The other day 28-year-old citizen of Democratic Republic of Congo was compulsory deported from Ukraine.

The officers of SMS of Ukraine in Ternopil region at the support of Agency on Counteraction to Illegal Migration of Foreigners and Stateless Persons Department of SMS of Ukraine have executed the order of Municipal District Court about compulsory deportation of the citizen of Democratic Republic of Congo.

The foreigner arrived to Ukraine in the end of 2011 upon the invitation of one of the Ternopil higher educational establishments. However, he did not complete his education – he was sent down from the university on the grounds of disregard of the provisions of the Agreement.

As it was informed by Department of SMS of Ukraine in Ternopil region, losing the student status the young man had to leave the territory of Ukraine, and he did not act in such a way.

In May, he was noticed in Volyn TAC. From there the staff of Ternopil Migration Service accompanied 28-year-old illegal migrant to the capital airport.

Reference: in 2014 Ternopil Municipal District Court satisfied the claims of Migration Service as to deportation of 9 violators of migration legislation from the territory of Ukraine.

A decision was made about compulsory return of fifty foreign citizens from Ukraine.

The staff of State Border Guard Service detected the forged document belonging to one passenger in the check point “Lviv-air”. The man departing to Istanbul submitted the passport of the citizen of Congo for the check. However, the inspector of border control of Lviv Detachment noticed at once that the passport was forged.

During the interview, it was established that the foreigner consciously used someone’s passport to get to Turkey because he as if lost his document. So far, the man is detained for three days with the purpose of identification procedure.

State Border Guard Service of Ukraine apprehended 2.3 thousand illegal migrants for the attempt to cross the state border since the beginning of the year.  It was reported at the press-conference by the head of SBGS Viktor Nazarenko.

“For the present moment, we have detained 2 thousand 293 illegal migrants.  Besides, 7 thousand 885 potential migrants have not been passed to the country”, – it was said by Nazarenko.

Altogether, he stated that since the beginning of the year 66.3 million persons and 16.2 million transport means have passed through the state border.  Up to forty thousand persons were rejected in crossing the border.

Border guards apprehended three citizens arrived from Bangkok. Two men and a woman presented the documents of the citizens of the Republic of Malta. However, border guards doubted in the validity of the documents. The documents were completely forged. Soon, the travelers explained that as if they were the citizens of Lebanon and planned to get to Belgium. So far, the persons will be sent by the return flight to the country of departure.

And, border guards of Kharkiv Detachment disclosed the false Ukrainian visa in the document of the citizen of Syria in the check point “Dnipropetrovsk-air”.  Besides, the man hided the document of the citizen of Bulgaria in his personal stuff. The Syrian was not admitted to cross the state border. A mark was put to ban the entrance of the Syrian for 3 years. The man arrived from Istanbul, thus he will be sent by the return flight to the country of departure.

Border guards of Belgorod-Dnistrovskyi Detachment detained 3 citizens of Iran intending to get to Moldova. While checking the documents, three citizens attracted attention of the border detail, two of them presented the passports of one of European countries. One more traveler showed the document of unestablished pattern. In the course of monitoring of the second line of the border, it was established that “Europeans” actually were the citizens of Iran. It was learned that they planned to get to the countries of Western Europe through Moldova using forged and invalid documents.

So far, the measures are taken to identify the possible participants and clarify all circumstances associating with this violation.

The refugees from Ukraine were provided with the temporary accommodation till July 22. It is not a refugee status being provided at presence of personal persecution or a real danger to be subjected to it, it is an additional protection for those whose risk is related to the overall situation in the region of residence. By the order dated July 22, 2014 No.691, Russian government has approved the distribution of the citizens of Ukraine throughout the subjects of RF, arriving to Russia in the mass of urgency. According to this decree, Moscow, Moscow and Rostov Region, St. Petersburg, as well as the Crimea and Sevastopol, are completely released from the reception of asylum seekers.

Nothing is said in the order about “subjects of the Russian Federation providing in 2014 a reception of Ukrainian citizens and stateless persons”? What responsibilities do have the authorities in these subjects as to those whose reception they provide”.

Moscow Department of Federal Migration Service once strongly refused to work with the arrived persons from Ukraine and did not take their documents for the status. In some cases, the applied citizens of Ukraine having wealthy parents or children in Moscow, managed to be assisted through Russian FMS. Until recently, an application for temporary asylum in St. Petersburg as if was accepted, without providing them with anything other than the legal provisions. This reading of the Order No. 691 was confirmed by the deputy head of the Federal Migration Service of Russia Nikolai Matveevich Smorodin.

But now we see that Petersburg has also followed the steps of Moscow.

The Crimea does not also accept even those citizens of Ukraine having relatives there, which have recently been citizens of one country.

The group of illegal immigrants was arrested by the border guards near the border on Russia. The border guards of Department “Biloppillya” of Sumy Detachment noticed the unfamiliar persons in the suburb of the village Katerynivka. Four men were caught and detained by the border patrol between Russian settlement Novy Put and Ukrainian one Pavlivka. They had passports for travelling abroad of the citizens of Bangladesh, which contained the marks on crossing the border in Russian checkpoint “Koltsovo”. Besides, the path of the traces from Russia to Ukraine was found in this direction. The detainees were delivered to the border subdivision. Currently, the measures are being taken in the accelerated readmission procedure as to the foreigner-offenders to Russian side.

Department of SSU in Transcarpathian region exposed and eliminated the channel of illegal transportation of foreign citizens across the state border of Ukraine.

“SSU stopped the activitiy of organized criminal grouping organizing the channel of people smuggle through the state border of Ukraine beyond the check points.

SSU detained five members of the organized criminal grouping during the special operation in one of the private houses in the area of Vynohradiv district, Transcarpathian region.

There was a group of illegal immigrants – 4 and 3 Afghan citizen of the Republic of Sri Lanka in the same house, which were intende to be illegally smuggled to Slovakian Republic, “- it was said in the statement.

SSU investigators of Ukraine in Transcarpathian region have started a criminal proceeding on the grounds of the offense under Part 2 Article 332 (illegal transportation of persons throught the state border of Ukraine) of the Criminal Code of Ukraine.

Ukraine is ready to accommodate 15,000 persons. This was reported by the speaker of information-analytical centre NSDC Andrey Lysenko. According to his words, there is such a possibility today.

He said that four transit points are engaged in the resettlement of displaced persons.

State Emergency Service has marked that due to November 11, the number of internally displaced persons in Ukrainesostavilo 455 000 175 people.

The UN mentioned, the number of internally displaced persons has grown to nearly one million people because of the conflict in the East of Ukraine.

Forty trucks with residential units arrived on the part of the Government of Germany to Ukraine in the frames of humanitarian assistance delivery.

In three regions of Ukraine – Zaporizhzhya, Kharkiv and Dnipropetrovsk – the preparatory works are carried out to construct the transit camps of modular home, provided by the German Government.

In total, Zaporizhzhya, Dnipropetrovsk and Kharkiv regions, as of November 11 88 trucks of humanitarian aid for displaced persons from Germany will be delivered to, among them there are 45 trucks with residential units.

Two illegal migrants were detected by the border guards of BS “Goronglab” Mukachevo Detachment in Transcarpathia. The border guards noticed unknown persons with the help of the mobile thermal imager. The men were stopped already in some minutes, moving towards the state border. As it was established after their detention, both men had no any documents. Also, according to their words, they were the citizens of Georgia. So far, detainees are delivered to border subdivision for processing documents on administrative violation.

Two more violators intending to cross the state border illegally from Moldova to Ukraine were apprehended by the border guards of BS “Stepanivka”, Belgorod-Dniprovskyi Detachment in Odessa. Border detail of the local check point “Rozalivka” noticed unknown persons far away and informed the border patrol on this point. The operative group got and stopped two men 30 m before the state border, between Moldavian village and Ukrainian one. The circumstance of planned cross of the border beyond the check point by the citizens of Georgia and Moldova is under the establishment.
