Africans failed to pass by the border guards of Transcarpathia

Border guards of BS “Kosyno” of Mukachevo Detachment detected and detained four trespassers during the monitoring of the border.  Unfamiliar persons were noticed at the border of Transcarpathia at night with the help of thermal imager. In some minutes border detail caught two travelers and stopped them 50 m before the state border. They did not have any documents, and reported that they arrived to Transcarpathia from Sudan.

Two more residents of this country were stopped by the border guards not far from the first group. Detainees were delivered to border subdivision for processing procedural documents as to Articles 202 and 204-2 of Crime Code of Ukraine.

UNO: there are more than 3000 children-refugees in Ukraine

According to UNO calculations, since the beginning of March already 10 000 refugees have appeared, the third of which are children. According to the data of Agency, resettlement of Ukrainians from one region to another one has commenced before March referendum in the Crimea and since that time it constantly grows. Statistics on displacement of persons is formed on the basis of data provided by the Agency from the body of municipal authority. As it is mentioned, there are persons being resettled twice: the first time – from the Crimea, and then – from the east of Ukraine. The majority of resettled persons are Crimean Tatars, however municipal authority has also recently informed about the increase in the number of ethnic Ukrainians, Russians and mixed families. At least, the third of the refugees are children. The majority of the families moves to central (45%) and western Ukraine (26%), however, the part of persons has also been placed in the south and east. The number of asylum seekers from Ukraine to other countries renders to be low. The reasons reported by the resettled persons are: direct personal threatening, fears of persecution or general dangerous situation. Someone mentions threatening received by the phone either via social networks or in the form of messages found by them nearby their houses. People say about fear of persecution because of ethnic origin or religious beliefs. The journalists, human rights activists and intellectuals specify their professional activity as the reason of persecution. Others say that they cannot do business any more. The key problems arising before the internally displaced persons (IDPs) – is access to social services, availability of permanent housing and registration processing on the place of residence. The last one is necessary for access to economic and social rights as well as to means of existence. First of all, assistance to IDPs is organized through Oblast State Administration, public organizations and voluntary contributions of the citizens. People are provided with shelter by local municipal bodies or stay at private health resorts or hotels. At the present moment, others are placed in private housings. However, the opportunities of host citizens are quickly exhausted. The urgent problems are necessity in permanent residence, extension of opportunities on employment as well as support of public and local organizations in elaboration of long-term solutions for people, who have become internally displaced.

Number of willing to emigrate grows

Ukrainians massively move abroad. According to official data, within the years of independence of Ukraine about 2,7 million citizens have departed abroad. Besides, now it is dangerous to stay in the country, thus many look for the happiness abroad.

However, the actual migration losses are in 1, 7 times more than those being fixed by the official statistics.

It was reported by the chief scientific employee of National Institute of Strategic Investigations Elena Malinovskaya during the conference in the frames of the project “Efficient management by labor migration and its qualification aspects”.

“According to data of our official statistics 2,7 million persons moved from the country in the course of the years of independence, about 2 million of which depart to CIS countries and more than 700 thousand to other countries of the world. However, the population census conducted in 2001 showed that the actual migration losses were in 1,7 times more in comparison with fixed official statistics”, – Malinovskaya marked. According to her words, economic instability stays the foremost reason of Ukrainians’ migration.

It is unnecessary to talk about the reasons of Ukrainians’ emigration, only correlation of average wages can be represented. In 2010 the average wage in Ukraine comprised 4% of average wage in Germany, 6% – in Italy, 7% – in Spain, 20% – in Poland and Russia. There is no need to comment on this point.

 

Flee from Ukraine

The number of migrants from Ukraine has reached 6 million persons or the seventh part of the present population of former Soviet Republic. The corresponding data was published by International Organization of Migration. The half of Ukrainian migrants is the youth in the age up to 35 years old. In particular, the outflow is caused by the students move to Czech Republic, Canada, USA, Poland, Lithuania, Britain, Latvia.

Opinion poll of Kyiv Center “Sofia” testifies that the half of young residents of Ukraine in the age of 18 to 29 is ready to emigrate.

The average wage in Ukraine is about $370 being in the number of the lowest at the post-Soviet territory saying nothing of European countries, it was mentioned by Pavel Rozenko, ex-Deputy Minister of Social Policy of Ukraine.  .

Ukrainians run from Ukraine abroad

Experts concern that pensioners, state workers and “dark alcoholic power” will remain in Ukraine. “My source is Ministry of Foreign Affairs: in the course of the last six months Ukraine was left by the same number as in the course of four years before. The exact numbers are marked “secret”, but the problem was under discussion at the higher level. The reaction of the President became the emergency meeting with law enforcement officials: Prosecutor general, the chief of Tax Service, the chief of MOI, the chief of SSU were ordered to exclude the export of money abroad. And it seems being more secure for our authorities to deliver them from abroad. A foreigner, working on a rotational basis does not presume on pension and cannot participate in voting, is an ideal worker”, – it is written by active user of social network.
Someone is afraid that borders will be closed meanwhile.

According to data of State Committee of Statistics, 19 773 Ukrainians crossed the border in 2011. Only 90 thousand moved abroad “on business”. Half a million were as tourists. The rest (more than 17 million) had chosen the option of “private trip”.  Russian Federation (border of Ukraine was crossed more than five and a half million times), Moldova (more than two millions), Hungary (1 million 700 thousand) and Belarus (a million and the half) became the leaders in the number of visits.  Traditional “shelter” of migrants is USA being visited last year by 21,5 thousand Ukrainians, Canada – 5,5 thousand, Italy, where people often go to work, a little more than – 130 thousand, Portugal – 12,5 thousand. 21 415 296 foreign citizens entered Ukraine in 2011 – a million and a half more in comparison with those departed Ukrainians. Russians – more than 9 million, from Moldova – 4 million, from Belarus – 2,6 million, Polish citizens – 1,7 million, Israelis – 1,2 million.

According to statistics, Ukraine is in the ten of the world countries, which are the leaders on migration.   Due to different calculations, 6,6 million Ukrainians moved abroad for permanent residence in the course of 20 years of independence. “Vacant” places were filled in by the migrants– about 5 million. As to the report of World Bank “Migration and Money Transfers”, Ukrainians massively went to Russia, Poland, USA, Kazakhstan, Israel, Germany, Moldova, Italy, Belarus and Spain in 2011. In 2010 migrants transferred to Ukraine about 5,3 billion. However, people from Russia, Belarus, Kazakhstan, Uzbekistan, Moldova, Azerbaijan, Georgia, Armenia, Tajikistan and Kyrgyzstan arrived to Ukraine. In general, the tendency is the following: currency is received in Ukraine in 25 times more than left causing to sufficient exchange inflation. In case if the employees take their relatives to the places of their work there will be no necessity to allocate investment support of national economy. Authorities are not interested namely in this.

Americans think logically – if the person has paid for the studies in the course of three years, so he will not risk. He will return to get the diploma”.
“The government provides the reports about the indexes of the employment of the population exceeding the European ones. The level of unemployment in Ukraine comprises 8%, in European zone is 10,3%. And this employment does not fulfill the main task – a person does not feel himself to be protected, he cannot feed his family on earned money. The majority of people being employed are poor. Thus, negative migration tendencies are observed – Ukrainians do not see any perspectives, they cannot realize their potential. Trade market is open. There is no obstacles for departure, if the employee is highly qualified, educated, knows several foreign languages. Namely these persons move. It is easier to immigrate to USA, Canada and other English-speaking countries: Germany, the Netherlands, Holland, Denmark. There are a lot of acting programs stimulating the inflow of the specialist of definite jobs. Opportunities have appeared to emigrate legally to Poland and Czech Republic. Their youth goes to the West, in particular to Great Britain, thus, these countries have to attract foreign specialists, specifically doctors, – it is said by the manger of the company Job West Anastasiya Belova. A great deal of people call us, who are interested in departure abroad. Emigration is a durable and costly process. You need to collect many documents, make the translations, certify them, plus means for the resettlement. Often people go to work to some country and stay there.  70% of our clients moved to work and return already with the invitations. Then, they get residence permission. Above all things, the residents of the western oblasts leave as well as from the center of Ukraine. The east is not so active”.

This year, the record number of Ukrainians – 853 thousand will participate in the lottery Green Card. Only the citizens of Nigeria (1,36 million application) and Ghana (854 thousand) wish more to go to America are.

West is ready to accept young, healthy and educated Ukrainians.

Since the beginning of economic crisis about 10 thousand Ukrainians have become refugees

20-05-2014 Since the beginning of crisis in Ukraine about 10 thousand Ukrainians have been forced to become refugees. According to data of UNO, first of all, such a tendency touched Crimean Tatars. The United Nations Organization (UNO) has reported on about 10 000 Ukrainian citizens being forced to leave their homes from the beginning of the crisis. Such data are provided in the report of UNHCR published on May 20 in Geneva. According to the report, the first refugees appeared in the Crimea yet before the “Referendum” on joining to Russia, after which RF annexed Ukrainian peninsula against the regulations of international law. Deputy of general secretary of UNO on human rights, Ivan Simonovych warns about the flow of the refugees from the east of Ukraine. It is connected not only with current safety situation as well as with social and economic perspectives for the population. Ultimately, the Crimean Tatars were displaced. However, as to the report, for some time past messages are received from the peninsula about the growth in the number of refugees among people of Ukrainian and Russian origin as well as Ukrainian-Russian families. Let us recall that the Crimea became the first epicenter of instability in Ukraine after escape of the ex-president Viktor Yanukovych. After peninsula annexation by Russia, the separatist moods and in consequence military formation of the fighters spread over the east of Ukraine. It was recently reported that from 13 to 18 thousand persons were forced to resettle from the annexed Crimea to continental Ukraine. As it was informed by the chairman of public organization “Ukrainian home” Andrey Schekun, according to official data of Ministry of Social Policy, the number of refugees from the Crimea is about 13 thousand persons: about 8 thousand Crimeans and approximately five thousand families of servicemen relocated from the peninsula. “Our data differs to the side of increase because many people leaving the Crimea are not registered, and our number is about 18 thousand at the present moment”, – it was reported by Schekun. In Odessa and Transcarpathia 2 Syrians and 4 Somalis were detained

The channel of illegal migration of the citizens of Syria from Moldova was disclosed by the staff of State Border Guard Service in Odessa oblast.

The car was stopped for the check in the border area, namely in the suburb of the village Bilyaiivka, by the border guards of BS “Yasky” Belgorod-Dnistrovskyi Detachment. It was established that the driver, citizen of Ukraine, took two citizens without documents introducing themselves as the citizens of Syria. In order to clear up the circumstances of the infringement there was an interview, during which Syrians reported that the driver organized and took direct part in their illegal transportation through the state border of Ukraine. So far, the details of the infringement are verified.

Besides, border guards of Chop Detachment detained illegal migrants travelling to Slovakia. Law enforcement agents of BS “Stuzhytsya” stopped 4 travelers in the distance of one kilometer before the state border. Detainees explained the border guards that they were the migrants from Somalia of the age 19 – 21, however, no document could prove it. Also, they reported that they intended to get illegally to the territory of European Union aiming at looking for better life conditions. Verification measures are undertaken concerning the violators.

Uzhgorod accepts refugees from Donbass

Now, Transcarpathia accepts refugees not only from the Crimea, but from Luhansk and Donetsk oblasts. There are businessmen prevailing among the refugees. People affirm that they are afraid of their lives and health. Thus, they leave the conflict areas.

At the present moment Uzhgorod expects the arrival of six families from the East.

“Not just ordinary proletarians arrive from Donbass, but the businessmen able to work and create working places”, – it was marked by the public activist priest Aleksandr Panasenko.

The first family of the runaways came during May holidays and could not return anymore. The friends informed them about the beginning of the persecutions of those who manifest pro-Ukrainian position.

Therefore, the life has to be started from the ground up and they should rely only upon the assistance of the community.

The authorities are not able to provide any assistance as the territory of Luhansk and Donetsk oblast are not occupied, which means that force of law “About temporarily occupied territories” does not spread on the refugees from there.

The last kilometer for Somali “pirates” was impassable

Four migrants traveling to Slovakia were detained by the border guards of Chop Detachment. This time, the officers of BS “Stuzhytsya” acted perfectly.

The representatives of the subdivision guarding the border in V.Bereznyi region received information about unfamiliar persons moving towards the border beforehand.

In a result of conducted actions, operative group detected and detained a group of unfamiliar persons (4 persons) in the distance of up to 1 km before the state border. Detainees explained that they were the citizens of Somalia in the age of 19 and 21 years old, however no document could prove it. They also explained that they intended to get to the territory of European Union aiming at looking for the better life conditions.

The violators were delivered to the subdivision for their identification, clearance of circumstances and processing administrative and procedural documents. Decision on responsibility before the law and their further destiny will be defined by the court.

Refugee from Somalia will have to give birth in Uzhgorod

OnebravecitizenofSomaliawasapprehendedbytheborderguardsofBS“Uzhgorod”. The woman intended to get to Slovakia by illegal way and had no any documents identifying her personality. As it was soon established, the violator was in a prenatal state and according to her words she could give birth during two weeks.

However, the story has not finished here. According to the results of data base investigation and cooperation with colleagues from Eastern region, Chop border guards found out that this woman had already been detained for the same infringement in the area of Sumy Detachment on May 4 of the current year.

After detention and case consideration in the court, this woman applied to Department of Migration Service in Sumy aiming at getting refugee status in Ukraine. After being issued the corresponding certificate the woman started towards the western border in order to get to one of EU countries.

After delivery of the detainee to Chop Detachment medical workers conducted her examination and placed her at separate room. The woman had no any complaints on her health. Decision on responsibility before the law and her further destiny will be defined by the court.

Afghani, two Moldavians and two Transcarpathians intended to get to Slovakia

In the first, two boys without documents intended to get to Slovakia. However, the alarm set and quick reaction of the operative group of BS “Uzhgorod” did not allowed them to realize their plan.

According to the words of the violators, they were citizens of the Republic of Moldova , 1993 and 1995 year of birth. After continuous stay  in Ukraine , young people have decided to go to their relatives, who as if live in Italy, and the route through the village of Onokovtsy, they arranged with the help of internet service Google maps.

One more ” traveler ” was detained by the border guards of “Chop” at the railway station. The border guards were forced not to let the man to Slovakia, who gave the invalid document of Afghan citizen for passport control.

In addition, also two our countrymen were detained at the Ukrainian- Slovakian border, who were travelling to the neighbouring country without documents and bypassing checkpoints.

All violators were delivered to the subdivision to identify those ascertain the circumstances of the offense and making administrative procedure documents. The decision on responsibility before the law and their further fate will be determined by the court.

Meeting on counteraction to illegal migration was held in Uzhgorod

On May 8, 2014 a joint meeting took place in the Head Department of SMS of Ukraine in Transcarpathian oblast with border guards and law enforcement agents on issues of efficient realization of actions concerning the stabilization of social-political situation in the country. The participants of the meeting were the chief of Head Department of SMS of Ukraine Igor Mykhailyshyn, the chief on work with foreigners and refugees of Head Department Yuriy Markovskyi, the first head deputies of the quarters of Chop and Mukachevo Border Detachments Vadym Brytskyi and Konstantin Rukin, the chief of Public Security  Department of MOI of Ukraine in Transcarpathian oblast Yaroslav Lebovych. The issues discusses were counteraction of Services in strengthening control on foreign citizens’ stay at the territory of the oblast, information exchange on this point aiming at detecting the stable channels of organization of illegal migrants’ transit.
