Transcarpathian humane court sentenced smugglers to three years of imprisonment conditionally

Five members of criminal group were condemned, who tried to smuggle illegal migrants through the state border of Ukraine.

Sentence of Uzhgorod Municipal Regional Court came into force concerning the organized criminal grouping that transported illegally migrants to neighboring country. The grouping was composed of five local residents, including former police man, headed by 35-year-old unemployed man, who agreed to organize illegal transportation through Ukrainian-Slovakian border the migrants from the countries of Ethiopia and Somalia for $ 8000. The organizer attracted his brother to smuggling activity, who was sentenced before for analogous crime, and three more malefactors as well as former police man. The obligations of the members of the criminal grouping were strictly defined – time and place to meet the illegal migrants, elaboration of so-called rotes of secret transportation, accompaniment and direct transportation of the migrants beyond the check point.

On May 5, 2013 the members of the criminal grouping met four illegal migrants in the suburb of the village Orekhovytsya, Uzhgorod region and planned to deliver them directly to the border area, where the smuggler waited for them to transport to Slovakia. In the evening of the same day, on the territory of Perechyn and V.Bereznyi regions SSU officers detained two cars at the same time, where there were 4 illegal migrants without any any documents and 5 local residents. The malefactors transported the migrants in the car boot.

Uzhgorod Municipal Regional Court returned guilty five citizens of Ukraine in accordance with Part 3 Article 331 (organization of illegal transportation of persons through the state border of Ukraine, committed as to several persons by organized group for mercenary ends) of Crime Code of Ukraine and defined punishment in the form of imprisonment for 3 years with probation period of 3 years to each.

The man intended to cross the state border with passport of his 2-year-old son

The citizen of Moldova, DOB 1968, attempting to cross the state border with the passport of his 20-year-old son, was detected at the check point “Kuchurgan”, Odesa oblast by the border guards of Belgorod-Dnistrovskyi, who stopped the man during the check of the documents. Travelling by car to Ukraine, the man presented the passport of the citizen of Russia. However, the law enforcement agents detected immediately the differences in the document. As the man explained, he just took the passport document belonging to his son by mistake.

Soon, border guards of the same detachment stopped two more citizens of Moldova without documents permitting them to cross the state border. The husband with wife made their way to their country of origin having just passports of former USSR.

Documents of administrative processing were worked up concerning the detained citizens and were handed to Moldavian side.

Detained illegal migrants from Afghanistan detained in Chernihiv oblast were passed to Russian Federation

The process of readmission of the group of illegal migrants was completed in Chernihiv oblast, namely of 24 citizens of Afghanistan recently apprehended in the course of joint actions of Chernihiv Detachment and SSU officers in the area of BS “Girsk”.

Reminding, violators – 18 men, 2 women and 4 children – were detected and detained in the suburb of the village Makhovyky, Krjukiv region. All detained migrants stayed for a durable time on the territory of Russian Federation, from where they intended to get to Ukraine. After establishing the circumstances of the infringement and clarification of constituent data, a process of readmission was commenced against each detainee.

The representatives of Border Service of Russia, studying presented undoubted evidences for consideration on staying by the group of detainees at Russian territory in the frames of Agreement between the government of Russian Federation and Cabinet of Ministers of Ukraine “About readmission”, accepted all detained citizens of Afghanistan.

The first Refugee Certificate is issued to Syrian in Transcarpathia this year

On October 21, a solemn handing in of Refugee Certificate to the citizen of Syria was hold in the Head Department of State Migration Service of Ukraine in Transcarpathian region.

On order implementation of the direction of SMS of Ukraine, the native of Syria was issued the document. He worked as an architect in his country of origin.

The chief of Migration Service of Transcarpathia Igor Mykhailyshyn wished Hamdan Koleb to find his worthy place in Ukraine, the country that gave him refuge. It is the first refugee certificate issued this year by Migration Service in Transcarpathia.

As Zaholovok.com.ua reports, since the beginning of the year Chop border guards caught 20 illegal migrants – Syrians. For “trip” from war seized Syria one of them paid $12 thousand to the EU.

Detained Georgians could not recollect their Ukrainian names Maksym and Kostyantyn

Border guards of Mostytskyi Detachment detained two men with forged Ukrainian passports in the check point “Shegeni”. Detained “country fellows” were the citizens of Georgia, who changed informational pages in their documents. Choosing Ukrainian names and surnames for themselves, they could not neither pronounce nor write their new names during the interview.

Two more travelers, migrants from Turkey without any documents, were apprehended for attempt to cross the state border in the area of responsibility of the same detachment. The men also intended to get to Poland, however, they were noticed by local residents, who informed border subdivision about appearance of unknown persons.

At the present moment, all seekers of better destiny are detained in administrative order aiming at establishing the persons and clearing up the circumstances of the infringement.

Overall, in the course of 9 months of the current year, the staff of Mostytskyi Border Detachment in the check points detected 240 invalid documents, 12 forges and 7 another’s ones, 133 trespassers were apprehended, 670 persons were called to administrative responsibility and fined for the sum of 237 thousand UAH.

Two groups of Afghans were getting to Russia and EU countries

Lately, the cases of detention of migrants from Afghanistan at the state border have been increased. The “travelers” often take their children into the trip. Only during the day the staff of State Border Service of Ukraine apprehended two groups of Afghans, who were getting to Russia and EU countries.

Thus, in Luhansk oblast border guards of BS “Krasnodon” stopped the car in the course of realization of operative information 500 m before the state border. The car was moving in the direction to Russian populated area Nyzhniy Sheveryov. The car was driven by Ukrainian citizen. As it was established, the man transported 5 citizens of Afghanistan, three of which were children. Establishing the circumstances of the infringement, border guards learned that Afghans decided to get to Russia being in the search of better destiny. They had refugee certificates and before they had lived and worked in Odessa. Arriving to Luhansk, they were met by the citizen of Ukraine, who assisted them in getting to neighboring state. Now, Ukrainian will have to give explanations to SSU officers, and detained man and woman, the citizens of Afghanistan, are fined for attempt to cross the state border illegally in the sum of 3400 UAH each.

Also, 5 citizens of Ukraine were detained in Transcarpathia by the border guards of mobile border detachment “Bortynychi”.  Reserves of the chief of State Border Service of Ukraine implements the separate task to step up efforts as to counteraction to illegal migration.

The group was stopped in the suburb of the village Zvosyno, Velykyi Bereznyi region, there were 4 children among them. No documents Afghans had, however, they explained that first they had planned to get to Slovakia and then to the countries of Western Europe. At the present moment, all circumstances of the infringement are examined. It is worth to mention, than during the last month 17 migrants from Afghanistan were apprehended in the area of Chop Border Detachment.

Two of three illegal migrants want to get from Transcarpathia only to Slovakia

On October 16, a service meeting of Chop Border Detachment was hold aiming at summing up its activity in the course of 9 months of the current year.

The participants of the meeting were representatives of Western Regional Department, governing body and officers of border detail as well as the chiefs of border sub-divisions realizing direct security of the border in the limits of Uzhgorod, Perechyn and Velykyi Bereznyi regions.

As the reporters have marked, the security of the border in the area of Chop Detachment is conducted in the conditions of rather tension conditions as to the flow of illegal migrants. If comparing the dynamics in the areas of other border detachments securing the border with EU states, so 65% “travelers” are apprehended namely by Chop border guards in the approaches to Slovakia. However, if taking into account the results of operatives and service actions, so it becomes clear that the activity of Chop border guards provides successful counteraction not only to illegal migrants.

In general, during the reporting period of the current year the subdivisions of border guard detained 268 illegal migrants. While conducting passport control, the inspectors detected 12 forged documents, 11 another’s one and 238 invalid passport documents. 850 persons were called to administrative responsibility, who were fined for 150 000 UAH.

The way of illegal migrant: through Transcarpathia to Sweden for $12000

In the course of the last 4 months only in the area of Chop Border Detachment, 20 citizens of Syria were apprehended. As the border guards mark, in comparison with the previous year the number of Syrian illegal migrants has sufficiently enlarged. Recently, border guards detained a family of illegal migrants from Syria. One of them agreed to talk with Zaholovok.com.ua.

Syrian Mustafa Hamam is 18 years old. He is a resident of one of the oldest cities in the world Aleppo. Because of war and fear to be taken to the army, Mustafa planning to enter university had to escape his motherland.

He was apprehended in Perechyn region, Transcarpathia some days ago. However, the trip of Syrian was not planned to be finished in Ukraine. Mustafa told about his escape and ways of illegal migrant to Zaholovok.com.ua.

«I was studying in Syria. I was going to enter university to Medical Faculty. I wanted to study honestly, but the things turned otherwise. I decided to leave my native country. There is only war there and nothing more…There is no water, no food…It is impossible to live there. I was afraid to be taken to the army. I did not want to fight” – Mustafa reported.

Syrian said that his three friends were put to prisons because they refused to join the army: “Syrian puts to prisons those persons, who do not wish to fight. My friends were taken there. Those are also arrested who do not support the authority and do not want to join the army”. Mustafa stresses that he does support neither Syrian army nor rebels: “They both behave bad. I support none of them. I escaped because I do not want to fight. The situation is complicated. Those, who have been living well at the President governing, they support the authority, those who have been living bad – they go to opposition”.

According to the words of Mustafa, he decided to escape to Sweden from Syria. He travelled not alone – together with his mother, brother, his wife and one more minor boy. The dream for everybody was European Union, but the final point of destination had to become Sweden. Mustafa’s brother lives there, who was ready to shelter the relatives. “Oh, yes, Swede. There is my brother there and nice life”, – Syrian says.

As Mustafa tells, it is very difficult to get from Syria: “War, everybody shoots, there is no transport, there is nothing to get somewhere, it is almost impossible to depart the country legally”. – the boy explains. The boy does not want to reveal all details of his trip, however he told that they were transported by car from Syria to Turkey, then from Turkey Mustafa with his relatives arrived by ship to Odesa. After that they got to Transcarpathia and wanted to come to Slovakia travelling though the mountains. But they were caught in the most complicated area”, – Mustafa reports. Mustafa refused to tell about the smuggler. But he confessed that for the “trip” from Syria to Sweden he personally paid $12000. Those, following him, spent almost the same amount

“The price for the trip of this type cost about $5000-6000 per person. But there are cases, as Mustafa’s one, when he paid for his “journey” about $12000”, – the chief of press-service of Chop Border Detachment, Roman Pavlenko reports.

Mustafa Hamamy nothing told about “key person”. As a rule they do not betray their smugglers. It is known that Mustafa with his family was taken to Slovakia by the citizen of Syria, who already for durable time lives in Ukraine: he married Ukrainian woman. He is the relative of Mustafa. This Syrian has not been caught at similar infringements”, – senior officer of Department on works with foreigners and administrative proceeding of Chop Border Detachment, Artem Oliynyk mentions.

According to the words of Mustafa, there are two sisters with husbands left in Syria. He can contact them only via the Internet. Several times I contacted my sister on Skype. Now, I will wait for the Internet connection to appear again”, – Syrian tells.

Mustafa also does not want to tell all the details of his trip, he constantly repeats that it has been a difficult trip and he does not ant to go back: “It was hard to travel. When we were about to cross the border to European Union, we took much water and warm clothes”. Syrian confesses that he is not sure about his ability to get over the Carpathians.

Mustafa speaks among his acquaintances and friends, he was the only dared to escape: “I do not know anybody to escape in such a way. I heard just stories”.

Syrian does not want to go to Sweden in illegal way any longer. He is not against staying in Ukraine. Mustafa applied to Migration Service for refugee status. The procedure is continuous, but the guy hopes that everything will be fine. “I’ll go to study, and then – to work”, – says illegal immigrant.

Mustafa has no plans to return to Syria: “No, I do not want. There is only war there. ” Answering the question if he wishes to see his native country after the war, Syrian says: ” I ​​think the war will go on 10 years more.”

Now Mustafa with his mother and brother hope receiving refugee status in Ukraine. They do not want to return to war and just waiting to come in touch with relatives stayed in Syria.

In the course of the last 4 months, only in the area Chop border guards detained 20 citizens of Syria. “If comparing data of the first six months of the last year, we had no any Syrians. Now, we arrested 20 illegal migrants from Syria in 12 cases. Those applying for refugee status in Ukraine, we send to Migration Service. Syrians residing in Ukraine for a long time use the situation in Syria. They try to break through the border and get into the EU under the pretext of the war. We had several such cases. Two Syrians were from Odessa and one – from Zaporizhya. There are not so many illegal immigrants covering up by the war, the percentage is small, but they are “, – Sergey Kurdelchuk says, acting Head of Department on work with foreigners and administrative proceedings of Chop Border Detachment.

According to data of UNO, about 6000 people leave Syria every day because of military conflict since the beginning of 2013. The UNO has registered 1.8 million Syrian refugees, two-thirds of them left the country in 2013. The civil war in Syria kills 5000 people every month.

Four Armenians were caught nearby the border on Poland

Four citizens of Armenia intending to get to EU countries by illegal way were apprehended by the border guards of Mostytskyi Detachment in Lviv oblast. Border detail of BS “Shegini” detected the movement of the group of unfamiliar persons towards Ukrainian-Polish border with the help of mobile thermal device late in the evening. Night travelers were four men, citizen of Armenia. They confessed in their plans to avoid the check point and get to the neighboring country; however they did not even think that they would be noticed by the border guards immediately in such a dark. Now, the detainees are placed to detention centre of Mostystskyi Border Detachment, punishment for the violation and further destiny of the travelers will be no defined by the court.

Five Turks had forgeries in their documents

In the check point “Simferopol” the staff of State Border Service detained 5 citizens of Turkey with forged documents. The violators were detected during check in for the flight “Simferopol – Sabiha”. While undergoing passport control, the citizens of Turkey of the age 20 to 55 years old presented passports for traveling abroad. However, after detailed check it was established that the marks of State Migration Service on prolongation of stay term in Ukraine were forged. In reality, the term of their documents had already finished 2012. Besides, there were orthographic mistakes in the documents.

Protocols on administrative process were drawn up as to each of the violators and fines were appointed in the sum of 680 UAH. The staff of MOI was informed on this pint.
