The resident of Ghana did not manage to get to his aunt in Brussels

Border guards of Lutsk Detachment detected a woman-trespasser in the check point “Yagodyn” during the check of the passengers’ documents in the train “Kyiv-Berlin”, who was travelling by someone’s identification card. The border guards learned from the foreigner’s words that she was 20-years-old citizen of Ghana and student from one of the universities of Ukraine, but because of financial problems she decided to go to her aunt in Brussels. The relative as if proposed to use her ID – card for entering European Union and promised to help her niece to find some job in Belgium. At present moment, procedural documents are prepared and measures on establishment of the personality and confirmation of reality of her education in our country are carried out.

Pseudo-Europeans were going to return “home” under the mask of football fans

Growth of passengers’ flow crossing the border during the European Football Championship has not influenced upon the watchfulness of the border guards. Thus, border guards prevented the attempt of illegal migrants to get to EU countries illegally under the mask of football fans.

One of them was the citizen of Iran wishing to get to France. The man arrived to check point “Shegeni” by the minivan in the composition of the group of football fans from Germany, who were just returning back home after the play of their football team. The traveller presented passport of the citizen of France for control, however the border guards of Mostytskyi Detachment doubted in possible forgery of the presented document. In the course of the check, they established that some pages in the passport were changed. Pseudo-Frenchman did not have any other documents identifying his personality. During the interview, the man confessed that he was the citizen of Iran and final point of his illegal trip should be namely France.

Two more pseudo-citizens of EU were detained. They made their way through the border by the train “Lviv-Wroclaw”. During the control, men presented the documents of the citizens of the Netherlands. Besides, travellers named themselves as football fans, who were going back home from the matches. Nevertheless, border guards established that these documents did not belong to them, then the men confessed in their nationality – they were citizens of Eritrea. The violators were detained in order to establish all circumstances and to find out where they got forged documents.

Mukachevo Detachment apprehended illegal migrants from Georgia

Two citizens of Georgia intending to cross illegally the state border were apprehended by the border guards of Mukachevo detachment. Men of the age 28 and 30, were noticed by the local inhabitants of the village Astey, Berehovo district in the evening. Mentioned persons were detained by law enforcement agent 200 m before the state border. Illegal migrants did not conceal their intention to get to one of the countries of European Union, for which they will bear responsibility according to present legislation. At present moment, measures are carried out on establishment of circumstances of infringement and the circle of persons involved.

Border guards detained Georgians and Moldavians in Transcarpathia

Border guards of BS “Tysa” (Transcarpathia) detected and prevented the attempt of illegal cross of the border with another’s passport documents during the check of the documents. In accordance with the results of the check they established that 2 citizen of Georgia joined in such an adventure presenting the passport of the citizens of Germany for control.

In the area of BS “Verkhovyna Bystra” another group of illegal migrants was apprehended with the help of local residents, who informed border guards about appearance of unknown persons in the suburb of the village. Already in 20 minutes, 3 violators were detained. According to their words, it became known that they were citizens of Moldova, who wanted to cross the border in order to get better life in EU countries.

Trespassers were delivered to border subdivision in order to establish all circumstances and draw up administrative-procedural documents. Decision on responsibility of detainees before the law and their further destiny will be made by the court.

Border guards apprehended a group of illegal migrants in Lviv

Four trespassers were apprehended nearby Ukrainian-Polish border. Local resident informed border guards that some unknown persons arrived to the town of Dobromyl and made their way to the border. Detail of department “Migove” of Mostytskyi Detachment started to check this information at once and soon two persons and later on two more were detained some meters before the state border. Three of them were citizens of Moldova and one from Russia. The breakers of the legislation were delivered to position of subdivision in order to draw up procedural documents. In accordance with the results of conducted filtrations measures, it was learned that these citizens aimed at crossing the state border from Ukraine to Republic of Poland with further direction to France.

Subdivision on migration control was formed in police

Police of Migration Control was formed on execution of Order of the President of Ukraine from April 6, 2011 “Problem of State Migration Service of Ukraine” by Ministry of Interior. How a new subdivision will operate in the region, its priorities and tasks – these subjects were discussed during the working meeting of the chief of Head Administration of State Migration Service in Transcarpathian region Igor Mykhailyshyn and the chief of newly created department of police of migration control of AMOI, Vitaliy Shymonyak.  

The principle task of the subdivision is to secure implementation of set tasks upon Migration Service on realization of state policy in the sphere of counteraction to illegal migration. This problem is specially actual for Transcarpathia that often becomes a transit territory on the way of illegal migrants to the countries of European Union and is a key region, where accumulation, group formation and their transportation through the state border take place. Thus, in the course of the last year, MOI and SSU officers detained 517 illegal migrants in the region, and in the first quarter of the current year this number comprises 102.

Newly created Police of Migration Control (PMC) is also engaged in problems of calling to administrative responsibility for the break of legislation in the sphere of registration of physical persons, issue of documents proving identity and confirm citizenship; it will prepare proposals as to term shortening of foreigners and stateless persons’ stay in Ukraine, their compulsory return and expel, ban on entrance as well as it will provide with the guard of the centres of temporary stay of refugees and foreigners, etc..

Who wants to smuggle illegal migrants? Expensively…

There are enough persons wishing to earn money organizing the channel of illegal transportation of persons through the state border and especially these are persons who know the locality of Transcarpathia well. The chief of Head Department of Fight against Corruption and Organized Crime, Serhiy Tkachenko and deputy of Inquest Department Vyacheslav Dynys tell about international channels, laid ways by malefactors and how SSU officers fight against this negative phenomenon.

Money for smuggling were taken but affair was not brought to an end.

Deputy of Inquest Department of SSU, Vyacheslav Dynys remembers resonance case happened in 2007. Former border guard got down to smuggle Chechen family through Ukrainian-Slovakian state border – mother and 4 her small children. He took money for it, but the affair was not brought to an end. According to woman’s words, the accomplices of the organizer left her to the mercy of fate in unknown locality, showed her way deep into the forest and assured that Slovakia was beyond it. Kamisa Dzhamaldinova was roaming about unfamiliar area for some days. Her three daughters died because of supercooling. Kamisa succeeded to save only her 2-year-old son from death, whom she warmed by the heat of her body. She managed to reach … Poland. There, half-alive woman and the child were taken to Polish hospital, where Kamisa and her baby were recovering from suffer. Kamisa was granted refugee status.

The investigators of regional body visiting the place in order to collect evidences to commence criminal case as to organizers of Chechen smuggling marked that it was psychologically very hard to speak with mother, who lost her children…

As it was established, Kamisa took her daughters to medical treatment. Chechen doctors could not help them. As Kasima could not get to Europe legally, so she decided to make a desperate step. The story of Chechen woman was not left indifferent. Home and foreign Mass Media wrote about cynicism of the smugglers and tragedy of woman.

Last year SSU officers in Transcarpathian region found in Kyiv the organizer of the smuggling, who had already 4 years concealed from the inquest. For the present, the resonance case is tried in the court. Its decision will be brought into public.
…Vietnamese woman-organizer of illegal channel was arrested in the airport “Boryspil”. V.Dynys is recollecting one of multi-stage cases about smuggling of illegal migrants through the state border, which was investigated by the inspectors of Transcarpathian Administration of SSU. About ten persons were involved in criminal grouping from different regions of Ukraine, whose obligations were clearly defined. Besides, temporary premises were found beforehand in different districts of Kyiv, the so-called safe route was planned, period of time was figured out, the places of stops were discussed, etc. Each stage of smuggling of illegal migrants was accompanied by several accomplices. The group of illegal migrants was transported by the lorry in a special hiding place masked by glass jars. Persons involved in illegal activity even communicated between each other by the combinations of words understandable only by them as well as used conditional signs and things the like.

The criminal groupings were ruled by … woman-citizen of Vietnam – resident of Kyiv. Just she formed groups of illegal migrants in Moscow. Her accomplices, executors crossed Ukrainian-Russian border almost every day nearby Sumy region. They met a group of citizens from the countries of Southern-Eastern Asia (usually about 20 persons), took them beyond the check point to Ukrainian side and secretly transported to Kyiv. Thus, other involved persons to unlawful activity smuggled illegal migrants to Transcarpathia. Already on the territory of the region local resident “were responsible” for them – organizer and his accomplices. They directly smuggled Hindus, Pakistanis and Vietnamese beyond the check point through the state border of Ukraine. In the course of not full four months of the activity, the criminal grouping took almost 200 persons to EU. During the next attempt to smuggle migrants from Southern-Eastern Asia, Transcarpathian malefactors were detained by the workers of SSU.  Organizers and persons assisting them in unlawful activity were established during the pre-court inquest. Vietnamese woman, who was almost a year hiding from the inquest in her country of origin, was arrested by SSU officers in the airport “Boryspil” when she flew to visit her husband and children left in Kyiv.

The participants of the criminal grouping were imprisoned for different terms. Thus, organizers were sentenced to 5 years of prison and persons assisting them – for four years each.

Seven years of imprisonment for assistance in unlawful activity

According to statistics, the flow of illegal migrants has shortened. If in 2008 about 3 thousand illegal migrants were detected, in 2009 – 1600, so already in 2010 – just 570, last year this number was 517. However, SSU officers have enough work. Only for 2011 – 16 criminal cases were commenced for the organization of illegal transportation of persons through the state border. 34 persons were imprisoned for this kind of crime. Since the beginning of 2012, two channels of international channel of illegal migration were stopped. SSU inspectors commenced 4 criminal cases. Besides, 2 residents of Perechyn district were appointed a punishment in the form of 7 years of imprisonment.

Group of illegal migrants from Georgia were apprehended in Transcarpathia

Border guards received a signal of technical devices. “Reaction group” started to the place with service dog. Border guards detected at once the traces of the violators, who were detained soon at 3 a.m. 400 meters before the state border in the area of check point “Onokivtsi” of BS “Uzhgorod”. The trespassers were 4 citizens of Georgia without documents. All persons were delivered to department of BS “Uzhgorod” in order to establish the conditions of infringement and working out administrative-procedural documents.

Usually illegal migrants get to Transcarpathia from Moscow

70% illegal migrants get to Ukraine through the territory of Russia. For the most part, their route from Afghanistan goes through Tajikistan, Uzbekistan, Kazakhstan, and from there to Russia – it is explained by the chief of Head Department on Fight against Corruption and Organized Criminality, Serhiy Tkachenko. Then illegal migrants get to Ukraine (usually to the capital or Luhansk, Kharkiv), and after that they are delivered secretly by transit through Vinnytsya and Lviv to Transcarpathia, from where it is easier to get to EU.                            
However, according to the words of Serhiy Tkachenko, illegal route through Ukraine is alternative option. The most popular way of smuggling the migrants from Afghanistan to Europe is from Iran through Turkey to Greece and other European countries.

In accordance with unofficial data, e.g. in order to get from Kabul to Vienna through Ukraine, illegal migrants have to pay from $12 to 20 thousand. It is a total scheme…As a rule, it is a guarantee person for the migrant from Afghanistan illegally staying in Kyiv or Vinnytsya. He looks for those persons who would like to smuggle migrants for money reward, – Serhiy Tkachenko explains. – When his country fellows inform that they are taken over the state border, the guarantee person pays the organizers. For example, our Transcarpathian organizers of the channel of illegal transportation of persons get about $2,5-3,5 thousand for each migrant. Thus, the perspective of getting, so to say, $25 thousand for 10 persons tempts local residents from border regions to be engaged in the crime, who are know well the locality.

Sometimes people agree to assist in illegal activity even for some hundreds UAH. It concerns especially smugglers, who can take the other side of the law for 200 UAH.

In order to detect and detain organizers and executors, SSU workers carry out special operations. Certainly, they do not detail their methods of detection. It happens when smugglers abscond from inquest bodies. However, sooner or later they are exposed for committed crime before the law.

Two channels of transportation of illegal migrants were stopped up

According to statistics, the flow of illegal migrants to Transcarpathia has shortened. In the year 2008 3 thousand illegal migrants were detected in the region, in 2009 -1600 and in 2010 were detained just 570, in 2011 -517. 
However, in the course of the last year the investigation regional body commenced 16 criminal cases on organization of illegal transportation of person through the state border of Ukraine. 34 persons were imprisoned for this crime for different terms. Since the beginning of the current year, 2 international channels of illegal migration were stopped up. Investigation body of SSU commenced 4 criminal cases. The court sentences have come into force also this year. Besides, 2 residents of Perechyn district were imprisoned for 7 years.
