The officials of Security Service of Ukraine detained one of Uzhgorod organizers of illegal transportation of migrants from the Middle East to EU, who since 2015 had fled from investigation. The malefactor together with the accomplices met illegal migrants in Transcarpathia accompanying them to the border and transporting to the neighboring country beyond the check point. The staff of Special Service apprehended one of the grouping members during accompaniment of the next group of illegal migrants to the place of border crossing. Prejudicial inquiry established the personality of the organizer, who immediately “retreated into the shadows”. The investigators of SSU Department in Transcarpathia region served the detainee with charges on crime commitment provided by Part 2 Article 332 of Crime Code of Ukraine. The court imposed the organizer a pre-trial restraint in the form of custodial detention.

Information about appearance of unfamiliar persons in the border area was reported to the BS district inspector of Mukachevo detail by the representatives of Public Organization cooperating with the border guards.  The travelers were stopped nearby the border. all detainees were men having no any documents, however, they introduced themselves as the citizens of India. Now, the law enforcement agents ascertain identity and establish the place the foreigners travelled to.

The violator with forged documents was found in the Boryspil Airport by the border guards of Separate Check Point “Kyiv”. During the measures on border control for the passengers of the transit flight “Dubai-Kiev-Geneva” the border guards revealed the forged passport of Indian citizen with replaced pages of constituent data, ad in the passport – there was false Schengen visa.

In the course of further filtration measures the border guards made certain that the owner of the documents actually was the citizen of Sri Lanka. The violator was not passed through the border. His return by fly back is planned to the United Arab Emirates.

The border guards of Mostytskyi Detatchment detained the violator intending to cross the Ukrainian-Polish border in illegal way avoiding the check points. The violator was revealed a kilometer and a half before the state border by the border guards of BS “Shegeni” in the suburb of one of the villages in Lvov region. Detainee was 18-year-old migrant from Syria being arrived to Lvov the day before, and then getting to border station he planned to walk to the neighboring Poland. He oriented by means of satellite navigator in his smart phone, however, he attracted the local residents’ attention in the suburb of the village, who reported to the district inspector of State Border Guard Service.

Also, it was established that he arrived to Ukraine from Russia, where his mother’s residence place, in the course of the interview. He had the passport of the citizen of Russian Federation issued in the beginning of April of the current year. According to the explanations of the detainee, he got this passport while visiting his mother in Russia. The final point of foreigner’s trip had to be Germany, where, according to his words his brother had been living for a long time, who could assist him to be employed.

So far, the citizen is detained in administrative order, and then the court will define the type of administrative responsibility for attempt to cross the state border of Ukraine in illegal way.

Border guards of Separate Check Point “Kiev” revealed 4 trespassers with forged documents. Inspector of Border Guard Service detected 4 citizens of Syria having false German residence permits in the check point “Boryspil” in the transit zone during the selective border control of the passengers from the flight “Amman –Jordan) – Kiev (Ukraine) – Frankfurt (Germany)”.

Within days, the violators are planned to be returned by fly back to Amman. Embassy of Syria in Ukraine was informed about this infringement.

Border guards of BS “Smilnytsya” of Mostytskyi Detachment detained the violator moving towards Ukrainian-Polish border. The detainee introduced himself as the citizen of Georgia (DOB 1967) and had been residing in Ukraine for a long time. Some days ago he intended to get to the countries of European Union in illegal way and arrived to Lvov. He laid the route by himself and beforehand. Arriving to the border area he immediately attracted the attention of local residents, who informed the border guards on this point. The border guards detected him and detained. Protocol on administrative responsibility was drawn for illegal cross of the state border of Ukraine.

At night, at about 03 a.m. the Interagency Group composed of Human Trafficking Combat  Department and National Police together with the border guards stopped the bus at the road Petrovo-V.Palad, Vynohradiv district in the distance of 1 km to the Ukrainian-Hungarian border in the course of operative actions. There were 12 illegal migrants – 2 women and 9 men. One of them managed to flee during detention. The illegal migrants were transported by 28-year-old resident of Vinohradiv town. During apprehension he had time to take the SIM-card off the phone, however, it would hardly save him from responsibility before the law.

Illegal migrant were handed over to the Border Service Department “Vilok”. The driver is arrested according to the Article 332 Part 2 of CCU (Illegal transportation of persons through the state border of Ukraine).
Criminal proceeding is commenced. He is threatened with seven to nine years of imprisonment with property and vehicle confiscation.  The vehicle is placed to the special area of Vynohradiv Police.

The Foreign Ministers of the Visegrad 4 (Czech Republic, Slovakia, Hungary and Poland) rejected a new proposal of European Commission on the distribution of immigrants by the EU quota during the meeting in Prague on Wednesday, what supposes the payment of 250 thousand euro by a country refusing to host an illegal migrant, for each of them to the accepting state.

The head of Czech Diplomacy Lubomir Zaoralek marked that he was unpleasantly surprised by the proposal. He supposes that EC shall not offer a document that divides Europe. The new scheme of refugees’ distribution between EU Member States was criticized by Czech President Milos Zeman. The foreign Minister of Hungary Peter Siyyarto called this idea to be unacceptable, and the position of the EC on this issue to be blackmail, his Polish coulleguet Witold Waszczykowski in his turn wondered whether the rules modification was put forward by the European Commission seriously. The Minister of V4 spoke at a press conference held in Prague’s Czernin Palace after negotiations of the V4 Ministers, and also the State secretary of Slovakian MOI Lukash Parizek stated against the compulsory quotas for placing refugees.

Czech Republic denies and henceforth will be denying the quotas of refugees’ resettlement between the EU countries, which are again offered by European Commission. The Prime Minister of Czech Republic Boguslav Sobotka made a statement in reaction to offer on reformation of the asylum system in the frames of EU; they split Europe and are reasonless. Concurrently, the head of Czech government welcomed the EC offer according to which asylum application shall be submitted first at that country, on the territory of which the migrants arrived after crossing EU border.

The president of RF Vladimir Putin signed the Law about residence permit granting in Russia as to the simplified procedure to refugees from Ukraine and other countries. According to this document the possibility for foreign citizen and his family members, arriving to RF territory in mass and emergency order and being granted the refugee status within the territory or becoming the participants of the Program on rendering assistance for voluntary countrymen’s resettlement in RF, to get a residence permit will be performed by simplified procedure

The Law will be applied for persons forcedly leaving the territory of Ukraine. According to the words of deputy chairman of Federal Migration Service of Russia Ekaternina Egorova, residence permit allows people to get the living accommodations, register by the place of stay and receive mortgage credits. The law comes into force upon expiration of 90 days since its official publication. The Bill was adopted on April 22, and agreed by the Council of federation on April 27.

The citizens of Russia, natives of Chechnya, intended to bribe the border guards in the check point “Luzhanka” in order to get to Hungary from Ukraine. It was reported by the Western Regional  Department of State Border Guard Service of Ukraine.

The migrants from Chechnya intended to leave Ukraine, for passport control they provided documents containing money in the sum of 20 Euro. Thus, Russians attempted to “solve a problem” on unimpeded border crossing.
