Two Ukrainians transporting 6 stateless persons will have to pay the fine

The officers of BS “Vinnytsya” together with workers of SMVI (State Motor Vehicle Inspectorate) stopped two cars to check at the crossroads of highways “Vinnytsya-Lhmelnytskyi_Mogeliv-Podilsk”. The cars were driven by two citizens of Vinnytsya. Their passengers were 6 migrants from African continent. They had no any documents identifying their personality.

During the filtration measures it was learned that these were five Africans – migrants from Somalia and one of their friend was Syrian. Before, each of them received the certificate about appeal on granting them refugee status on the territory of Ukraine. In this connection they were released. However, the drivers are to pay a fine from 3400 to 8300 UAH as they violated the order on assignment of means of transport to stateless persons.

Illegal migrants from Russia and Moldova were detained in Transcarpathia

During the last days, border guards of BS “Uzhgorod” detained 1 citizen of Georgia intended to get to one of the countries of Western Europe through the territory of Transcarpathia. As it was established, he got legally territory of Ukraine through the check point for air service “Boryspil” already in February of the current year and during all this period he lived in Kyiv. According to his explanations, he chose Ukrainian-Slovakian border because he was waited by his countryman in Slovakia who crossed the border legally and with whom he had to continue his trip along the territory of EU.

At night, while the border guards of BS “Palad Komarivtsi” carried out the searching actions they detained one citizen of Republic of Moldova, who was seeking better life in one of the countries of Western Europe. But his plans were not realized.

At present moment, the administrative-procedural and checking measures are carried out in both cases. The punishment and further destiny of the persons will be decided by the court for the attempt to cross the state border of Ukraine illegally.

Illegal migrants from Africa break to Hungary through Transcarpathia

Five citizens of Somalia were detained in Transcarpathian region, who intended to cross illegally the border to Hungary.

The border guards of BS “Kosyno” of Mukachevo Detachment apprehended four citizens without documents in the suburb of inhabited area Popovo on March 21. According to the words of the detainees, they were citizens of Somalia intending to get illegally to Hungary.

One more Somali person having also no documents was detained a km before the border. Later it was learned that all of them arrived to Transcarpathia with the help of unknown person. Then, during some period they were hiding at one of the abandoned farms in Berehovo district.

At present moment, detainees are at Chop detention centre, their destiny will be decided by the court.

There are measure undertaken on establishing the circumstances of infringement and the circle of persons participating in this delinquency.

“Tourist” from Somalia tried to cross the border to Slovakia from Transcarpathia

4 illegal migrants from Somalia were apprehended in Transcarpathia, who intended to cross the border to Slovakia. They were detained by the border guards of Chop Detachment together with MOI officers in the suburb of Uzhgorod. Men were moving towards the border having no any documents. During the investigation it was established that they arrived to border by taxi. They paid $200 to a driver for each passenger. The driver pointed them to direction which they had to continue their way and left. Now, the law enforcement agents are searching the persons involved in the infringement.

Channel of illegal transportation of citizen of Eritrea was desposed in airport “Boryspil”

During the check in of passengers in the airport “Boryspil” making their way to Stockholm, border guards of separate check point “Kyiv” detained 32-year-old citizen of Eritrea. The man intended to cross the border by Belgian passport, however, the officers established that this document did not belong to its bearer and it was completely forged. The organizers of illegal transportation of this citizen abroad were detained in the course of immediate operative measures as well as one more Eritrean with strange passport of Swiss citizen. He also planned to take off from Ukraine by the same plane. As it was known, the violators trying to get in such a way to the countries of European Union paid for the trip with fake documents $ 4000 each. A criminal case is commenced according to the Part 3 Article 332 CCU (illegal transportation of persons through the state border).

Illegal migrants from Africa were apprehended at stationary SMVI post in Transcarpathia

At the post of State Motor Vehicle Inspectorate (SMVI) in Nyzhni Vorota (Transcarpathia), policemen stopped the car driven by local resident. During the check of the car policemen found three illegal migrants, citizens of Somalia (2 men and a woman) without any documents. Illegal migrants were delivered to Mukachevo Border detachment, and the car was taken to Secure Vehicle Compounds. A criminal case will be commenced against the driver.

36 foreigners out of 6600 illegal migrants in Transcarpathia were granted refugee status

Owing to its geographical position, Transcarpathia is the most lively crossroad of legal as well as illegal transit migration. Just in the course of the last three years border guards, MOI and SSU officers in the region detained more than 6600 illegal migrants. However, there are also those persons in this flow – refugees, who need special attitude, protection.

In the year 2011 territorial body of Migration Service received 104 applications from persons applied for asylum in Ukraine. This figure is less in comparison with the previous years as there were 1186 such applications in the “peak” year 2007.

The experts explain it by some factors among which there is general decrease of volumes of illegal transit migration through Ukraine, strengthening of EU borders security pushing away the organizers of illegal migration from this direction, world economic crisis and consequently the lessening of demand for working power in European countries.

Though, a clear tendency in number increase of applications on refugee status granting is observed in a territorial angel of some countries. It is said about migrants’ applications originating from the countries with armed conflicts, where there is a danger of freedom, tortures or death penalty can be applied – these are  Somalia, Afghanistan, Iraq.

According to the words of the head of Refugee Department in Transcarpathian region Nikolay Tovt, the growth of appeals on protection from foreigners from some countries is caused also by the implementation of new Law of Ukraine “About refugees persons seeking temporary or subsidiary protection”, which since July of the past year has sufficiently broadened the list of conditions due to which protection is provided and the circle of persons this protection is applied to.

Thus, the asylum seekers, who were refused in granting convention refugee status before, started to appeal repeatedly with corresponding requests to bodies of Migration Service. So, during January-February of the current year, 33 foreigners enjoyed this right in the region. In all, during the last 15 years, about 4900 persons addressed to Migration Services of the region with request to grant them refugee status in Ukraine (the biggest number in the country). 36 migrants were granted official refugee status.

Chechen family with children intended to get to Austria through Transcarpathia

During the last days border guards of Chop Detachment detained 4 citizens of Russia in the area of BS “Uzhgorod” (Slovakian border). Detained illegal migrants were residents of Chechnya, therewith they were spouses. They took two little children (5 and 6 years old) into a trip. It should be mentioned that the family got to the territory of Ukraine legally and with correspondingly processed documents. However, they had to stay in Kyiv. According to the explanations of the very detainees, they planned to get to Austria in order to improve their living conditions. At present, the checking measures are undertaken. Their further destiny will be decided by the court.

Ukrainian-Slovakian area of the border has already become active as to the number of illegal migrants long ago.  Altogether, during the last year the number of attempts to cross the border in this direction decreased in 22%.

Three Afghan travellers were detained nearby the border

Border guards of BS “Milove” in Luhansk region detained three citizens of Afghanistan, who arrived to Ukraine illegally. Law enforcement agents stopped men of Asian appearance nearby the border. It was established that detainees did not have any documents. According to the explanations of the travellers, they were citizens of Afghanistan of the age 21 to 25 years old intending to get to the countries of Western Europe. At the present moment border guards carry out checking measures.

Border guards detained Somalis, who were carried in hands over the river

Border guards of BS “Dilove” of Mukachevo Detachment detained two under age citizens of Somalia. During the check of the vehicles law enforcement agents detected two dark-skinned boys inside the car. They did not have any documents identifying their personality. According to the words of the boys they were 15 and 17 years old and they were citizens of Somalia.  One of the boys was taken to the hospital because he froze his arm and needed medical aid.

Five more travellers were detained by the border guards of BS “Stanchyno-Luhanske” of Luhansk Detachment, who also travelled without documents. Stopping two cars nearby the settlement Gerasymivka, law enforcement agents detected four men and a woman of the age 19-24 years old. They were also citizens of Somalia, who confessed in their intentions to get to the countries of Western Europe.

Border guards detained three citizens ofUkrainewho smuggled these citizens. According to the explanations of 31 and 56-year old Ukrainians, they transported the foreigners illegally through the ford of the river Derkul. Men dressing up the fishing clothes took the migrants on their back in order not to wet their clothes. Detained citizens ofUkrainewere handed over to MOI. All the circumstances of the violation are established now.
