Resident of Dushanbe wanted to get to Russia through Ukrainian-Belarus border

The citizen of Tadzhikistan was apprehended by the border guards of Chernigiv Detachment. The woman walking beyond the check point “Novi Yarylovychi” was stopped 80 m before the border between Ukrainian village Skytok and Belarus one Nova Guta. According to the explanations of the detainee, the resident of Dushanbe, it was learned that there were some close relatives on the territory of Russian Federation and having entry banishment to this country because of excess of the term stay, she intended to get to Belarus and then to Russia. As it turned out later, this citizen tried to cross Ukrainian-Belarus border the day before at the checkpoint, however she was not admitted by the Belarus borders.

Currently, measures are taken concerning the detainee to call her to administrative responsibility.

The first deputy chairman of SMS of Ukraine met General Director of IOM

On November 25, in the course of the visit of SMS delegation to Geneva, Swiss Confederation the first deputy chairman of SMS of Ukraine, Viktor Sheibut met the General Director of IOM, Viliam Leisi Sving at the 103th Session of the Council of International Organization on Migration. Mrs. Laura Tomphson also took part in the meeting.

During the meeting the Parties discussed the migration situation in Ukraine and general directions in cooperation of SMS with so important international institute as IOM. The attention was paid to discussion of the principle challenges defined for Ukraine in migration sphere as well as the problems of readmission and simplification of visa regimen.

The General Director of IOM had sincerely greeted the creation of the body in Ukraine responsible for migration issues pointing out complicated tasks put before SMS at the modern stage of its development. The General Director of IOM attached special importance to this context concerning the creation of legislation base in management of migration processes.

Ukrainian party stressed the fact that IOM is the most reliable partner in the realization of the common goals in consolidation of democratic values in Ukraine and high standards of human rights protection. The active direction of IOM Representation in Ukraine was emphasized as to cooperation development with SMS.

Viktor Sheibut also mentioned about successful realization of IOM project “Support of introduction of Readmission Agreements between European Union and Republic of Moldova, Russian Federation and Ukraine: assistance in rendering aid in voluntary return and reintegration (SIREADA)” and start of the new IOM project “Management strengthening in migration processes and cooperation on readmission issues in the Eastern Europe (MIGRECO)”.

In the course of the meeting the first deputy chairman of SMS of Ukraine expressed his confidence in the presence of so many problems necessary to be solved jointly applying the best worked practices and experience in the activity of other countries in the sphere of migration and stressed upon the fact that namely IOM is extremely important instrument, which in the context of the tendencies of migration processes and will go on implementing its role in its regulation and assist in development of joint cooperation of the states and international organization in migration sphere.

In its turn, William Leisi Sving assured that IOM will for the future provide assistance in development of Ukrainian SMS potential. He accepted the invitation with pleasure to make a visit to Ukraine and expressed his readiness to realize it in 2014.

The meeting became the important event in development of mutually profitable cooperation of IOM and SMS of Ukraine.

Moldavian attempted to cross Ukrainian-Russian border two times

The citizen of Moldova trying to cross Ukrainian-Russian border was apprehended in the morning in Sumy oblast. The man intended to cross the border nearby the village of Chuikivka, Yampilskyi region avoiding the check point. However, the district inspector of border service of BS “Svesa” noticed the trespasser during the check of the state border. The man had passport of the citizen of Moldova containing entry prohibition to Russian Federation. Moreover, it was found that it was the same citizen, which was apprehended by the border guards of mobile check point “Sumy” while intending the border at the same direction two days ago. Moldavian was fined for 1700 UAH for the present infringement. 24-year-old “traveler” will have to pay the fine in the sum of 3400 UAH for attempt to cross the border illegally according to the court decision.

“Israeli” intended to get to Ukraine with forged passport

During the border control of the train “Zahon-Chop” conducted by the border guards in Transcarpathia, a man was apprehended intending to get to Ukraine by illegal way. In the course of the verification of the passengers’ passport documents arrived from Hungary to Ukraine by mentioned train, border guards had some questions to one of the travelers. It was found that the man presented the passport for traveling abroad of the citizen of Israel to cross the border, which looked suspicious as to possible forgery. In a result of conducted check it was established that document was forged by means of the change of the elements at the page with constituent data of the person. The violator was detained for attempt to cross the state border of Ukraine until the personality will be identified.

Six “travelers” from Africa made their way to the countries of European Union

In the frames of realization of special actions on counteraction to illegal migration border guards of BS “Krasna Talivka” of Luhansk Detachment detained 4 citizens of Somalia.  The violators were stopped not far from Ukrainian village Krasna Talivka. Detained men informed that first they arrived to Russia as students, however, afterwards they decided to get to Ukraine, and soon to the countries of European Union for further employment. After establishment of all the circumstances of the infringement, Somalis were handed to Russian side in order of readmission.

Besides, border guards of Chop Detachment apprehended 2 more citizens of this country in the area of BS “Stuzhytsya”. The violators travelled to Slovakia without documents beyond the heck point.

Six Turks intended to take the border of Transcarpathia with bare hands

Six citizens of Turkey were detected far from the border by border guards of Mukachevo Detachment.  The trespassers were stopped in the suburb of the village Yanoshy, Beregovo region, Transcarpathian oblast. While checking the law enforcement agents established that the foreign citizens got to the territory of Ukraine by legal way, however, afterwards they intended to cross the border beyond the check point. There were two men, woman and three children of 9, 12 and 14 years old among the tourists. Besides, the citizens reported that they had arrived to border area by taxi, and then they planned to go to Hungary with the help of the map, which they had bought before in Ukraine. It was also learned that the citizens of Turkey hided their identification documents in the bushes nearby the place of their detention by the border guards.

At the present moment, detainees are delivered to detention centre of the detachment in order to establish the details of the infringement.

Border guards of Chop Detachment apprehended international “quarter” of illegal migrants

Border guards of BS “Uzhgorod” learned beforehand about appearance of group of Arabian appearance in the border zone. While unfamiliar persons were moving to Ukrainian-Slovakia border, border detail apprehended them.

Three trespassers reported that they were the migrants from Syria and one more was from Kuwait. None of them could approve their words by documents. The “travelers” informed that they made their way to Slovakia and from there they planned to get to Austria, where their relatives and friends had been living. The men also confessed that their route through Ukrainian-Slovakian border was planned with the help of the Internet service Google maps.

Residents of border regions assisted in detention of two trespassers

Border guards of BS “Shegeni” of Mostytskyi Detachment detained the citizen of Armenia not far from the border. Local residents informed  the border guards about the appearance of unknown person nearby Ukrainian-Polish border. The man decided to cross the borer at night avoiding the check point. However, he was stopped by the border guards, who noticed the violator with the help of thermal imager. As it was learned, he was travelling to neighboring country in order to get to Germany soon for further employment.

One more trespasser, 19-year-old Ukrainian, was detected by the border guards of BS “Krakivets”. The foreigner was also seen by local residents nearby the border, who informed the district inspector of Border Service at once.

The detainees will have to answer for the violations in accordance with present legislation of Ukraine.

Russia prepares unpleasant surprise for labor migrants from Transcarpathia

Federal Migration Service of Russia support the introduction of “migration corridor” according to which the foreigner can stay in RF not more than 90 days during the year. It was declared by the head of Russian Federal Migration Service, Konstantyn Romodanovskyi.

Initiative of “migration corridor” is necessary to resist cunnings used by labor migrants enjoying the right to stay in RF 90 days without registration. According to the words of Romadonovskyi, it concern every tens migrant, though the half of this number are the citizens of Ukraine.

“I do not see here nothing supernatural. If one has permission for residence, license, permission for job or any other licensing document, if one is law-abiding person, so no any problems can appear”, – he said. He did not announce about the concrete terms of initiative realization. According to his words, such a potential is only under concern.

The head of FMS cited the countries of Schengen zone as an example, where “migration corridors” have existed long ago. According to his opinion, in case of introduction of this standard in Russia only those foreigners can be granted durable terms on stay in the country having necessary documents for prolongation of their stay term in Russia.

«It is international established regulation. Nothing terrible is here, except it concerns only those citizens having no licensing documents for prolongation of their stay term in Russia.

Before Romodanovskyi reported that there were about 1,5 million citizens of Ukraine at Russian territory. Only 111 thousand work on the legal basis. 350 thousand persons more arrived to their relatives, for studies or for treatment. The rest 1 million citizens of Ukraine work in Russia without corresponding registration.

All are threatened to be rejected in entering Russia the next time.

Meeting on the issues of illegal migration among the student-foreigners was hold in Kharkiv

The meeting took place at KharkivNationalAutomobile-TravelUniversity the subject of which was exchange with information about expulsed foreign students that are not visiting the educational establishments for a durable period.

The meeting was conducted at the participation of the chiefs of Kharkiv Border Detachment, representatives of State Migration Service of Kharkiv oblast and vice-chancellors of 27 higher educational establishments of the city of Kharkiv, which the foreign students attend.

The problems being under the discussion at the meeting concerned those connected with preventive measures on non-admission of attempts of illegal migration among the foreign students of the higher educational establishments

The participants of the meeting agreed to strengthen the system actions on counteraction to this phenomenon in all directions. The special attention will be paid to foreign students intending to study at the territory of Ukraine and that category of the foreigners, who enter the territory of Ukraine on legal basis, however, in future they enrich the number o illegal migrants.

Also, considering the constant increase in the number of foreign citizens staying in Ukraine for studies at national educational establishments, including universities of Kharkiv, a decision was made to conduct informational and preventive actions at each university of the city, where foreigners study – migrants from risk countries. The main goal of the actions is to explain the foreigners the responsibility for the change of legal status of stay in Ukraine from student to illegal migrant.

In general, the majority of illegal migrant-students, detected by the officers of State Border Service of Ukraine with other interactive bodies during the year, originated from the countries of Africa and Asia.
