All refugees in Transcarpathia will be provided with accommodation and even jobs

The chief of the oblast Aleksandr Ledyda by his Order № 92 from March 25 approved “Regional plan of actions on integration of refugees and persons in need of subsidiary protection into Ukrainian society”.

The Plan is designed up to 2020, but the most of his points start to work already since the next year, 2014. The executors are Regional State Administration, Municipal Executive Committees, structural subdivisions of Regional State Administration as well as oblast establishments and organizations.

The first item of the Plan is more or less concrete: “Ensure with development of the network of the centers of temporary accommodation for the refugees in the regions of their biggest concentration”. In practice, as mentioned in the document, it means that to not only study appropriateness of the capacity increase of the existed temporary camp for refugees and “create minimal reserve fund (social housing) (3-4 dorm rooms of hotel type) in Uzhgorod for short-term accommodation of persons applied for refugee status or persons in need of subsidiary protection and is in complicated life situation” as well as to create in Uzhgorod (!) Temporary Accommodation Centre for 25 persons forming crisis centers for their temporary provision with housing.

No less unequivocal is item 6: “Establish … TAC for children-refugees and children recognized as persons in need of subsidiary protection and children separated from their families submitting application on recognition them as refugees or persons in need of subsidiary protection.” This suggests to “defining objects on the base of which reconstruction or building of additional corpuses of TAC is possible in Transcarpathian region.”

The fourth item: “Promote voluntary resettlement and employment of the refugees and persons in need of subsidiary protection in the rural area”. In practice, it means “to examine the issue on employment of refugees and persons in need of subsidiary protection, their voluntary resettlement to rural area, create corresponding data base on presence of free housing including in the remote districts for possible resettlement of refugees” and “examine the issue on introduction of forms of temporary subsidiary assistance”. As to Oblast State Administration chairman’s opinion it does not need any financing.

One more item of the Plan, the fifth one: “Work out the problem on housing provision of refugees and persons in need of subsidiary protection at depressive regions”. As it is known, the mountainous territories are the depressive regions. Thus, instead of communications installation there, investors should be attracted, reaction is developed; the present power of Party of Regions wants to create there reservations for the migrants from the third world. Probably businessmen, who have already bought land and are going to create resort, should be especially happy and thankful.

It is common knowledge that now families almost cannot take an opportunity of preferential housing grant under as if acting programme of Youth Crediting, in particular “Accessible housing”. But on the other hand item 7 of Ledyda’s Plan obliges concrete officials “conduct separate meeting on complex of problems concerning the creation of regional programme “Accessible housing” for refugees and persons in need of subsidiary protection, other vulnerable persons”.

There are 10 items in the Plan. The second item, for example, stipulates the functioning of “adaptation courses on learning Ukrainian language, History, Culture, Governmental state of Ukraine, labour, education, health care and social support legislation” in Uzhgorod, Mukachevo, Perechyn. They shall start working since the beginning of June of the present year. The payment will be done in the frames of budget financing defined for realization of the actions of the Regional Plan.

Special attention is paid to children-refugees and those one who submitted applications on such a status. According to the Plan, it is necessary to analyse how are they protected by the legislation, to conduct sociologic investigation, elaborate scientific recommendation, learn the level of pre-school preparation and provide with all conditions for studying, up bringing and adaptation in Ukrainian society. In addition to this work probation period is planned, then employment, attraction of students and graduates of Transcarpathian higher educational establishments.

The migrants, in particular in Transcarpathia, are in the status of illegal migrants, they are also human beings and they escape their countries not from good life.

There is International legislation, obligations of Ukraine, after all there are defined means of charity and international funds granted for the action connected with illegal migrants, refugees. However, whether government considers opinion and interests of Transcarpathians, who by repeated protests achieved the closing of Temporary Detention Centre “Pavshyno” on the territory of the oblast and blocked the attempts to build new ones more than once?

Besides, on February 26 (a month before the Order of chairman of OSA) the chief of head Department of State Migration Service of Ukraine in the oblast Igor Mykhailyshyn has informed journalists about the fact that at present time there is no necessity to open centres for illegal migrants in the area as the facility in Lutsk corresponds to all standards and it is almost always not filled.

Obviously, someone wants very much to turn Transcarpathia into a settler keeping illegal migrants directly near the border and provoking new and new attempts of its crossing – big money is involved in this affair.

Jump of two Moldavians to Europe through Transcarpathia was not successful

In the course of the last days, two men without documents were caught in the suburb of the town Uzhgorod, who intended to get to Slovakia by illegal way. However, border guards had already waited for their “jump through the Carpathians”, who before received information from operative sources. The travellers used the services of the taxi of the oblast that took them outside the oblast centre. Nevertheless, their plans were frustrated by the general patrol including the border guards of BS “Uzhgorod” and workers of Uzhgorod Department of MOI in Transcarpathian oblast, who were expecting for the “guests” at the approaches to the state border. Tracing two men, who were walking confidently in the direction to the state border, law enforcement agents apprehended them. The trespassers confessed in their plan – trip to Slovakia and introduced themselves as the citizens of Republic of Moldova, but they could not confirm it by documents.

Administrative and procedural documents were processed against the detainees for the attempt to cross the state border illegally. Decision about responsibility before the law and their further destiny will be decided by the court.

Consultations conducted with EU expert

On April 18, a meeting of SMS representatives took place with an expert of EU Representation in Ukraine Beltram Damiano concerning the discussion of the project on technical task and project proposals on realization of Concept of State Migration Policy in the frames of realization of Comprehensive Institution Building Programme in migration sphere.

The persons participated in the meeting were: head deputy of Department of Informational Technologies – head of Department of Informatization and Standard Support Kuzmich A.P., adviser of the head deputy of SMS Trischenko V.Y. and head of Department of International Cooperation Shpak D.R..

In the course of the meeting, the parties discussed the existed state of tasks realization by SMS as to issue of documents for departing abroad using State Informational System (SIS), creation of the Single Informational Analytic Management System on migration processes, implementation of requirements of the Law of Ukraine “About single state demographic register and documents confirming the citizenship of Ukraine, identifying person or his/her special status”.

While discussing mentioned problems, attention of the expert of Representation of European Commission in Ukraine was focused upon the necessity to realize the prior actions in the frames of Comprehensive Institution Building Programme in order to ensure functioning of the existed and creation of new systems of SMS.

Vietnamese was walking to Poland accompanied by the citizen of Czech Republic

Border guards of BS “Parkhomenkove” of Lviv Detachments noticed two unfamiliar persons in the suburb of the village Ustylug, Volyn oblast. The men moving in the direction of the state border were stopped 10 before the border line. During the interview one of the violators reported that he was the citizen of Vietnam and intended to get to Czech Republic. He was assisted by the citizen of Czech Republic accompanied him and had passport for travelling abroad.

At the present moment all circumstances of the infringement are established and citizen of Vietnam is apprehended for 3 days for identification.

The day before the weekend, border guards of BS “Shegeni” of Mostytskyi Detachment, Lviv oblast detained the citizen of Germany. The man tried to assist two citizens of Syria in crossing the border beyond the check point for $10 000.

Consultations with Asylum and Migration Policy Department of MOI of Czech Republic

On April 16-17, delegation of State Migration Service of Ukraine and Asylum and Migration Policy Department of MOI of Czech Republic conducted negotiations on the issues of cooperation in solution of problems in migration sphere.

In the course of consultations the following problems were discussed:

–         strategic cooperation in migration sphere;

–         issue of passport documents in Ukraine and CR, including issue of biometric passports (experience exchange);

–         transliteration of names;

–         information exchange connected with case consideration as to foreigners;

–         preparation of protocol for Agreement between Ukraine and EU about Readmission of persons.

Meeting with EU experts was hold in Migration Service

On April 11, the first head deputy of SMS of Ukraine Viktor Sheibut had a meeting with Mr. Piter Krieken, EU expert on migration issues, who arrived to Ukraine in the composition of the group of experts of the programme Comprehensive Institutional Building Programme – CIB. The programme is a constituent part of initiative of European Union “Eastern partnership” founded on May 7, 2009 in the course of the special EU summit in Prague. The participants of Eastern Partnership are 27 EU member-states, on one part, and eastern country-neighbors of EU – Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine, on the other part.

On April 9, 2013 a meeting of the working group took place in the building of Representation of European Union in Ukraine aiming at problems discussion about CIB programme realization with participation of the representatives from Ministry of Foreign Affairs of Ukraine, Ministry of Economic Development and Trade of Ukraine, Ministry of Social Policy of Ukraine, State Migration Service of Ukraine, Administration of State Border Service of Ukraine, Security Service of Ukraine, Representation of European Union in Ukraine.

The following issues were discussed in the course of the meeting: organizational points on preparation of technical tasks for the plan project attracting international technical aid in migration sphere in the frames of CIB programme. Moreover, international experts presented the target goals and tasks of their mission in Ukraine according to which gained results would be prepared in a report on the subject : “Needs of Ukraine in sphere of migration policy supply”.

Two Moldavians got to Ukraine by minibus

Two violators intending to get through Ukrainian-Moldavian border were apprehended by the border guards of Chop Detachment in the evening. The men arrived to the check point “Rososhany” by the minibus of Moldavian registration and chose the line “green corridor”. During the check of the documents, they tried to avoid border-customs registration and attempted to get to the territory of Ukraine. The senior border guard of the details immediately gave a command “Barrier” and means of compulsory stop were installed. However, the driver and the passenger turned back and tried to escape already at the territory of Moldavia, but soon they were apprehended by the law enforcement agents. While detained, the men were arguing at the border detail and threatened them. As it was established both men were with the clear signs of alcohol drunkenness. It was also cleared out that one of the trespassers was the citizen of Moldova. According to the words of another man, he was also Moldavian, but he travelled with someone’s passport for travelling abroad. The protocols on administrative infringement commitment were processed against violators, who were also handed over to police officers.

Ukrainians with Hungarian passports were detained at the border

During the previous day, border guards of Chop Detachment apprehended some our country fellows at the check points, who made an attempt to cross the state border of Ukraine.

Thus, border guards stopped attempts of illegal cross of the border at the check point “Tysa”. The man decided to use the passport of the citizen of Hungary in order to go abroad. However, in the course of the check the legality of the border cross by the above mentioned person, he had to confess that he was the citizen of Ukraine. By his actions he broke the standards of the Law of Ukraine “About citizenship of Ukraine” and Act of Cabinet of Ministers “About order approval on cross of the state border of Ukraine by Ukrainian citizens”.

The analogues infringement was detected by the border guards at Ukrainian-Slovakian state border at the check point “Uzhgorod”. The law enforcement agents detected and detained the citizen of Ukraine (woman), who wanted to get to Slovakia using Hungarian passport for travelling abroad.

Administrative and procedural documents were processed as to the violators for attempt to cross the sate border illegally. Decision on responsibility before the law and their further destiny will be decided by the court.

Two “divers” running from border guards were detained in Transcarpathia

Border guards of BS “Dilove” Mukachevo Detachment detected “divers”.

Three men wearing hydro costumes were found on the bank of the river Tysa. However, seeing border guards violators tried to disappear down along the stream. But the border guards caught up the runaways and two of them were apprehended. The men did not have any documents, but they introduced themselves as the citizens of Ukraine. Detainees were delivered by the border detail to the subdivision in order to establish the personality and circumstances of the infringement. Now, the searches of the third “diver” go on.

It should be mentioned that it is not the first case when the workers of State Border Service detain trespassers at the border in hydro costumes. As a rule, these detainees intend to smuggle cigarettes through the rives and often resist border guards.

Conduction of seminar “Legislation as to procedure of refugee status granting: European legal standards and legislation reforms in Ukraine”

On April 4-5, 2013 Representation of UNHCR in Ukraine and Ministry of Justice conducted a seminar “Legislation as to procedure of refugee status granting: European legal standards and legislation reforms in Ukraine”. In the course of the seminar, participants were acquainted with the law standards regulating the procedure of refugee status granting in the countries of European Union, discussion was conducted as to national legislation and standards in this sphere as well as the ways of their improvement.
