Two Iranians with strange passports were detained in “Boryspil”

Border guards of separate check point “Kyiv” detained two men. Two passengers arriving from Turkey named themselves the citizens of Netherlands during the passport control. However, while identifying them the border guards established that presented documents to check did not belong to them. Soon, it was learned that travellers were citizens of Iran. The very detainees confessed that strange passports and plastic cards they bought during their stay in Thailand for €6000. In such a way, Iranians intended to get to the countries of Western Europe.

The first Parliament of Children-Refugees in Europe started its work in Ukraine

The first in Europe International Parliament of Children from refugee families started its work inUkraine. It was formed with the support of Danish Refugee Council and Congress of National Minorities of Ukraine.

Now, the members of International Parliament are more than 10 girls from the families of Afghani refugees in Kyiv, there are active Committees beyond the city formed by the children from the families of Afghanis, Pakistanis and Syrians. They contact each other by email, use Skype: it allows the teenagers to be in constant contact, define problems and targets, which bother them and need solution.

The first decision made by the parliament majority was to gather humanitarian aid for asylum seekers. There is a big box in Kyiv centre of Congress of National Minorities of Ukraine, where clothes and footwear are put for such families. Then Parliament voted for participation in All-Ukrainian action “Stop racism!” children-refugees and asylum seekers created a series of drawings as to this topic.

Radio Freedom, its speaker 14-year-old Nyulam reported about formation and activity of International Parliament.

«Interesting people fromDenmark visited us in summer. They conducted competitions and trainings with us as well as told us about the problems of the refugees, – she says. – I was born inUkraine – my parents are refugees. I have some friends; they are from families of Afghani refugees as well: we decided to form our own body of administration in order to help each other and families of asylum seekers. We addressed to families of refugees from other towns/cities ofUkraine and proposed to cooperate with us and take part in the work of our parliament”.
Youthful Parliament in action: projects and proposals   

At the agenda of Youthful Parliament there is publication of collection “I have right!” with information about Ukrainian and international acts (laws) in the field of children and refugees’ rights protection. There is also organization of cooperation with Ukrainian and European schools in the plans of the parliament, where children from families of refugees study.

According to her words, mutual understanding between children-refugees and Ukrainian children of the same age assists in participation of common creative actions or sports events.

«We communicate on different topics: I tell about our holy book the Koran, and my new friends – about the Bible. My Ukrainian friends like to tell about national dishes, about borsch, sweets, and I retell about Afghani cuisine », – Nyulam reported.

Odessa story of success  

The expert of Danish Refugee Council Evhenia Mazurenko supposes that creation of Parliament is important for understanding between the refugees from different countries and for integration of children-refugees into society. International Parliament of Children-Refugees is the first similar institution in Europe and Ukrainian experience will obviously interest governments, which have the problem of social and psychological integration of families of refugees into society, – she mentions.

Besides, the Council supports also a series of interesting projects allowing to children-refugees to become successful in Ukraine.

«We have an interesting story inOdessa. There is one active boy (from the family of refugees). This boy collected a team of football players of the same age. This is a team on mini-football, five Afghani children and four Ukrainian ones. For the expenses of Danish Refugee Council they bought uniform, footwear and all other things necessary for playing football. During summer, this team won 5 matches! Then this boy was invited to children team of FT “Chornomorets”.

By the way, International Parliament of children-refugees will soon address to National Agency of Ukraine as to preparation to Euro-2012 with a proposal to includeOdessateam to participation in the ceremony of balls service to participants of championship. The majority votes for this decision.

Family from Syria under the cover of night wanted to rush the border of Transcarpathia

Late in the evening, border guards of BS “Luzhanka” detained three persons – two adults: woman and man and their minor son in the distance of 1000 m from the state border line in the suburb of the village Astey, Berehovo district. As it was established during the interview, detainees were citizens of Syria. Also in the course of primary questioning, detainees reported about their arrival to Ukraine by plane from Syria to Turkey, and then they came to Ukraine, namely to Odessa. The Syrians stayed inOdessa2 months and rented a flat for residence. Then, they took taxi to the village Astey, Berehovo district. The citizens of Syria learned about the state border of Ukraine with Hungarian Republic from the Internet. Now, detainees are in the detention centre of Chop BD. The court will decide their future destiny.

Transcarpathian border guards took off 3 Africans from barrage fence

Three citizens of Guinea trying illegally to cross Ukrainian-Slovakian border were detained by the border guards of BS “Velykyi Bereznyi”.  Early in the morning 50 from the state border, border detail noticed three unfamiliar persons moving towards the border and trying to get over the barrage fence. Seeing the border guards, one of the trespassers tried to run not reacting upon the voice commands of the law enforcement agents. Only after some warning shoots were done, the border guards managed to stop the “sprinter”. The trespassers were two men and a woman in the age of 17 to 24 years old without documents. According to explanations of the detainees, it became known that they intended to get to one of the countries of European Union. They prepared to a trip carefully, they learned about the route from the fellow countrymen, who were apprehended before in the area of border detail. At the present moment illegal migrants are in the detention centre of Chop Border detachment. Their further destiny will be decided by the court.

European Union “makes a present” to resident of Transcarpathia – three settlings for illegal migrants

Scandal broke out in Transcarpathia: the public protest against the planning of building of three new centres to keep illegal migrants. However, neither local people nor municipal authorities were asked about their wish to give shelter to illegal migrants.

Information about these plans came to light quite accidentally: representation of European Union in Ukraine has spread press-release where it is said about allotment of €30 million to the country in order to solve the problems of illegal migrants. It was pointed out there that three centres for illegal migrants are planned to build in Transcarpathia.

In particular, press-release reported: “European Union allotted €30 million for problems solution as to illegal migrants, strengthening of national policy in the field of migration as well as building of seven centres of temporary accommodation and two centres for keeping migrants during next two and a half years in the context of Agreement on Readmission between EU and Ukraine”.

As to the idea of EU, this project “will help Ukraine to detain and treat correctly irregular migrants – in accordance with the best European practices and humanitarian standards”. Also, according to opinion of European and Ukrainian authorities who composed the project “…renewed centres will provide with corresponding conditions for residence and treatment of migrants accepted in terms of readmission or detained irregular migrants”.

According to information of EU, TACs are planned to be placed in Uzhgorod, Velykyi Bereznyi and Solotvyno in Transcarpathian region, four more centres are supposed to be opened in Lvov,Sumy and Luhansk regions. The building is expected to start in autumn 2011 and will finish in 2014.

Local journalists established at once, that municipal authorities have heard about these plans. Moreover, population is far from being pleased with these plans because their realization threatens with worsening of the region’s image and direct deterioration of criminal situation while on Transcarpathians’ opinion this money could be spent not for keeping but for deportation of illegal migrants.

During the attempts of addressing for the comments to representation of EU in Kyiv to persons indicated in the press-release on the part of Ukraine, a reply was received. It was mentioned that all information is at the official Internet-representation of structures of European Union.

Interesting situation has formed. Ukrainian officials make agreement with EU about the plans which suit Europeans very much but are not good for local population, while Ukrainian part does not give any information about these agreements. It is rather difficult to find this information on the website of EU – nobody systematize it especially for Ukrainians.  And it is presented in English language, which is to say present some kind of difficulty to read for considerable part of Ukrainians.

Simultaneously, negative perception of these plans by local residents is quite understandable. People here still remember the outbreak of epidemic of typhus of Asian origin, which was fixed in Perechyn: dangerous infection got into water bodies due to “guests” there. One more moment is connected with holding of illegal migrants. Detained migrants in a great number were kept at local centre in Pavshyno for a long time. Means were not drafted for illegal migrants so border guards had to shorten rations in order to feed the “guests”. So, population has no point to be glad about secret plans of EU and Ukrainian authorities.

But great danger is hanged over local population connected with the plans in the context of the law recently initiated by Ministry of Justice of Ukraine at the head of Alexandr Lavrinovych, who introduced new rules concerning illegal migrants.

In particular, if to believe to formulation of its authors, this law is directed upon the speeding-up the realization of compulsory expel of the foreigners and persons without citizenship by means of terms shortening of administrative execution on the cases of their detention and compulsory expel. The main innovation is that now border guards detaining illegal migrant even without the documents do not have a right to keep them more than three days. If border guards did not identified the personality for such a short term (it is impossible to do it during 3 days), they should release him any way.

As border guards themselves point out that during three days it is physically impossible to establish personality of illegal migrant because it is impossible to carry out further procedures i.e. decide the future destiny of the trespasser. Practice showed at once that hardly all persons released after three days of detention illegal migrants are apprehended for the second time. In the period of release and the second detention illegal migrants have to eat something. Stealing, robberies and other criminal “side-effects” of the illegal migrants’ staying in our country start to take place.

Concerning European and its demands, so the position of parliamentarians should be recalled on this point in the context of illegal migration. “Bagnet” has recently cited the opinion expressed by national deputy of Communist Party of Ukraine Alexandr Golub on this point.

According to his words, Europe is not ready to open borders for Ukraine, however it is ready to turn it to settling for illegal migrants. “Undoubtedly, we would not like our country to be turned into so-called settling when all illegal migrants will be returned with all diseases, with all the criminal world, etc. Just in this Europe is interested. Is Ukraine interested in it?” – politician marked.

It is hard to evaluate the insight of the national deputy in the context of those things that are prepared now in Transcarpathia. HereUkraineis just obliged to protect its interests and not visa verse.

Moreover: concerning visa free regimen with EU, so its approaching can be quickened by another law “About documents identifying personality and confirming the citizenship of Ukraine” foreseeing introduction of biometrical passports for travelling abroad. This law foresaw also introduction of biometrical cards of the migrant which would be the basis in the system of registration and identification of migrants.

As it follows from above mentioned, organization of reliable control under migration processes right now acquires paramount importance due to which biometrical identification system of migrants can render serious help.Ukraine is entirely ready to serial issue of biometrical documents as well as migration cards and refugee certificates. However, prepared corresponding legislation is blocked by high-ranking Ukrainian authorities who have their own interest in it, and in the first place the head of Ministry of Justice.

Here, Lavrinovych does all for visa free regimen for Ukraine it will stay unachievable dream. Though, it is not a secret that this official is materially interested in calling to production of Ukrainian identification documents got stuck in corruption of German company. Protecting selfish interest, this official directed all his efforts upon the discredit of adopted Law by Supreme Council “About documents identifying personality and confirming the citizenship of Ukraine”. And here his actions somehow not much similar to efforts of approaching with Europe, about which Lavrinovych when reporting is much worried about.

Uzhgorod resident sheltered 7 illegal migrants from Africa and Syria

On the eve of the weekends border guards of Chop Detachment together with policemen detected 6 citizens of Eritrea and 1 citizen of Syria in private flat in Uzhgorod. Illegal migrants did not have any documents and all of them planned to get to Italy.

The number of under age refugees grows in Ukraine. Usually, these are children from Afghanistan and Somalia, running away from their country without adults. According to official data, only during two years the number of such illegal migrants has increased in ten times.

Illegal migrants did not get to EU countries because of car accident

The border guards of BS “Novoselytsya” of Chop Detachment detained 3 Somalis. They were transported by the car Volkswagen by Ukrainian man. The driver did not react to demand of border detail to stop and tried to throw the border guards. During his escape the car went down to ditch, where he was arrested by the border guards.

In the course of further searching actions late at night, law enforcement agents found one more Somali in the suburb of the village Dubrynychi.

Some hours later of the same night, border guards of BS “Stuzhytsya” detained three citizens ofSomalia. Two men and a woman hided in an abandoned building in the village of Volosynka, V.Bereznyi district. They spent the night in the cellar of a Transcarpathian resident.

Somalis orienting the stars to European Union were detained in Transcarpathia

Ukrainian border guards detained four illegal migrants in Transcarpathia nearby the river Tysa. They were citizens of Somalia intending to get to EU countries. Somalis were apprehended during their attempt to cross Ukrainian-Hungarian border at night. The violators lost their orientation. They found the shelter nearby the river Tysa. Not knowing that they are watched by the border guards, four of them were examining the star sky trying in such a way to define what direction they should move. Law enforcement agents detained these “tourists”. They were citizens of Somalia, man and women in the age of 19-23 years old. They did not have documents.

Besides, border guards detained three more illegal migrants from Moldova to the railway station of Chop (Transcarpathian region). At the present moment, all violators are called to administrative responsibility according to Article 204 Part 2 of Code of Ukraine on Administrative Infringements for attempt to cross the state border illegally. They are TD of Chop Border Detachment. The further decision will be made by the court.

5 citizens of Moldova were detained in Transcarpathia

Five citizens of Moldova who violated the rules on stay in Ukraine, were detained by the border guards of BS “Novoselytsya” of Chop Detachment together with SSU workers. After stopping two cars driven by Ukrainians, law enforcement agents detected 5 men in the cars, migrants from Moldova. During the check of the documents it was established that men had to stay in Vinitsa region and not in Transcarpathia. Soon, travellers of the age 19 to 44 years old confessed that providing the trade of petrol-powered saws they decided to change their intentions and tried to realize their goods in other regions. Law enforcement agents drew up the administrative documents as to detainees.

Afghani family intended to get to EU countries twice through Transcarpathia

A group of illegal migrants intending to cross the state border were detained by the border guards of BS “Knyagynya” of Chop Detachment. A man and woman with 2 under age children – girl (3 years old) and boy (6 months) were stopped 200 m before the state border. As it was established, spouses were apprehended not for the first time. Last month, citizens of Afghanistan were stopped by the border guards of the same detachment while travelling. Detainees were delivered to THF for refugees in Perechyn. On the day of detention, Afghanis arrived to the court in the town of Uzhgorod for case submission on administrative infringement. However, after the sitting in a municipal court they tried to get again to EU countries instead of returning back to Perechyn. They were helped by the accomplices who took them to the border by taxi. Desperate travellers were stopped nearby the barrage fence. Now, the persons involved are established.
