Service, which were signed by the parties in Moscow in October 2012.

It should be marked that contrary to pessimistic prognosis as to possible problems in realization of the present Agreement, no any complications arise today. Moreover, within every year border guards fix the stable decrease in the number of persons accepted from neighbouring countries. Besides, 39% became less the number of returned citizens of Ukraine. Thus, in 2012 – 288 persons were accepted in comparison with 392 persons in 2011 and 469 persons in 2010. In 3,3 times less became the number of returned citizens of CIS (2012 – 80 persons, 2011 – 168, 2010 – 267) and in 4,7 times – the citizens from other countries (2012 – 28 persons, 2011  – 75, 2010 – 131).

It should be marked separately that in the course of 2012 Ukrainian side handed over 65 persons to the country of departure. These were mainly the citizens of Romania – 30 persons, Poland – 11, Hungary – 5. There were also the citizens of France, Russia, Czech Republic, Germany, Netherlands, Belgium and other in the “list”.

Moldavian intending to leave the territory of Ukraine illegally was detained by the border guards nearby railway check point “Khutir Mykhailivskyi” (Sumy oblast).

Unfamiliar person was noticed with the help of the video observation camera. The man was walking along the railway trucks in the direction to Russia. Apprehending the traveller, border guards established that he was the citizen of Moldova having only the national passport. The man explained that he decided to avoid border registration, as he had no corresponding documents for crossing Ukrainian-Russian border and went along the railway truck. The detainee is handed over to the workers of MOI.

In the airport “Boryspil” the border guards returned the citizen of China by a return flight to the country of departure. 40-year-old man arrived by a flight from Moscow and gave forged residence certificate of Ukraine for control.

A violator with forged documents was detected by the border guards of separate check point “Kyiv” among the passengers arrived from Dubai in the airport “Boryspil”. It was established that 39-year-old citizen of Afghanistan gave a certificate on residence in Ukraine for control in order to cross Ukrainian border. The man explained that he got this document with the help of his wife during his previous stay in our country. Now, the man is returned by a return flight to the country of departure because of absence of document permitting his entrance to Ukraine.

It is also worth to mark that the cases of detection of such forgeries has become often thing at capital airports. Thus, only for two months of the present year the staff of the check point “Kyiv” detected 10 forged Ukrainian residence certificates.

Border guards of Chop Detachment stopped an attempt of illegal cross of Ukrainian-Slovakian state border. Two men without documents decided to get to one of the countries of European Union by illegal way through the area of BS “Velykyi Bereznyi” that guarded Ukrainian-Slovakian border. In order to increase the chances for their success, violators decided to realize their plan at night, but due to intent service of border detail, they were apprehended at the approaches to the state border.

“Tourists” explained that they were the citizens of Georgia and arrived to Ukraine legally through international check point for aviation communication “Boryspil”. As to the goals of their trip, representatives of the Caucasus reported that they were moving to Western Europe aiming at improving their life conditions and Italy had to be the final point of their destination.

In a result of detention, the trespassers were delivered to border subdivision for establishment of the circumstances of the infringement and processing of administrative and procedural documents. Decision about responsibility before the law and further destiny of the detainees will be defined by the court.
