«Guests» from Eritrea were apprehended nearby the border by Chop border guards

Border guards of Chop Detachment detained the next “happiness seekers” intending to cross Ukrainian-Slovakian border in illegal way. Border guards of BS “Stuzhytsya” (Velykyi Bereznyi region) stopped the “travellers”.

Border detail patrolling the area, noticed the light of two torches evidently moving towards the side of the state border. In a result of conducted action on the search of the trespassers, operative group detected 6 unfamiliar persons at the approaches to the state border– five men and one woman. As it usually happens, none of the detainees had any documents identifying their personalities. They introduced themselves as the citizens of Eritrea. The representatives of the country from the shore of the Red Sea explained that they made their way to Slovakian Republic. According to the words of the detainees, four of them have not yet reached 18-year-old age.

Considering he weather conditions and presence of snow covering in the area of the border, these representatives of African continent were lucky to avoid the overcooling as it happened with the citizens of Sri Lanka and Somalia.

At the present moment, the trespassers are delivered to border subdivision in order to establish the circumstances of the infringement and to issue administrative and procedural documents. Decision on responsibility before the law and further destiny of the detainees will be defined by the court.

Seminar on problems in work with foreigners and refugees was conducted by SMSU

On April 2-3, 2013 educational-practical seminar was conducted under the chairmanship of the first head deputy of State Migration Service of Ukraine (SMSU) Viktor Sheibut for the representatives of territorial bodies of SMSU as to implementation of legislation about legal status of the foreigners and stateless persons as well as refugees and persons in need of subsidiary protection.

The seminar was hold by Refugee and Foreigners Department aiming at rising professional level of the staff of territorial bodies of SMS of Ukraine in the field of migration and refugees, and elaborating the single approach to the practise of realization of the active legislation

Vietnamese with Russian intended to cross the border illegally at night

Just two hundred meters were left to reach the territory of Russia by 48-year-old Russian and 26-year-old citizen of Vietnam. The men tried to get to the neighboring country on foot beyond the check point at night. However, the border guards of BS “Topol” of Kharkiv Detachment stopped them.

In the course of filtration action it became known that the citizen of Vietnam wanted to get to Moscow and visit his father that as if worked there. And his fellow travellers, citizen of Russia, confessed that he wanted to earn some money helping Vietnamese to realize his plans.

Pseudo-British persons were apprehended in “”Boryspil”

In the airport “Boryspil” border guards of separate check point “Kyiv” apprehended a man and a woman during the check-in of the passengers arrived from Dubai. The travellers gave forged passports of the citizens of Great Britain for control. At first, border guards detected changed pages with constituent data of the owners. Soon, representatives of Embassy of Great Britain confirmed that passports were invalid. The very travellers explained that in reality they were the citizens of Afghanistan. Valid Afghan passport of the woman became the proof of it.

Now, MOI representatives are informed about the present fact, and violators planning to get to the countries of central Europe will be returned by a return flight to the country of departure.

Ukrainian man took ten illegal migrants by cartage

Five men, four women, one of which was of old age, together with 14-year-old child intended to get illegally from Republic of Belarus to Ukraine at night beyond the check point. The group of illegal migrants tried to cross the border in the area of BS “Pitscha”, Shatskyi region, Volyn oblast.

One of the border details noticed the group of persons moving in the cartage from the line of the border in the direction to the populated area of BS Pitscha. The group of reaction started immediately to the place and overtook the night guests. “Travellers” of Asian appearance were the citizens of Palestine according to their documents. They were accompanied by Ukrainian man, local resident. The man explained that day before when he was in the forest stockpiling the woods, an unfamiliar man addressed to him and proposed to take some persons for pay from the border to Ukrainian village.

Now, the measures are undertaken in order to establish all circumstances of the infringement. The citizens of Palestine will be called to administrative responsibility by the court for illegal cross of the state border of Ukraine, concerning the citizen of Ukraine – he is called for responsibility for illegal transportation of persons through the state borer of Ukraine.

In 2013 the flow of illegal migrants through Transcarpathia has increased in 25%

Just in the course of 3 months of 2013, border guards apprehended 44 illegal migrants.

According to the words of the chief of Chop Border Detachment, the colonel Roman Gots, namely the number of illegal migrants from Georgia has increased. They often get to Transcarpathia by railway transport or by taxi. They overcome the Carpathian mountains with the help of compasses and locality maps. The goal of all migrants is Slovakia, as legislation of that country permits to apply for refugee status immediately after crossing the border.

Roman Golts reminded about the case happened last week. It is said about detection of three illegal migrants by the border guards of Chop Border Detachment in a very serious physical state. In a result one of the migrants died. According to the words of the chief, law enforcement agents learned about the circle of persons involved in smuggling this group of illegal migrants. When they are detained they will be also accused in leaving in danger as well as in illegal transportation of persons.

The chief border guard also remarked that the biggest number of illegal migrants is caught in the area of Chop Border Detachment, i.e. 65%, one of five ones guarding the western borders of Ukraine.

Roma Golts also addressed through Mass Media to residents of border areas and asked to think well before taking part in illegal transportation of foreigners as law foresees a criminal responsibility for these actions.

Citizen of Eritrea and Georgia were detained in the airports with forged documents

Hoping to cross the border of Ukraine in the quickest way, illegal migrants often addict themselves to forgery of the documents. However, the officers of State Border Service watch attentively for such “travellers” and prevent these infringements. Thus, during the check in of the passengers of the flight “Kharkiv-Vienna”, border guards detected one of the passengers having forged Schengen visa. Travelling citizen of Eritrea confessed in his intention to get to EU country.

Border guards of BS “Kyiv” in the check point “Zhulyany” detected a violator, who presented Ukrainian temporary residence certificate for control. As it was established, citizen of Georgia planned to fly out to Kutaisi exceeding the term of his stay in Ukraine. In order to improve the situation, the man addressed to his friends, who assisted him in preparation of this document. The violator is detained and passed to police officers.

Illegal migrants from Georgia were apprehended nearby Uzhgorod

Border guards of BS “Uzhgorod” of Chop Border Detachment managed to stop the next attempt of illegal cross of the state border due to information received in operative way. In a result of well planned and conducted actions on the search of the trespassers, two men became the “guests” of Temporary Holding Facility of Chop Detachment, who travelled to EU beyond the check point and without documents identifying them. Detainees, having some hundred meters to reach the cherished border on Slovakia, explained to border guards that they were the citizens of Georgia, the final point of their destination had to be one of the countries of European Union. In a result of detention, administrative and procedural documents were processed for the violators for attempt to cross the state border illegally. Decision about responsibility before the law and their further destiny will be decided by the law.

New International Project of IOM has started

On March 21, the first meeting of Regional Managing Committee (RMC) of the project “Management strengthening of migration processes and cooperation on the issues of readmission in the Eastern Europe” (MIGRECO) took place in the city of Kyiv, which is financed by European Union and is realized by International Organization of Migration starting from February 1, 2013. The target goal of the project is to improve management of migration processes and support in the issues of readmission between the participant-states of the project – Ukraine, Moldova and Belarus – in accordance with the standards of EU. State Migration Service of Ukraine is one of the principal partners of the project on the part of Ukraine.

 

Project stipulates realization of the following components in Ukraine, namely:

–         attraction of long-term adviser (EU expert) attached to SMS;

–          evaluation of management system in the field of identification;

–          evaluation and conduct of actions on potential raise on the issues of collection, processing, storage and analysis of information in the field of migration;

–          access provision to long-term information and consultations on the issues of safe migration, prevention of human trafficking and protection of migrants’ rights through functioning of Centre of Migrants’ Consultation;

–         problem investigation on integration, crimes on the basis of hate and discrimination of vulnerable groups.

The aim of realization of RMC meetings is successive monitoring of implementing components of the project considering regional peculiarities, elaboration and giving efficient proposals on overcoming the problem moments in case of appearance as well as supply of valuable and efficient activity of the partners at different stages of project realization.

About 40 representatives of Ukrainian, Moldavian and Belarus authorities, IOM missions in these countries, foreign diplomatic missions in Ukraine, non-governmental organizations participated at the first RMC meeting.

Africans do not endure severe frosts and die on the half way to Europe

On March 21, 2013 border guards of BS “Novoselytsya” found some migrants froze high in the mountains at the border of Transcarpathia, who hardly died from coldness. As it was reported in the Department on Cooperation with Mass Media of Administration of State Border Service of Ukraine, three men of African appearance wanted to get to Slovakia. The travellers were dressed rather lightly; probably they did not expect such a weather in Transcarpathia. They froze through light jackets and trainers, who also got lost and did not know where to go. Meeting unfamiliar persons that were already in the state of hard over-cooling, the officers of State Border Service took prompt actions in order to rescue them. Despite of complicated weather conditions and recent death of the citizen of Sri Lanka from of over-cooling at the same direction as well as rather big distance to the nearest populated area, border guards informed their Slovakian colleagues about detainees.

They made agreement with Slovakian border guards about transfer of illegal migrants directly to the border and their direction to medical establishment, – as there was only 1 km from the side of Slovakia to the nearest populated area. After the health state of African will be stabilized, their further destiny will be decided.

It was preliminary established that unfamiliar persons were the citizens of Somalia in the age of up to 30. They planned to get illegally to EU countries. Smugglers assisting them in the trip left them.
