Eight illegal migrants were detained with Ukrainians smuggling them

Border guards of BS “Goronglab” of Mukachevo Detachment received information about possible violation of the state border by the group of illegal migrants.

The joint group of border guards and SSU workers arrived to the place without delay to verify this notification. Soon, law enforcement agents noticed the minibus nearby the border in the direction of the road Shom-Goronglab-Lypove. The group of persons stepped out of the car and made their way towards the border, however, the international group of the travelers was detained. Besides, two citizens of Ukraine were arrested trying to escape by the car. The vehicle and detainees – two Ukrainians, seven citizens of Afghanistan and one – Eritrea were delivered to border subdivision to establish the circumstances.

Six illegal migrants from Eritrea and Afghanistan were detained at the border in Transcarpathia

18-09-2014 Border detail of BS “Velykyi Bereznyi” of Chop Detachment noticed some trespassers while guarding the area. In the course of the servicing, border guards saw some person intending to run away to their border. After detention of the group of illegal migrants in the number of six persons without documents, border guards learned that five of them were the citizens of Afghanistan and one from Eritrea. Daily thousand refugees return from Russia to Donbass – OSCE

The number of arrived to Ukraine increases in 1.2 thousand daily exceeding the quantity of departing persons.

The amount of refugees coming back to Ukraine from Russia has raised, it was announced by channel 112 with reference to OSCE Report.

“The average number of entries / exits (cross of the border at the check points of Donetsk and Gukovo) has increased from 7 822 per day on the previous week to 9 420 per day at both check points for the current reporting period. Themajorityofpeoplecontinuecrossingthe border on Russian Federation to Ukraine. The number of persons crossing the border Ukraine exceeds the number of those leaving the country in about 1 238 persons a day for both check points and 8 665 persons have returned to Ukraine trough both check points for a week” – it was said in the report.

The biggest flow of people is observed at the check point of Donetsk. Thesituationatbothcheckpointsis evaluated by the observers as quite.

It is marked that refugees assess the situation in Donbass as complicate and fear of resumption of active fighting. As it was reported by Correspondent.net, before the head of Ministry of Foreign Affairs of RF Sergey Lavrov stated that the number of Ukrainian refugees to Russian was more than 775 thousand.

Border guards apprehended 4 Africans in the mountains of Lviv region

Three citizens of Republic of Guinea and one Congolese were apprehended by the border guards of BS “Boberka” securing the complicate mountainous area of the state border of Prykarpattya.

The border guards received information from operative sources about the appearance of 4 unfamiliar persons of African appearance in the suburb of the village Boberka, Turkivskyi district. The search of the unknown persons was organized immediately. Some time passed and the district inspector detained the wanted persons 300 m before the line of the state border. These were four migrant from Central Africa. The men were of the age 25 to 35. In order to come to a better understanding, the border guards had to involve the translator of French language. The detainees explained that they arrived to Ukraine some weeks ago aiming at getting to the countries of European Union. Strange man assisted them for certain sum of money, who brought them from Lviv in the morning. The man showed them the direction of Poland, took money and ran. However, they could not reach the border as the border guards had been already waiting for them.

The documents on administrative infringement were processed as to the attempt to cross the state border of Ukraine illegally and were sent for consideration to the court.

How migrants from the east of Ukraine are accepted in Belarus

How do the newcomers from the east of Ukraine settle down in Belarus, what aid is foreseen for them, what is it enough for and do they get it in time – these are the issues discovered by the correspondent of DW.

Theexact number of Ukrainian refugees in Belarus is not officially presented. The President Aleksandr Lukashenko said in his interview to TV channel “Russia 1” that more than 3 thousand persons arriving from Ukraine want to stay in Belarus on permanent residential basis. Visiting Gomel, the representatives of UNHCR Oldrikh Andrysek has declared that there are more than 25 000 persons arrived from Ukraine.

As it is reported by DW in the press-service of MOI of republic of Belarus, they are not registered, thus we can mention only the number of registered persons at the place of temporary residence (there is no free information on the country) and applying for refugees status – as of July 1 there were no any such applications, but now there are 200 persons. Besides, as it follows from the interviews with Ukrainian migrants, many of them go to Belarus from Russia, where they have to cross the border of Belarus from Russia. They look for jobs, housing, places at schools for their children in Belarus.

Job and housing

The list of vacancies with indication of employer’s proposal of housing is published at the website of Ministry of Labor and Social Protection of Belarus for all arrived persons from Ukraine. Lucky Ukrainian, new settlers in Belarus agricultural towns are regularly shown by the governmental television. Considering the list, the operator of mechanical milking is among the specialty in demand.

There are no Temporary Accommodation Centers in Belarus for newcomers from Ukraine. However, there are real chances to find job and housing in the rural area, and they are much greater in comparison with the towns, all the more in the capital. It is not difficult to find low-paid work in Minsk, – B.G from Donetsk says: “I have been taken as worker with the salary of 150 € through Employment Centre and concerning housing we look for it and pay ourselves.” He tells that since the moment of his arrival to Belarus he has not got any allowance, however applying for the refugee status. I received the assistance from Red Cross. I paid 6€ for 3-month registration, and this money is much. In case decision on application will take more time I shall have to pay for the registration again. B.G. tells that now he lives in Minsk “on agreement with a good man”, he does not plan to depart, “in case his plans will come true here”.

Nurse Irina from Kramatorsk got the job quickly (a rate and a half) at one of the Minsk hospitals, which paid her employment permission. “I was treated with sympathy”, – Irina tells. Her two daughters – 14 and 15 years old – already attend school, the younger learns to play dulcimer, the girls are treated well.

Irina worries most about the situation with the residence. She tells about her visit to Municipal Council for assistance, nothing was promised there. Moreover, Irinasays, thattherelativesgivingshelterto her and her daughters pay the tax: we had to execute the housing rent to be registered for three months. Infact, accordingtoherwords, thevolunteers helped her responding to her post in the social networks – they brought clothes and shoes to her daughters.

“Muchdependsonpeople” – Marina from Alchevsk says, – someone helps out of kindness, someone wafts aside with irritation , and in one governmental organization we were told: if Russia has taken the Crimea , then let it nowsolves the problem of refugees , not Belarusians started it . ”

What are the rights of refugees?

Persons being granted refugee status can apply for citizenship, but Migration Department is not engaged in solution of their housing problems, – it was told to DW by the deputy head of the press service of MOI, George Evchar.

“For a work permit, I, as a foreign citizen, paid about 80 euros,” – Oleg from Lugansk says. He arrived with his wife and infant son a month ago, he rents an apartment, works at the construction site. His friend, arrived a few days ago, is lucky, Oleg says, as from September the refugees are released from the payment for the work permit and registration of certain documents in accordance with the decree of Lukashenko.

In particular, the same decree stipulated the free issue of medical certificates required for employment, and emergency medical care as well as education of children in schools. In addition, preschoolers are accepted to the kindergartens if there are available places. Some immigrants say that the benefits are insignificant. Others are glad to get any support. Tatyana from Donetsk came before the “decree” with her 8-month son, so she paid about 150 euros for medical certificates to get a residence permit and for the legal costs.

“We had to pay twice for registration, as at first we lived at our relatives, then moved to the others”, – Tatiana complains. Since July, she does not get any child support. While she does not have a residence permit, she gets support only from her relatives. Tatiana’s husband graduated from Donetsk Medical Institute and is trying to get an internship in Minsk, the education costs $ 3,000 – we have no money. “No benefits are received, it is promised to be given after I get a residence permit,” – Tatiana says.

 The government is able, but is not obliged

As it was reported by DW head of the press service of the Ministry of Internal Affairs Konstantin Shalkevich all applying for refugee status or subsidiary protection in the Republic of Belarus receive one-time assistance in the amount of one basic amount (equivalent is just more than 10 euros). Other payments are to be carried out in accordance with the decision of the Council of Ministers as of 14 April 2009.

In particular, the document stipulates the possibility of accommodation payment at the place of  temporary accommodation – no more than ten basic amounts per month (about 100 euros), food and clothing – for the amount of not more than 55 and 44 euros respectively.

However, none of Ukrainian immigrants giving interview to DW in Minsk have not received anything except one-time assistance while registering the application. Visitors from the east of Ukraine do not know what they can claim in Belarus and judging by their stories, no one hurries to inform them about it. Igor from Thorez just jokes: “We arrange ourselves in Belarus on the principle ” a rescue of the refugee is the work of the vey refugee”.

Has refugee status become accessible?

There are people applying for asylum in Ukraine

Belarusian woman Galyna Sarochyk, coordinator of the Solidarity Movement “Razom” reports that six month ago she together with her colleagues applied for refugee status in Ukraine. After Maidan the woman is afraid to return home because of her active participation in the events on the part of Ukrainian citizens.

“Together with my daughter we rescued the wounded, fed people, helped as much as we could. Our faces saw much. And I am convinced to be present in the lists of Belarus Committee for State Security. Moreover, our car was burnt, I think, special services were involved in this”, – Sarochyk explained her wish to stay in Ukraine during the interview given to DW. The woman provided with the example that had recently happened with her colleague: “Our friend, activist, went to his family to Russia. He was detained at the border immediately and deported to Belarus. I do not want to be in such a situation”.

At the same time, the activist complains of her case consideration delay by the Ukrainian departments. “I know that decision could be resolved in the course of three months. As we have submitted our application yet in spring.  I visited Migration Service twice, my residence certificate was prolonged, but no status was issued. I was even called by SSU for the talk”, – Sarochyk tells. Belarus woman has been living in Ukraine for three years. She moved from her motherland because of “problems with regimen” as she was the participant of actions not agreeing with the policy of the President Oleksandra Lukashenko.

No preferences

State Migration Service of Ukraine informed DW that four citizens of Belarus submitted corresponding applications and the term of case consideration correspond to ones stipulated by the law. “All cases are considered in individual order and there is no preference in granting the refugee status for any category of the foreigners. The Service is obliged to keep international convention and national legislation with input clear criteria as for the refugees”, – the speaker of State Migration Service Sergiy Gunko stated.

He informed that in the course of the six months of 2014 (January-June) 553 foreigners applied to the department with the request to grant them status or subsidiary protection and positive decision have already been made in almost 200 cases. “It is 35% of satisfied applications. Besides that this index comprised approximately 20% last year and in 2012 – even less” – Gunko presents the statistics and remarks that in general the citizens from post-Soviet countries not often apply for the refugee status.

Chances of the Belarus citizens

The fact that the case pf  Sarochyk pending for more than six months, does not surprise the expert on refugees rights Maxim Boutkevitch. Unfortunately, he says, the asylum system in Ukraine has not faced any reforms. “We see no systematic changes neither in the procedure of status granting nor in the evaluation of the information on the country of origin. The cases are considered too long – six months is not yet big period, it can take even a year or two,” – Butkevych remarks.

On his viewpoint, Department,  directly engaging in cases of the refugees,  lacks qualified personnel, there is insufficient level of expertise to decide the fate of people. The expert explains that the citizens of post-Soviet countries do not apply for the status because their chances almost negligible. “As to the general trend of the previous years, applicants from Uzbekistan or Belarus had no any chances. Hopefully, things will change, but I do not have any grounds for optimism” – human rights activist said.

However, a member of the Ukrainian Refugee Council Marina Kurochkina believes that Belarus peopel still have every chance to get the refugee status in Ukraine. She recommends to enlist the support of the professional lawyers and representatives of UNHCR. “This will keep the matter under control, monitor its consideration and, if necessary, appeal against the decisions up to the European Court of Human Rights” – Kurochkina explained in her interview to DW. Due to active public positions and actions of UNHCR, the percentage of positive decisions for asylum seekers have risen substantially, the expert said.

Aren’t intergovernmental relations taken into account?  

Belarus people are in the list of those countries, where human rights are systematically violated, CEO Amnesty International in Ukraine Tatyana Mazur says. It means that an objective factor for asylum seekers from the country of origin is provided, but Migration Service has to take into account the subjective factors, i.e. personal story of the applicant. “Refugees is a special group of people who suffer persecution, or international relations between the countries such as, for example, between Ukraine and Belarus would not be taken into account when considering such cases,” – human rights activist says, analyzing the chances of Belarusians in the light of recent peacekeeping negotiation processes in Minsk.

Seven Asians forced their way to Germany without any documents

On September 11, border guards of Chop Detachment detained the next group of migrants from the Asian countries, who intended illegally to get to the area of European Union. Due to information received beforehand in the area of BS “Knyagynya” located in Velykyi Bereznyi district, the border guards detained seven unfamiliar persons. None of the “travellers”, these were six men and one woman, they did not have any documents identifying their personality. The detainees said that they were adult and the country of their origin was Iran.  As it was learned later, they planned to get to Germany. Aiming to establish the circumstances of the infringement and prepare procedural documents, detainees were delivered to sub-department. Their personalities are under identification. Decision on responsibility before the law and further destiny of the detainees will be defined by the court.

Family from Asia was apprehended at the border on Slovakia

09-09-2014 Border guards of Chop Detachment detained a group of unfamiliar persons intending to cross the border on Slovakia in illegal way.  Six persons of Asian appearance were detected by the border guards in the area of BS “Velykyi Bereznyi”. Three adults and three minors having no any documents reported that they came from Afghanistan. As it was learned later, all of them were relatives and made their way to Austria. Aiming to establish the circumstances of the infringement and prepare procedural documents, detainees were delivered to sub-department. Their personalities are under identification. Decision on responsibility before the law and further destiny of the detainees will be defined by the court. In the course of the current year, border guards of Chop Detachment have already apprehended 68 migrants from Afghanistan in the area of their responsibility. There is an increase in the number of Ukrainians departing to Rostov region

In the course of the last day, 9066 persons entered Russian federation from Ukraine, and 12226 persons came from Russia to Ukraine. It is said in the message of the press-service of Rostov region.

«Sufficient number of the Ukrainian residents arriving now to Rostov region does not stay here for a long time. Mostly, they buy food and means of the first needs in border towns and villages and again return to the south-eastern areas of Ukraine, where the truce has been established», — Vadim Artmeov commented the situation, deputy governor Rostov region. .
According to data of Department of Prevention and Liquidation of Emergency Situations of Rostov region, there were 160 residents of Ukraine being sent for the last day to other areas of Russian Federation, including 42 children.
Temporary Accommodation Centers “Donetsk” and “Novoshahtynsk are closed, there are 169 persons in TAC “Matveev Kuragan”.

Altogether, there are 53 039 Ukrainian residents settled in Rostov region. 51 455 citizens of Ukraine stay at their relatives and friends.

Refugees from DNR refuse to go to Russian interior

The citizens of Ukraine, finding themselves in Rostov region of Russia because of military conflict in Donbas, refuse from the proposals of the government to go to other Russian regions remote from the motherland. It is reported by the representatives of municipal power and volunteers.

According to their words, forced migrants interpret information about the truce negotiations as the sign of stabilization in Donbass, – “Radio Svoboda” informs.

«Refugees are proposed to go to Siberia and even to Yakutiya. They understand that one day they go somewhere farther, e.g. Zaurallya, and return will be more difficult” – volunteer Yuriy Ivanov says, who is involved in rendering of humanitarian aid.

The authority of Rostov region has made a decision to resend new forced migrants to other regions of Russia by transit without stops at Temporary Accommodation Centers on the territory of the region. Simultaneously, the implementation of the previous decision on closing all such centers is postponed for a week.

Before, 150 migrants from Donbass, who first agreed to move to other Russian regions, decided to stay in Rostov region. Half-empty passenger coaches had to be sent in the direction of Tver, Orel, Samara, Penza, Ekatirenburg and Uliyanovsk.
