Working meeting is conducted with experts from IOM and Representation of “HIAS Incorporates” in Ukraine

On August 15, working meeting of IOM and Representation of “HIAS Incorporates” in Ukraine took place. The aim of the meeting was to work up the project Statute about acceptance and stay centre for children-refugees that are recognized as persons in need of subsidiary protection and children separated from the families who applied for refugee status or recognition as a person in need of subsidiary protection. This centre is planned to be opened on the bases of TAC in the town of Yagotyn, Kyiv oblast.

Two Cameroons and two Syrians were detained in Lviv oblast

Border guards of Mostytskyi Detachment apprehended two women from Cameroon and two persons from Syria that intended to cross Ukrainian-Slovakian border with forged documents.

Two women arrived by the regular bus “Kherson-Cologne” through the check point “Krakivets” presented to the border detail passports of the citizens of Bulgaria. However, during the check of the presented documents doubts were called as to their validity. Doubts were confirmed after technical examination of the passports when border guards established that they were completely forged. Later on, the women said that they were the citizens of Cameroon.

The same day, in the check point “Shegeni” the man and the woman travelling by the minibus “Mercedes” gave for the control passports for travelling abroad of the citizens of Spain. Soon, it was learned that both of them were the citizens of Syria.

All persons were detained in administrative order aiming at identification and establishment of the circumstances of the infringement for the period of 3 days and they were placed at TDC of Mostytskyi Detachment.

Dash of Caucasians through the Carpathians to Slovakia failed

Border guards of Chop Detachment detained the next migrants tending to get Slovakia by illegal way. The “dash through the Carpathians” was stopped by the military men of BS “Knyagynya” in V.Bereznyi region. Not resorting to special tricks, the travellers used the service of the taxi, which delivered them to Velykyi Bereznyi. Then “tourists” hurried up and travelled toward the state border. However, their appearance nearby the border was not unnoticed and detail receiving information about the movement of unknown persons to the border, conducted their apprehension. The men having no any documents confessed that they made their way to Slovakia. The violators were the citizens of Georgia. Detainees were delivered to subdivisions, corresponding administrative and procedural documents were processed for the attempt to cross the state border illegally. Decision on responsibility before the law and their further destiny will be decided by the law.

Transcarpathian SSU detained 7 illegal migrants from Afghanistan, Iraq and Eritrea

Transcarpathian SSU detained two citizens of Ukraine who intended to transport a group of illegal migrants through the state border. SSU staff liquidated the channel of illegal transportation of persons through Ukrainian-Slovakian border.

At night, SSU apprehended the minibus with seven illegal migrants – citizens of Afghanistan, Iraq and Eritrea in Volovets region, Transcarpathian oblast.

The vehicle was driven by the local resident, who planned to deliver the foreigners to Velykyi Bereznyi region and then assisted them in illegal cross of the state border beyond the check point.

The same day SSU workers apprehended their accomplice in Lvov. It was established that detained citizen of Lvov delivered illegal migrants by his own car from Lvov to Transcarpathia. Besides, he hided 8 more illegal migrants at temporary places in Lvov and attempted to smuggle them to one of European countries.

Now, two citizens of Ukraine were announced about suspicion in crime commitment foreseen by Part 2 Article 332 (organization of illegal transportation of persons through the state border of Ukraine committed on preliminary agreement by the group of persons) of Crime Code of Ukraine.

Issues on counteraction to illegal migration are discusses in State Border Service

On the initiative of Border Department, a common meeting took place in the Administration of State Border Service of Ukraine at the participation of the representatives of SSU, MOI, State Migration Service and Ministry of Education. In the course of the action the following activities were carried out: analysis of migration situation in Ukraine, problems in organization of counteraction to illegal migration as well as definition of further directions of joint work. Hearing in the regimen of videoconference became the peculiarity of the meeting during which there was presentation of the state of the fight against illegal migration in each of the regional departments of Border Administration.

During the meeting it was stated that in a result of applied actions in the course of the last years the flow of illegal migrants to EU countries had been sufficiently limited. However, the problem is left to be actual. According to the words of the chief of SBSU, general-colonel Pavlo Shysholin, migration situation in Ukraine has experienced certain changes. Besides, there was reorientation on transportation of the citizens from post Soviet countries, first from Georgia, Russia and Moldova; the number of cases had been increased as to use of the procedure of legal entrance, student channel and use of the procedure on granting refugee status for temporary legalization of the foreigners in Ukraine, besides, the citizens of Somalia, Afghanistan and Vietnam. The tendency is worth attention as to the growth in the flow of the citizens of Syria.

Finishing the activity, the participants made agreement to strengthen the system of actions on the counteraction to this phenomenon in all directions. Special attention will be paid to student-foreigners having intention to study on the territory of Ukraine and to that category of foreigners that enter Ukraine on legal basis, however, in future they enrich the number of illegal migrants. In the end of the meeting a protocol was signed up, simultaneously all sounded problem points on interworking would be solved by working groups according to directions of responsibility.

Transcarpathians smuggled illegal migrants through the state border by the car “Lexus”

According to preliminary agreement with three Transcarpathians, the resident of Lviv took 7 foreigners from Lviv to the territory of one of the villages of Volovets region, aiming at illegal transportation through Ukrainian-Slovakian border by the car “Lexus”.

These were 5 citizens of Afghanistan, 1 citizen of Eritrea and 1 from Iraq. Then, the Transcarpathians planed to deliver them to Slovakia by another car “Lexus” taking migrants to neighboring village of the region, where they were arrested by SSU officers.

Data on indicated case was registered at the Single Register of pretrial investigations and pretrial inquest of the criminal case was commenced foreseen by Part 2 Article 332 of Criminal Code of Ukraine.

Public Prosecutors’ Office of Transcarpathian region controls the course of pretrial inquest of the criminal procedure started as to the signs of the infringement stipulated by Part 2 Article 332 of CC of Ukraine – illegal transportation of the persons through the state border of Ukraine committed concerning several persons and according to preliminary agreement.

Illegal migration: the pressure is not reduced

State Border Service of Ukraine marks that the flow of illegal migrants to EU countries has been successfully limited in a result of applied actions during the last years. At the same time situation of the present year attests that pressure of illegal migrants upon the state border of Ukraine is not reduced. Moreover, “seekers of better fate” intend to find new and new ways of illegal cross of the border.

Just in the course of the last 5 days border guards detained organized groups of illegal migrants several times. Three citizens of Vietnam tried to cross illegally the border in the area of Chop Detachment, 5 citizens of Georgia – in the area of Mostytskyi and Chernivetskyi Detachments, and 6 citizens of Sri Lanka – Chernivetskyi Detachment. Despite of the common efforts of law enforcement agents of Ukraine and neighboring countries, they succeeded to stop the activity of Chinese, Hindu, Pakistani, Iraq and Arab channels. Illegal migrants look for new and new ways for realization of their intentions.

In the course of the last years, migration situation in Ukraine has experienced certain changes. Besides, there was reorientation of transportation of the citizens from post-Soviet countries, first of all Georgia, Russia and Moldova; there was increase in the number of cases on using the legal way of entrance, student channel and procedure apply on gaining refugee status for temporary legalization of the foreigners in Ukraine, besides the citizens of Somalia, Afghanistan and Vietnam. The tendency in the increase of the flow of Syrian citizens is worth attention (because of unstable situation in the country).

In 2012, 68% migrants apprehended for illegal cross of the border and other infringements originated from post-Soviet countries, mainly from Moldova (740 persons), Georgia (219), Russia (119 – migrants from Chechnya), Azerbaijan (92), Armenia (84), Uzbekistan (72), Tajikistan (59), Kyrgyzstan (50) and Kazakhstan (17)

In the first half-year of 2013, their part comprised 65% from the number of migrants detained for illegal cross of the border and other infringements. Mainly, there were citizens of Moldova (217 persons), Georgia (111), Russia (56 – migrants from Chechnya), Armenia (32), Azerbaijan (16), Uzbekistan (14), Tajikistan (11) and Kyrgyzstan (6).

Considering mentioned information, a common inter-agency meeting will be held on the initiative of Administration of State Border Service of Ukraine at the participation of the representatives of SSU, MOI, SMS and Ministry of Education in the course of which it is planned to conduct the analysis of migration situation in Ukraine and trace the problem points in organization of counteraction to illegal migration as well as to define further directions of joint work, first in the controlled border areas.

Important agreement for liberalization of visa regimen with EU on readmission between Ukraine and Russian Federation has come into force

“On August 8, agreement between Cabinet of Ministers of Ukraine and government of Russian Federation about readmission comes into force, which is officially informed by diplomatic note of Ministry of Foreign Affairs of Ukraine”, – it was reported by the diplomats.

It will be recalled that Agreement between Russian and Ukrainian governments was signed on October 22, 2012. On June 5, 2013 it was ratified by Ukrainian Parliament, and in the end of June the law about ratification of this agreement was signed by the President Viktor Yanukovych.

As it known, the issue of readmission is important for Kyiv and Moscow in the context of dialogue on liberalization of visa regimen with European Union.

It was reported before that national deputies of Ukraine delayed consideration of anti-discrimination bill necessary for further visa liberalization with European Union.

We would remind that on July 1, Agreement on simplification of visa regimen between Ukraine and European Union became operative that had been ratified already on April 18 by the Council of Ministers of EU>

War with illegal migrants in Moscow: Vietnamese ask to take them back from detention centre to the camp

The part of illegal migrants detained in Moscow after massive mop-up of the markets from illegal migrants who were before transferred from the camp to stationary detention centers of MOI, were returned back according to their own request.

At the present time, the number residents at Gol’yanovo Camp comprises 586 persons. As Vietnam diplomats declared, the holding conditions of the illegal migrants were very bad. Thus, 40 persons live in the tent with the area of 50m2.

It will be recalled that Moscow police made mop-up after the incident happened at Matveev Market a crowd of migrants beat the police officer, who wanted to detain supposed rapist of 15-year-old girl, however the country fellows decided to protect him. In a result, police officer got to resuscitation department with craniocerebral injury.

More than a thousand persons were apprehended at Moscow market Sadovod

Police officers delivered more than a thousand persons for the examination in the frames of action carried out at the market of southeastern part of Moscow. Moscow police realized operative and preventive actions at the Market Sadovod. About 400 police officers took part in the action.

Market Administration declared that it had understanding attitude to the work of law enforcement bodies and assisted them. The very market was not closed for the period of examination.

It will be recalled that massive raids have started at Moscow markets in 2013 after July 27 when crowd of migrants beat the police officer at Matveev Marker. In the course of the special operation, more than thousand migrants were apprehended – they were from Vietnam, Egypt, Morocco, Syria, Kirgizia, Azerbaijan and Uzbekistan. The camp was constructed for detainees in the district of Gol’yanovo. More than 400 foreigners, mainly the women, were later transferred from the camp to special receiving boxes and detention centers.

Human rights activist criticized severely the opening of deportation camp in Moscow and intentions of the government as to the increase of departments that would have right to control the flow of migrants to Russian as well as the plans of FMS to open the camps for illegal migrants along the whole Russia. Human rights activists affirm that special receiving boxes for illegal migrants exist in many countries of the world, however, the placement of detained illegal migrants there became public company. The government is reproached with the conditions of foreigners’ keeping that do not correspond to standards, and coverage of the company stirs up xenophobia in the society.

Besides, the leader of unregistered oppositional party “Other Russia”, Euduard Limonov regards that big company of RF authorities can turn out repression against the members of the opposition.
