A Georgian with forged Lithuanian passport was detained at the border on Hungary

In the check point “Tysa” in Transcarpathian region a man was detained having forged documents. The passenger of the car “Mercedes” showed for the check the passport of 32-year-old citizen of Lithuania but he was not that person.

According to data-stamp in the documents, Lithuanian flied to Ukraine on March 4 through the check point “Boryspil”. However it was cleared out that a person with such constituent data did not go through the air gates of the country.  The further expertise of the passport showed that the page with constituent data was replaced where the photo was glued not according the original standards.   After that the man confessed him to be the citizen of Georgia.

Now the lawmen are identifying the detainee. It should be mentioned that in the course of January-February 2010 the border guards commenced 13 similar criminal cases.

Four illegal migrants from Pakistan and India were apprehended at Hungarian border

Four illegal migrants were caught at Hungarian-Ukrainian border. In the suburb of the Chop town 1 km before the state border the reaction group of border service “Tysa” caught up two violators.  The detainees did not have any documents; however they named themselves the citizens of Iraq being of 21 and 23 years old.  They were as though deceived by the guide who took $1350 and disappeared.  According to the words of the foreigners they were medical students of one of Lviv universities, however this information was not confirmed. The lawmen have learnt that some foreign students with such names really study at the university and at the present moment they are in Lviv and attend lectures.  Now the border guards have to ascertain the real names of the travelers.

Besides, the staff of Chop Border Detachment attempted to catch up two more illegal migrants.  The pursuit finished on the bank of the river Tysa which they swam across on the rubber boat.  Hungarian colleagues were warned about the trespassers and they detained the citizens of India and Pakistan.

Three Armenians were running away on the rubber boat to Poland

Three citizens of Armenia were caught on the Polish border. Their tracks were detected by the detail of Department of Border Service “Morozovych” of Lviv Detachment.

A reaction group with a detective dog was send to pursuit the illegal migrants. Soon the lawmen saw some persons on the bank of the Western Buh, but were not successful to catch them up.  The violators were pumping the rubber boat at that time and being frightened by the pursuers they hurried up to untie a half-flat boat leaving the pump on the bank.  

The Polish colleagues were informed about these runaways by the workers of SBS.  The illegal migrants who were the citizens of Armenia were detained already in some minutes on the neighboring bank.

Two detention centres were transferred to State Migration Committee

Cabinet of Ministers of Ukraine has accepted a suggestion of Ministry of Interior and State Migration Service concerning the transference of placed in the village of Zhuravychi (Volyn region) and Rozsudiv (Chernihiv region) integral property complexes of detention centres for the foreigners and stateless persons who stay in Ukraine on illegal basis into the sphere of State Migration Service. The corresponding order is dated from March 2, 2010.

Besides, the government has taken an offer of State Committee of Nationalities and Religions and State Migration Service concerning the transference of integral property complexes of temporary detention centres for the refugees located in the towns of Mukachevo and Perechyn (Transcarpathian region), Yagotyn (Kyiv region) and in Odessa into the sphere of State Migration Service.

Transcarpathians are against the opening of a new centre for illegal migrants in the region

On March 11, 2010 some hundreds of inhabitants of the villages Fornosh and Dercen (Mukachevo district) gathered nearby the former military town which government of Tymoshenko planned to transfer to the camp for illegal migrants.   People first of all blocked the representatives’ actions of Ministry of Defence and Interior that were attempting to draw up a deed of acceptance and conveyance of the facility on the balance of Head Administration of MOI of Ukraine in Transcarpathian region.

At the present moment the former government and the ex-minister of interior Yuriy Lutsenko personally have lobbied the placing of the TAC for foreign citizens and persons with no citizenship in Transcarpathian region.

 In the end of October of the last year, Mr. Lutsenko staying in Transcarpathia declared that it was expedient to revive the camp for illegal migrants.  After continuous protests of Transcarpathian inhabitants the regional authority decided to close TAC in Pavshyno. Then executives of police planned to open an open centre on the basis of a former military town nearby the Dercen village (Mukachevo district).    The government of Tymoshenko started to realize the plan. Thus, under authority of Cabinet of Ministers the property complex was transferred to a management of Ministry of Interior of Ukraine on the eve of Christmas.

The inhabitants of Dercen and ones of the surrounding villages are very anxious about building of a new camp.  The peasants first of all are rather afraid of new infection diseases apparition together with illegal migrants.  Besides, the camp is planned to be built between the villages, senior pupils from Fornosh go on foot and by bikes to Dercen school.  So the parents worry about the safety of their children.  Finally, people express their indignation at the fact that something will be built on their lands not even informing them about it and asking advice on this point.  Thus, they are geared up for a fight against the building of the camp decisively and till the end.

During the meeting people were blocking the work of the representatives of Ministries of Defence and Interior which intended to put a period to conveyance of the facility.  Finally, the officials had to leave the military town because of the public pressure.  The village inhabitants are geared up decisively – they promise to continue preventing from any intentions of placing a camp here.  The peasants also adopted an appeal to President of Ukraine, Cabinet of Ministers and Supreme Council to prohibit the disposition of TAC on the territory of Mukachevo district.  They addressed to a new government to abolish the decision of Tymoshenko’s Cabinet of Ministers on facility transference on the balance of MOI.
The inhabitants of the villages are absolutely supported by the representatives of district and regional authorities.  The arguments are rather weighty.  In due time regional authority was successful in closing of the ill-famed camp for illegal migrants nearby Pavshyno.  There are some evidences that such a step was useful for the district.  The number of illegal crosses of the border has rather decreased.  Last year the quantity of detained illegal migrants shortened half as much on the territory of Chop and Mukachevo Border Detachments as compared to data of the year 2008.  The risk of dangerous diseases has also shortened.  The arrangement of the camp for illegal migrants in a tourist land, which borders on four countries of Europe, is definitely a wrong decision.

More illegal migrants from Afghanistan are detained in Transcarpathia

The number of Afghanistan citizens has recently increased in the region that violates the rules on their stay in Ukraine and can use the state for illegal transit.

Just the last week during the day the border guards of Chop Border Detachment revealed 12 violators, immigrants from that country.
Thus, the operational workers carried out check of the dwelling in one of the flats in the town of Uzhgorod where in one of the rooms 7 citizens of Afghanistan were detected – two men and a woman with three children under age with no documents permitting them stay legally on the territory of Ukraine.  

Four more men and a two-year-old child were detained by the border guards of Border Service “Velykyi Bereznyi” in the distance of three kilometers from the state border in the suburb of the village Zavosyno.

In the course of apprehension the foreigners did not have any documents identifying them.  As it became known later, these citizens tried to cross Ukrainian-Slovakian border illegally aiming to get to EU countries.

At the present moment the citizens of Afghanistan are detained up to 3 days with the aim to clarify the conditions of delinquency. Now they are in temporary detention centre of Chop Border Detachment.

Border guards did not let illegal migrants from Georgia to European Union

The staff of the border detail detained two groups of illegal migrants – citizens of Georgia. At about 2 o’clock a.m. the operative-searching group of department “Palad-Komarivtsi” ran down three men (18 to 21 years old). As it appeared, the violators were sitting in a cafe in a village nearby Uzhgorod waiting for the evening twilight. After dark they moved to the border bu,t unfortunately, they got lost and in 6 hours they were detained by the border guards.

The other group of illegal migrants prepared better. Three Georgians in the age 26-31 took a compass with the help of which they made their route of movement. 

At about 4 o’clock the violators running towards the border were noticed by the detail of department “Uzhgorod” with the help of thermal imager. In some minutes the travellers were caught by the border guards with two service dogs.

All Georgians arrived to Ukraine officially in the search of better life conditions and they were going to the countries of European Union.

Transcarpathian border guards detained an Iranian with forged Belgian passport

In Transcarpathian region a man was apprehended at the check point “Tysa” who was going to leave Ukraine having forged Belgium passport.

Later on the traveler named himself a 38-year-old citizen of Iran. 
The violator will be transferred back to Hungary when Ukrainian court defines a measure of punishment.

Three Afghani men agreed to work on a cost-free basis for illegal trip to European Union

  Three illegal migrants were detained by the staff of State Border Service of Ukraine in the area of departments “Goronglab” in Transcarpathian region. The foreigners did not have any documents, they named themselves to be the citizens of Afghanistan of the age 16-17 years old. The young boys reported that they wanted to get to one of the EU countries. They confessed that they were proposed to help in illegal trip by unknown man in his home country. They had to meet him on the other side of the border in order to pay for the trip. Somalian migrants called Vinnytsa policemen “pirates”

The greatest number of immigrants from Somalia in Eastern Europe live in Vinnytsya. They are attracted by this town because of local people’s attitude to the foreigners.  However, the last time there were three cases of beating of refugees. Regardless of tolerance in attitude of Vinnytsya residents to the refugees from African countries, refugees from Somalia, according to their words and information of Vinnytsya Human Rights group they suffer from preconceieved acrtions of police.

Not an accident, but impunity

Coordinator of Vinnytsya Human Rights group, Dmytro Groisman regards the facts of Somalians’ beating by the representatives of law enforcement bodies as a crime.

 – The majority of these people are the asylum seekers arriving to Ukraine illegally. Some of them applied for the refugee status, however only a few got it. Living on the territory of Ukraine without a right to work and social guarantees these people experience discrimination. It is disgusting and sad when Somalians call their offenders – Ukrainian policemen, – D. Groisman says. He also affirms that Somalian refugees were ready to identify their offenders, but Vinnytsya Prosecuting Magistracy did not commenced a criminal case, in addition to that it even did not direct the text of the corresponding injunction to the complainants. This time subordinates of “minister-racist” and the officers of SSU as well were also indifferent to a notification about the crime. Impunity generates new crimes.

Ismail was beaten three times

About 100 Somalinas live in Vinnytsya both legally and illegally including the children under age. Among the refugees from African country  there are – Elias Adan Hasan, Ismail Abdi Akhmet and a minor Abadir Mukhamed Ali. On Friday January 29, 2010 Ismail and Ibrahim were met by people who presented themselves the lawmen near the house where they rent a flat, then they asked to show their documents. The boys showed the documents issued by organization which is a partner of department of UNHCR. After that these men started to demand that Somalians let them come into their flat. Being inside the flat they began to demand the laptop and a digital camera. They took $250 and in the end of this meeting they beat them.

 – By the way, it is the third case of beating and cruel treatment as to Somalians in Vinnytsya during 2009-2010 years.

They new about Ukraine not much

Two Somalians who took part in a conflict starting their way from Africa to Ukraine had known about Ukraine very little.  

– I have heard that there is such a state. All my knowledge about Ukraine was an accident at Chernobyl station. Being off here I thought that there was a state where the legislation is respected, – Elias says.  

His friend Ismail knew about Ukraine the least.

– When I was travelling from Somalia I aimed at finding the safe place. Here, in Ukraine, a lot of Somalians live and I decided that it would be a good place for me. We live for the money of UNHCR. We do not disturb anybody here.

 Though, the victims addressed to the  Prosecuting Magistracy of Vinnytsya region with an official application about the crime, yet no worker of the Prosecuting Magistracy magistacy met them, not the officers of MOI or SSU.

– That is why we do not have doubts that again only international community will worry about cruel treatment as to refugees in Vinnytsya, – said D. Groisman. He also reports that the most part of Somalians suffer from unlawful actions of the workers of patrol-duty service and Department of Crime Fight connected with people’s trade.

 Vinnytsya Human Rights Group asks authorized person on human rights cases Nina Karpachova to start investigation as to violation of the human rights by the officers of MOI. Also this organization tries to organize a meeting with the representatives of international community and Somalians living in Vinnytsya.

The lawmen are not in the know

To tell the truth, Somalians did not ask for the identification documents from their offenders. Thus, it is hard to affirm that they were policemen and not people posing as policemen. That is why the Prosecuting Magistracy of Vinnytsya by the decision №136/м08 refused to institute the criminal case as to unlawful actions of police because of the absence of crime composition. The head of Department on Crime Fight connected with the people’s trade commented the statement of D. Groisman as one which did not correspond to the facts.
