Border guards of Chop Border Detachment detected two citizens of Congo a day before, who intended to cross Ukrainian-Hungarian border having forged documents. Two men going by bus “Kyiv-Vienna” gave passports of the citizens of France to border detail. However, in the course of the investigation of passports for travelling abroad border guards detected that they were completely forged. As the travellers reported they arrived to Ukraine aiming at studying at Ukrainian higher institutions, but then they made a decision to look for better life in France. Some unfamiliar persons helped them in preparation of the documents for € 1250. Administrative and procedural documents were drawn up as to detained “Frenchmen” for attempt to cross the state border. Decision on responsibility before the law and their further destiny will be defined by the court.

On January 29, State Migration Service of Ukraine under the chairmanship of the first chief deputy of SMSU, Viktor Sheibut conducted a meeting of inter-agency working group in order to process and solve problem issues in the sphere of refugees and asylum seekers.

The working group was formed in the frames of I^st (legislation) phase of Plan of Actions as to liberalization of visa regimen for Ukraine by European Union.

The participants of the working group were representatives of Administration of State Border Service of Ukraine, General Prosecutor’s Office of Ukraine, Ministry of Foreign Affairs of Ukraine, Ministry of Science and Education, Youth and Sport of Ukraine, Ministry of Social Policy of Ukraine, Ministry of Health Care of Ukraine, Ministry of Justice of Ukraine, Security Service of Ukraine.

State Migration Service was presented by the first chief deputy of SMSU Viktor Sheibut and director of Refugee and Foreigner Department, Nataliya Naumenko.

In the course of the meeting the following subjects were discussed: project of report of UNHCR “Ukraine as country of asylum: Results of observance for the situation with asylum seekers and refugees in Ukraine”, problem questions about legislation on refugees as well as organizational points of further activity of the working group.

In the airport “Boryspil” border guards of BS “Kyiv” apprehended 25-year-old woman from China during the check in of the passengers arrived from “Sheremetievo” (Russia).  The woman gave a Ukrainian residence certificate for control. However, border guards established that document was issued by incompetent body and there were orthographic mistakes as well as forged seals in it. The treaveller made her way to Odessa, though she refused to explain where she got this forged document. At the present moment, Chinese is sent by a return flight back to the country of departure.

On January 28, an expanded meeting of the board of SMS of Ukraine took place at the participation of the structural sub-departments, territorial bodies as well as enterprises and establishments referred to the administration spheres of SMS of Ukraine.

In the course of the meeting, the work of Migration Service and territorial bodies in the year 2012 was considered on the main directions of the activity, besides on processing and issuance of passport documents to Ukrainian citizens, logistical support of the departments’ activity and their informatization, work with foreigners, stateless persons, refugees, etc.

Opening the meeting of the board, the chief of SMS of Ukraine, M.Kovalchuk marked that a large-scale work was conducted on normative legal and organization support of SMS activity and territorial bodies during the year 2012.

As at January 1, 2013, Migration Service has fulfilled all functions in whole volume determined by Regulations about it.

Organization of the staff, improvement of logistical support of the work of the sub-divisions and improvement of the quality in rendering administrative services are defined among the priority tasks for 2013.

The chief of SMS of Ukraine paid special attention of the directors of territorial bodies to ensure the necessity of effective work of hot lines at each territorial bodies due to which citizen can receive explanation of  present migration legislation and information as to work regimen of territorial sub-division.

In the course of border control, officers of State Border Service detected 179 persons having someone’s passports, 381 citizens used forged document and more than 16 thousand persons were apprehended with invalid documents. During the year, for administrative infringements fines were imposed for the sum of almost 30 million UAH, which is 10% more in comparison with 2011.

Besides, during the year 2012 the officers of SBS of Ukraine detected 2181 illegal migrants. 1117 persons were detained for illegal cross of the border, which is 12% less in comparison with the previous year (2011 – 1263 persons). It is worth to mark that starting from 2008 a tendency is observed in decrease in the number of detainees and non-admitted migrants, first of all potential illegal migrants detected during the attempts of entrance at the check points. There are citizens of Moldova, Georgia, Afghanistan and Somalia in the majority among detentions for illegal cross of the state border, violation of the rules on stay in Ukraine and other infringements. Peculiar activity of illegal travellers is observed at Ukrainian-Slovakian border. Just at this area of the border, border guards apprehended 440 potential illegal migrants for illegal cross of the border during the year. In general, in the course of the last year 4644 potential illegal migrants were not admitted to enter Ukraine, which is 27% less than in the previous year (2011 – 6,3 thousand). The main reasons of non-admission to Ukrainian territory were: “travellers” could not tell the goal of their trip, or higher educational establishment, in which they as if had to study.

Authorities of Poland are about to strengthen the security of their western border, the largest area of which is in Ukraine, because of the growth in the smuggling volumes and number of illegal migrants…

It is said in the Polish newspaper Rzeczpospolita marking that 1,7 thousand staff of border service, who are now working at the south of Poland, will be transferred to work to the western border till the end of the current year,.

“According to data of Ministry of Interior, borders on Czech Republic and Slovakia are considered to be safe, illegal migration or contraband are massively observed at the east”, – it is written in publication.

On Saturday, border guards of BS “Yagodyn” (Volyn oblast) detected the violator. He intended to cross the border by someone’s passport for travelling abroad. The man of Asian appearance was traveling by train “Kyiv-Warsaw” and gave passport of the citizen of Malta for the check. Law enforcement agents noticed that document was completely forged. In order to establish the circumstances of the infringement, the detainee was invited for the interview during which he gave his real passport – the citizen of Iran. Then, the passport of the citizen of Malta was handed over to MOI officers for consideration as to the forgery of the documents.

Also in the airport “Boryspil”, border guards of BS “Kyiv” detected forged Greece residence certificates. They were detected during the passport control at transit passengers, the citizens of Iraq, who made their way to Helsinki. The men arrived from Tbilisi. Now they are sent by a return flight to the country of departure.

Border guards of Chop Border Detachment stopped illegal cross of Ukrainian-Slovakian state border.  Due to not indifferent local residents that informed about the movement of unfamiliar persons in the border zone, measures on search and detention of unknown persons were conducted in the area of BS “Guta”. Following timely presented information and competent actions of border detail at the post “Kamenitsa”, border guards were able to prevent illegal cross of the state border by four men. They introduced themselves as citizens of Georgia, however, they could not present any identifying documents for the control. In the course of further check, border guards established that Georgians got to the territory of Ukraine legally, but they intended to enter European Union illegally. Administrative and procedural document were processed for all detainees for the attempt to cross the state border illegally. Decision about responsibility before the law and their further destiny will be defined by the court.

On January 17, a working meeting was held on the issues of preparation and publication of the textbook for learning Ukrainian language by refugees and asylum seekers. The meeting took place at Regional Representation of UNHCR at the participation of representatives of Ministry of Education and Science, Youth and Sport, CF “Rokada” and Publishing House “Uspih”. The chief expert Kasyan T.P. was on the part of State Migration Service.
