Senegalese travelled to France to play football on his brother’s passport

Border guards of Lutsk Detachment detected the violators at checkpoint ” Yagodyn-auto”, who tried to cross the border on someone else’s passport.

During the border control of the regular bus “Kyiv – Warsaw ” inspector suspected one of the passengers in non-correspondence of the photo in the bearer’s passport. The man claimed that he was French citizen, but an in-depth study of the document indicated otherwise. Further on, while establishing all circumstances of the infringement, the traveler confessed that he was a citizen of the Republic of Senegal and tried to get to France to Paris for work to one of the football clubs. He also told that he decided to travel by his own brother’s passport, as a legal way to get a visa failed.

Currently, the measures undertaken to establish the personality of the trespasser with further prosecution for violation of the state border of Ukraine go on.

Two brothers from Syria bought forged documents for € 5000

Border guards of  Odessa Detachment detected two Pseudo-Turks while checking in the passengers to the flight “Istanbul-Odessa” at the international airport “Odessa”. Two passengers presented for control the passports of the citizens of Turkey, however, border guards doubted in the validity of the passport documents. In the course of detailed verification, the border guards noticed that informational pages with constituent data were changed in the documents of these citizens. Soon, the passengers themselves reported that in reality they were own brothers, the citizens of Syria. According to their words, they had lived in Turkey for a year, where they bought forged documents for € 5000 each. These documents were necessary to get to German. So far, the violators are sent back by return flight to the country of departure.

Migrants from Asia were apprehended in Transcarpathia

The group of illegal migrants were detained by the border guards of Chop Detachment. Three unfamiliar persons were stopped 500 m before Ukrainian-Slovakian border by the border guards of BS “Uzhgorod”. As in most cases of detention of illegal migrants, the “travellers” had no any documents proving their personalities. But, they reported that they were the citizens of Pakistan and named Austria as their travelling point of destination.  The men also told that they routed to Slovakia using maps from the Internet. The violators were delivered to subdivision with the aim to establish the circumstances and process administrative and procedural documents. Decision on responsibility before the law and further destiny of the detainees will be defined by the court.

Three Ukrainians left Ukraine with forged documents as the citizens of European Union

At once two violators intending to leave Ukraine were detained by the border guards in the airport “Kyiv”.

Checking the passengers of the transit  flight “Kyiv-Moscow-Toronto”, the law enforcement agents of BS “Zhylyany” detected forged documents of the citizens of Spain and Czech in two our country fellows. The informational pages were changed in the passengers’ passports, which was noticed by the border guards at once. So far, the personalities are established, they were handed over to SSU officers for further inquest actions. One more our country fellow with forged passport of the citizen of Lithuania was apprehended by the border guards by Belgorod-Dnistrovskyi Detachment in Odessa oblast. The man tried to cross the border by the car in the check point “Mayaky” at the border on Moldova.

Border guards passed no violators through Transcarpathian border!

Administration of Chop Border Detachment held service meeting as to summing up the activity for the current year. The participants of the meeting were the representatives of Western Regional Department, the board and officers of the border detachment as well as the chiefs of the departments realizing the security of the border in the limits of Uzhgorod, Perechyn and Velykyi Bereznyi regions.

As the reporters mentioned the security of the border in the area of Chop Border detachment was realized in rather tense conditions, which in the main caused the flow of illegal migrants.

As it was marked at the Final Board of State Border Service of Ukraine for the year, about 55 % illegal migrants were detained namely by the officers of Chop Border Detachment.

However, if considering the results of operative and service activity of Chop border guards it become clear that they successfully counteract not only to illegal migrants.

In general, for the reporting period of the current year the subdivisions of border security detained 377 illegal migrants.

While carrying out passport control the inspectors detected 15 forged, 14 strange and 252 invalid passport documents. 1100 persons were called to administrative responsibility, which were fined for the sum of 1 342 000 UAH.

Ukraine expects 28 million from EU for management by migration processes

Ukraine expects for allotment of 28 million by European Union for management by migration processes. It was said in Informational-analytic newsletter of the Cabinet of Ministers.

“On December, 18 the Cabinet of Ministers approved the project of Agreement with European Union about the financing of the program “Support of Ukraine in management by migration processes and asylum granting” in the frames of cooperation expansion with EU, – it was reported in the newsletter.

The total cost of the program is evaluated in € 28 million and will be fully financed by EU.

The cooperation program’s budget is divided in three directions: € 4 million will be allotted for improvement of legal and political grounds of migration policy in Ukraine, € 8 million – strengthening of efficiency work of Migration Services, € 16 million – restructuring of the infrastructure of Migration Service.

Experts mark that the necessity of this migration program is dictated not only by the requirements of EU in the frames of visa-free dialogue in the Plan of Actions as to abolishment of short-term visas as well as improvement of Ukrainian migration legislation in accordance with EU standards and conduct of work with 211 thousand illegal migrants residing in Ukraine.

The newsletter mentions that special attention of EU to migration policy in Ukraine is dictated by the influence of the processes of globalization of massive migration flows from the poor countries of Asia and Africa seeking to reach prosperity in the countries of Europe and Ukraine here is zone of active migration corridor because of its geographical position.

Analysts mark that in according to UNO data, Ukrainian migration corridor (Ukraine-Russia) with the flow of migrants more than 3,5 million per year is the second one in the world after migration corridor Mexico-USA with 13 million migrants.

As it was informed, EU planed to allot Ukraine € 2,4 million for support of implementation of Plan of Actions as to liberalization of visa regiment with EU in 2014-2015.

Officials take away Centre of Integration from children-refugees

Charity Fund ROKADA has to stop the work of the single Ukrainian Integration Centre for refugees in view of strict demands of Board of Education of Desnyanskyi region of Kyiv Municipal Administration.

In the course of the last 15 years, the Centre has continued its work due to the support of UNO Agency on Refugees Issues and International Fund “Renaissance”. Threat to its existence aroused in 2010 when Educational Department of Desnyanskyi region of Kyiv Municipal Administration rejected CF Rokada in extension of Rent Agreement currency. In 2013 Board of Education resorted to the court demanding the Fund to leave the building. On May 29, 2013 a peace action “Worthy childhood for children-refugees” was conducted before the walls of State Migration Service of Ukraine, in the course of which children and women-refugees asked not to move them from the Centre that became the second home for them.

Unfortunately, Board of Education does not wish to make concessions and CF ROKADA has to stop the work of the Centre. All this time the doors of the Centre were opened for children-refugees, their parents, friends, classmates, just Ukrainians, governmental representatives of all degrees, foreign guests and journalists.

In the course of this period hundreds children-refugees from 28 countries received psychological, pedagogic and educational assistance. Nowadays, Charity Fund takes care of 253 children from such countries as Afghanistan, Democratic Republic of Congo, Uzbekistan, Eritrea, Ethiopia, Iraq, Iran, Kyrgyzstan, Cote d’Ivoir, Pakistan, Palestine, Russian Federation, Syria, Somalia, Sudan, Uganda, Sri Lanka, Angola, Armenia, Azerbaijan, Cameroon, Burundi, Tadzhikistan, Guinea, Egypt and Ruanda. The children studied the language, integrated and became active members of Ukrainian society. The variety of trainings were organized in the centre as well as different meetings, holidays, excursions and other events helping refugees better learn about Ukrainian culture and traditions, and Ukrainians gained more knowledge about refugees. Due to close communication and constant elucidatory work with Ukrainians we reached considerable success in improvement of tolerance in Ukrainian society.

The goal of the project “Children-refugees – our children: subsistence with educational services and social protection in crisis period” is to provide with subsidiary educational and social services and conduct cultural events for children-refugees and their parents on the basis of Integration Refugee Centre in Kyiv. The project is realized by Charity Fund “Rokada” at the support of Anti-crisis Humanitarian Program of International Fund “Renaissance”

Ukrainian and Russian border guards had to stop 11 citizens of India for three times

On December 15, border guards of Kharkiv Detachment did not let pass 11 citizens of India. The regular bus “Voronezh – Kharkiv” arrived in the afternoon to the check point “Goptivka”. In the course of the border control 11 passengers of the bus could not confirm the goal of their trip to Ukraine. As it was established in the further verification, thee citizens had already been not admitted to enter Ukraine on December 13 by the border guards of Luhansk Detachment in the check point “Dolzhanskyi”. They intended to cross the border by the minibus and likewise they could not specify the goal of their trip to the country. Besides, Russian border guards stopped these citizens on December 14. They wanted to cross Russian-Ukrainian border in the check point “Dovzhanskyi”.

So far, after finding out the details of the infringement, the citizens of India were handed over to Russian border guards.

Of three detained Somalis – one crossed the border at first

Border guards of Chop Border Detachment in the area of BS “Palad Komarivtsi” detained three Africans trying to get to EU illegally. Two women and a man were detected in the approaches to Ukrainian-Slovakian border. On border guards’ request to give the documents for check, the violators informed that they were the migrants from Somalia and no documents they had. Soon, it was established that for two detainees the present attempt to cross the border on Slovakia illegally was not the first: the man had been already caught for the second time in the area of Chop Detachment and one of his fellow travelers – the woman was detained for the third time.

The trespassers were delivered to border subdivision in order to clarify the circumstances of the infringement and process administrative and procedural documents. Decision on responsibility before the law and their further destiny will be defined by the court.

Board on migration and asylum issues in the frames of initiative “Eastern partnership” was held in Budapest

On December 11–13, expert meeting of the Board on migration and asylum issues in the frames of the initiative “Eastern partnership” took place in Budapest.  In the course of the meeting the discussion was conducted about the principal aspects of international legislation and the last tendencies concerning statelessness, means of prevention and reduction of the cases of statelessness, legal status of stateless persons, special procedures of this status determination.
