Citizen of Eritrea and Georgia were detained in the airports with forged documents

Hoping to cross the border of Ukraine in the quickest way, illegal migrants often addict themselves to forgery of the documents. However, the officers of State Border Service watch attentively for such “travellers” and prevent these infringements. Thus, during the check in of the passengers of the flight “Kharkiv-Vienna”, border guards detected one of the passengers having forged Schengen visa. Travelling citizen of Eritrea confessed in his intention to get to EU country.

Border guards of BS “Kyiv” in the check point “Zhulyany” detected a violator, who presented Ukrainian temporary residence certificate for control. As it was established, citizen of Georgia planned to fly out to Kutaisi exceeding the term of his stay in Ukraine. In order to improve the situation, the man addressed to his friends, who assisted him in preparation of this document. The violator is detained and passed to police officers.

Illegal migrants from Georgia were apprehended nearby Uzhgorod

Border guards of BS “Uzhgorod” of Chop Border Detachment managed to stop the next attempt of illegal cross of the state border due to information received in operative way. In a result of well planned and conducted actions on the search of the trespassers, two men became the “guests” of Temporary Holding Facility of Chop Detachment, who travelled to EU beyond the check point and without documents identifying them. Detainees, having some hundred meters to reach the cherished border on Slovakia, explained to border guards that they were the citizens of Georgia, the final point of their destination had to be one of the countries of European Union. In a result of detention, administrative and procedural documents were processed for the violators for attempt to cross the state border illegally. Decision about responsibility before the law and their further destiny will be decided by the law.

New International Project of IOM has started

On March 21, the first meeting of Regional Managing Committee (RMC) of the project “Management strengthening of migration processes and cooperation on the issues of readmission in the Eastern Europe” (MIGRECO) took place in the city of Kyiv, which is financed by European Union and is realized by International Organization of Migration starting from February 1, 2013. The target goal of the project is to improve management of migration processes and support in the issues of readmission between the participant-states of the project – Ukraine, Moldova and Belarus – in accordance with the standards of EU. State Migration Service of Ukraine is one of the principal partners of the project on the part of Ukraine.

 

Project stipulates realization of the following components in Ukraine, namely:

–         attraction of long-term adviser (EU expert) attached to SMS;

–          evaluation of management system in the field of identification;

–          evaluation and conduct of actions on potential raise on the issues of collection, processing, storage and analysis of information in the field of migration;

–          access provision to long-term information and consultations on the issues of safe migration, prevention of human trafficking and protection of migrants’ rights through functioning of Centre of Migrants’ Consultation;

–         problem investigation on integration, crimes on the basis of hate and discrimination of vulnerable groups.

The aim of realization of RMC meetings is successive monitoring of implementing components of the project considering regional peculiarities, elaboration and giving efficient proposals on overcoming the problem moments in case of appearance as well as supply of valuable and efficient activity of the partners at different stages of project realization.

About 40 representatives of Ukrainian, Moldavian and Belarus authorities, IOM missions in these countries, foreign diplomatic missions in Ukraine, non-governmental organizations participated at the first RMC meeting.

Africans do not endure severe frosts and die on the half way to Europe

On March 21, 2013 border guards of BS “Novoselytsya” found some migrants froze high in the mountains at the border of Transcarpathia, who hardly died from coldness. As it was reported in the Department on Cooperation with Mass Media of Administration of State Border Service of Ukraine, three men of African appearance wanted to get to Slovakia. The travellers were dressed rather lightly; probably they did not expect such a weather in Transcarpathia. They froze through light jackets and trainers, who also got lost and did not know where to go. Meeting unfamiliar persons that were already in the state of hard over-cooling, the officers of State Border Service took prompt actions in order to rescue them. Despite of complicated weather conditions and recent death of the citizen of Sri Lanka from of over-cooling at the same direction as well as rather big distance to the nearest populated area, border guards informed their Slovakian colleagues about detainees.

They made agreement with Slovakian border guards about transfer of illegal migrants directly to the border and their direction to medical establishment, – as there was only 1 km from the side of Slovakia to the nearest populated area. After the health state of African will be stabilized, their further destiny will be decided.

It was preliminary established that unfamiliar persons were the citizens of Somalia in the age of up to 30. They planned to get illegally to EU countries. Smugglers assisting them in the trip left them.

Citizens of Guinea and Senegal travelled with forged documents

Two trespassers were apprehended by the border guards of Mostytskyi Detachment at the check points bordering with Poland. Thus, one of the violators was detected at the check point “Mostytska – railway station”. The passenger of the train moving from Lvov to Wroclaw gave someone’s passport for control. The traveller introduced himself as the citizen of Guinea and explained that that document of the citizen of Poland he purchased from his friend. According to his words, he as if lost his document. At the present moment, the personality is under establishment.

One more trespasser with invalid documents was detained by law enforcement agents of the same detachment at the check point “Shegeni”. The man was walking on foot to Poland. According to the words of the detainee, he was the citizen of Republic of Senegal, and his original document he as if lost in Ukraine.

Working meeting took place with representatives of Project MIGRECO

State Migration Service of Ukraine conducted working meeting with representatives of the Project of International Organization of Migration in Ukraine “Management strengthening in migration processes and cooperation on issues of readmission in Eastern Europe” (MIGRECO).

In the course of the meeting the direction of Project MIGRECO activity was discusses, which started its work from February 1, 2013 as well as its other separate components –“Evaluation of management system in the field of identification” and “Evaluation and conduct of actions on potential advancement in the issues of collection, processing and analysis of information in the sphere of migration”.

Maryna Mayrova, officer of the programmes of IOM representation in Ukraine, and Yuliya Ryzhyh, senior specialist of Project MIGRECO participated on the part of Project MIGRECO in the meeting.

Border guards rescued two illegal migrants, one died because of overcooling

On March 14, 2013 at 10 p.m. border detail of BS “Novoselytsya” (Transcarpathian oblast) detected three persons without documents high in the mountains 50 meters before the border. Unfamiliar persons were dressed in light clothes and were in the state of strong over-cooling. Regarding complicated weather conditions: heavy wind, air temperature – 5 degrees below zero, snow covering of more than 70 cm and ice-crusted ground, owing to peculiarities of the relief of mountainous locality – the service car could not get to the place of detection of unknown persons. Thus, a decision was made to send three border details with warm clothes and means of first aid towards the group. Besides, an ambulance was called for from Perechyn Central Regional Hospital.

During the trip to the nearest populated area, one of the migrants became unconscious. Border guards gave first medical aid, however they could not recover his consciousness. Border guards had to take the senseless refugee in their hands. The doctors of the first aid stated the death of unfamiliar person, probably from over-cooling. Two more detainees being in dangerous state were delivered on the hands to Border Service Subdivision, where medical men provided them with necessary aid. Now, detainees are in the serious health state of over-cooling.

During the advance interview, it was established that unknown persons were citizens of Sri Lanka, they intended to get to one of EU countries. The smugglers assisted them in crossing the border, probably these were local residents from the nearest populated areas.

Border guards informed about the accident to law enforcement agencies of Transcarpathian oblast. Investigatory actions are started.

Working meeting was hold with the chief of IOM representation in Ukraine

On March 13, a meeting of the first chief deputy of SMS of Ukraine, Viktor Sheibut was hold with the chief of IOM, Manfred Profasi. During the meeting, problems were discussed on organization of the visit to Ukraine in 2013 of the General Director of IOM, Villiam Leisy Sving. At the same time, the discussion took place about the further cooperation, in particularly provision of IOM with assistance in order to realize projects on Ukraine, patronage in identification of refugees aiming at decrease of the level of illegal migration, training conducting for the workers of SMS of Ukraine.

Transcarpathia thinks and takes care of refugees

On March 5, 2013 a meeting of working group on issues of integration of refugees and persons in need of subsidiary protection took place at Transcarpathian Regional State Administration (RSA).

The participants of the meeting discussed the Regional Plan of Actions on Integration of refugees and persons in need of subsidiary protection for the period until 2020.

Transcarpathia, – it is said at the press centre of RSA, – needs such a programme as just in the course of the previous year 5 persons were recognized as refugees, 36 persons were granted subsidiary protection. 112 applications on asylum were submitted. 23 persons keep actual connection with Migration Service.

In particular, the Regional Plan foresees the investigation of reasonability to increase the facility of the acting Temporary Holding Centre, improvement of social and daily conditions. It is also planned to provide with the work of adaptation courses, courses on studying Ukrainian language, history, culture, government system of Ukraine, national legislation, etc. There will be also consultations with migration bodies, scientific establishments of foreign countries, international organizations and social associations aiming at learning the experience in the field of asylum, protection of refugees and persons in need of subsidiary protection.

Meeting of Financial Aid Commission to asylum seekers and refugees was hold in Kyiv

On February 28 – March 1, a meeting of Financial Aid Committee to seekers and refugees was hold (together with UNHCR, CF «Rokada» and Head Administration of State Migration Service of Ukraine in Kyiv). On the part of SMS, Dyachuk N.G., the chief specialist of Department of Social Integration and Interworking with Non-Governmental Organizations, took part in the event.
