A 28-year-old citizen of Iran was apprehended in the airport “Boryspil” posing as Dane. The detainee arrived to Ukraine by the flight from Istanbul. For the passport control he showed the document of the citizen of Denmark. The lawmen cleared out that the document was forged. The Iranian was detained. Now he is in a special premise of a separate check point “Kyiv”. The measure of his responsibility will be decided by the court.

In general, there were 132 persons detained with forged documents during the first quarter of the present year.

Two immigrants from post Soviet area – Georgia – were detained by the detail of border department “Tysa” after the alarm set off. The border guards of Chop Border Detachment succeeded to catch the trespassers, two Georgians, only 300 m before the state border.

In all, from the beginning of the present year the officers of border agency apprehended 700 illegal migrants for illegal cross of the state border and violation of the rules on stay in Ukraine.

8 illegal migrants were apprehended by the border guards of Lviv and Chop Border Detachments. Three men, one woman and two children were detected by the local people in the suburb of the village Devyatyr which is located 1,5 km before the state border. Receiving information from the peasants, the border guards actively detained “travelers” – the citizens of Armenia. The last ones had very serious intentions to get to Poland.

Two more immigrants from the countries of former Soviet area – Georgia – were apprehended by the border detail of department “Tysa” after alarm system went off. The border guards caught the Georgians 300 m before the Hungarian border.

In general, from the beginning of the current year, the officers of border authority detained about 700 illegal migrants for illegal cross of the state border and violation of the rules on stay in Ukraine.

In the area of BS “Shegini” the border detail detained the citizen of Bangladesh. The foreigner was intending to get to Poland and then in any way to get to the countries of Eastern Europe in order to find a job. So far as the foreigner did not have documents the checking-filtration measures were taken to identify him.

A family from Pakistan also was detained that day by Transcarpathian border guards nearby the village Zarichevo of BS “Novoselytsya” of CBD. A man (40 years old), a boy (13) and a girl (14) were attempting to get illegally to neighboring Slovakia aiming at further reaching EU countries to settle there. The detainees had  documents so the border guards did not have any problems with their identification. The future destiny of the violators will be decided in the court.

A group of illegal migrants who illegal crossed the state border were detained at night in Kharkiv region. The suspicious travelers making their way from Russian village Sontsivka were noticed by local people late in the evening who informed the lawmen about that. The inspector of border service was observing with the help of mobile thermal imager how the violators were stealthily moving to Ukraine. 5 meters after illegal cross of the state border the detail of BS “Vesele” stopped 6 illegal migrants.

The detainees did not have documents. As to their words their passports were taken by the smugglers. One of the foreigners knows Russian. It was known according to his words that he and the rest of the persons were the citizens of Afghanistan of the age 18-23 years old.

The Afghanis were delivered to border subdivision. Now these persons are identifying and measures are taken upon detention of the persons participating in organization of the channel of illegal migration.

On Easter in Kharkiv 9 illegal migrants from Afghanistan and Somalia were detained. For organization of their illegal trip through the border a criminal case is commenced as to four residents of border village Kozacha Lapa according to the Article 332 of CCU.

A special mobile premise for temporary keeping of illegal migrants was opened in Kharkiv Border Detachment. During 10 days determined by the legislation to identify illegal guest and make a decision on his/her further destiny by the law enforcement agents, migrant can count on dwelling with air conditioner, hot water, and also he can invite a lawyer and human right activist for communication. There is a separate room for this communication. There are already three screening centers of this type in Ukraine, two in Sumy region and one just opened in Kharkiv region. They are created in the frames of European Union “Capacity strengthening and technical aid to the authorities of Ukraine for the effective fight against illegal transit migration “GDISC ERIT in Ukraine”.

The special mobile modules for temporary keeping of illegal migrants already work for a very long time in European countries. They are placed nearby the borders. The main thing is that such buildings made of light fire preventing anti-vandal material can be transported from place to place, i.e. to those border areas where they are needed.   

The screening centers are all of similar design – of bright orange colour. This experienced is borrowed from Hungary; Hungarian partners helped Kharkiv people in this project. According to European standards, there is a special room for communication with the lawyer, human rights activists and representatives of different non-governmental organization which can render assistance. There are several rooms in this movable building designed for two-three persons, for women and men. If more than eight illegal migrant will arrive so it is possible to put additional beds on the second tier like in the train. But only for the short time. There are personal service rooms nearby – shower room, washing machine, iron and microwave oven. For comfortable work of the officer on duty – there is a video surveillance on temporary residents.

There are stationary post for temporary detention of uninvited guests in Kharkiv Border Deyachment which is responsible for the guard of Ukrainian-Russian border. However, these premises are very tight and not so comfortable.

Each module is allotted to one of the states of European Union

During 3 months of the present year the Kharkiv border guards detained 15 illegal migrants. These were mainly the persons from Middle Asia, the Near East and Northern Asia.

The project is composed of six modules. Each of these modules corresponds to embodiment of certain specific issues – banishment, refugees’ defense, detention of illegal migrants and also visa issues. Each module is allotted to one of the states of EU: Czech Republic, Slovakia, Hungary, Netherlands and Britain. Hungarian police working with foreigners helped Kharkiv centre.  The cost of one mobile screening centre (including training of specialists – probation abroad, trainings, juridical consultations) –comprises  € 55 thousand.  In the course of two years in the project realization in Ukraine, European Union spent more than two million euro.

in the nearest time such screening centers will be opened in Odessa and Luhansk.

Two men who were attempting to cross the border in Slovakia illegally were detained by the detail of BS “Velykyi Bereznyi” in Transcarpathian region. The trespassers tried to run away from the lawmen and stopped 100 meters before the line of the state border only after the border guards made several shoots into air. The detainees did not have documents, however named themselves – 24- and 47-year-old residents of Gaza. They reported that they arrived to Ukraine legally as tourists. At the present moment the detainees are under the identification process and possible organizers of channel of illegal migration are specified.

The border guards detained a 21-year-old citizen of Singapore in Lviv region. He was caught the second time for the last days. On Easter the detail of Border Service “Syanky” stopped him 300 m before Ukrainian-Polish border. The young man having only the Xerox copy of his passport named himself the first-year student of Economic Faculty of I.Franko Lviv University. As it was cleared up, he was really in the list of the students of that university. As the detainee convinced the lawmen that he went for a rest on weekends and then got lost, so papers were  drawn up for the violation of border regimen. He was adjudged to the penalty of 340 UAH.

Soon he was detained by the deployment forces of Department of Border Service “Smilnytsya”. The violator was taken to border subdivision. This time he has to account for the attempt of illegal cross of the border.

It is worth to remark, that last year during the interdepartmental check of Ukrainian universities it was appeared that more than a hundred of foreign students disappeared. The part of them was detained by the lawmen during their attempts to cross the state border.

On April 7, 2010 an opening of special premise for temporary detention of the violators of Ukrainian legislation on border issues took place in Kharkiv Border Detachment. The building is designed for 8 persons to keep them during 10 days with aim to check up the detainees. It is a third similar premise build in the frames of the project of European Union – capacity strengthening and technical aid to the authorities of Ukraine for the effective fight against illegal transit migration “GDISC ERIT in Ukraine”. Generally, about €255 was allotted in the frames of the project for construction of five special premises of temporary detention in eastern and southern border regions of Ukraine. Two such special premises have been recently opened in Sumy region. The opening of the rest two in Luhansk and Odessa is planned in the nearest months.

The special premises for the violators are built on the basis of residential mobile module which in case of change of migration flows can be moved somewhere else.

Such was a position of State Border Service of Ukraine. There are separate rooms for men and women in the centers, first aid station and room for interviews conducting. Thus, the centers provide the migrants with all necessary things for living and completely correspond to EU standards. Simultaneously there are all conditions for work of the officers of State Border Service who carry out the initial identification of migrants.

 The border guards of Chop Border Detachment of Department “Kamyanytsya” detained a 53-year-old man. The detainee was attempting to cross the Ukrainian border illegally in order to get to Italy. The violator had invalid passport of the citizen of Soviet Union, Armenian by nationality and also Soviet birth certificate and invalid card of a refugee. According to the words of the “traveller” he had been living on the territory of Ukraine for 17 years.  At first he settled in the southern regions of Ukraine, afterwards in Transcarpathian district centre Svalyava, Transcarpathian region.
