Department of SSU in Transcarpathian region exposed and eliminated the channel of illegal transportation of foreign citizens across the state border of Ukraine.

“SSU stopped the activitiy of organized criminal grouping organizing the channel of people smuggle through the state border of Ukraine beyond the check points.

SSU detained five members of the organized criminal grouping during the special operation in one of the private houses in the area of Vynohradiv district, Transcarpathian region.

There was a group of illegal immigrants – 4 and 3 Afghan citizen of the Republic of Sri Lanka in the same house, which were intende to be illegally smuggled to Slovakian Republic, “- it was said in the statement.

SSU investigators of Ukraine in Transcarpathian region have started a criminal proceeding on the grounds of the offense under Part 2 Article 332 (illegal transportation of persons throught the state border of Ukraine) of the Criminal Code of Ukraine.

Ukraine is ready to accommodate 15,000 persons. This was reported by the speaker of information-analytical centre NSDC Andrey Lysenko. According to his words, there is such a possibility today.

He said that four transit points are engaged in the resettlement of displaced persons.

State Emergency Service has marked that due to November 11, the number of internally displaced persons in Ukrainesostavilo 455 000 175 people.

The UN mentioned, the number of internally displaced persons has grown to nearly one million people because of the conflict in the East of Ukraine.

Forty trucks with residential units arrived on the part of the Government of Germany to Ukraine in the frames of humanitarian assistance delivery.

In three regions of Ukraine – Zaporizhzhya, Kharkiv and Dnipropetrovsk – the preparatory works are carried out to construct the transit camps of modular home, provided by the German Government.

In total, Zaporizhzhya, Dnipropetrovsk and Kharkiv regions, as of November 11 88 trucks of humanitarian aid for displaced persons from Germany will be delivered to, among them there are 45 trucks with residential units.

Two illegal migrants were detected by the border guards of BS “Goronglab” Mukachevo Detachment in Transcarpathia. The border guards noticed unknown persons with the help of the mobile thermal imager. The men were stopped already in some minutes, moving towards the state border. As it was established after their detention, both men had no any documents. Also, according to their words, they were the citizens of Georgia. So far, detainees are delivered to border subdivision for processing documents on administrative violation.

Two more violators intending to cross the state border illegally from Moldova to Ukraine were apprehended by the border guards of BS “Stepanivka”, Belgorod-Dniprovskyi Detachment in Odessa. Border detail of the local check point “Rozalivka” noticed unknown persons far away and informed the border patrol on this point. The operative group got and stopped two men 30 m before the state border, between Moldavian village and Ukrainian one. The circumstance of planned cross of the border beyond the check point by the citizens of Georgia and Moldova is under the establishment.

Border guards of Lviv Detachment detained the next “happiness seakers” trying to cross Ukrainian-Polish border in illegal way. The travelers were stopped in the area of Border Department “Rava Ruska”.

Border detail noticed unfamiliar persons moving towards the state border nearby the old railway station and stopped the trespassers. The detainees told that they were the citizens of Bangladesh, however they had just ID-cards of the citizens of Romania. Besides, they had some clothes and footwear to change, cell phones and medicines. The detainees explained that they have made their way to EU countries aiming at employment.

So far, the violators are delivered to the border subdivision to establish the circumstances of the violation and prepare administrative and procedural documents. Decision on their responsibility before the law will be defined by the court.

In Transcarpathia border guards of BS “Knyaginya” of Chop Detachment detained 7 citizens of Palestine, 5 of them were children. It was reported by the State Border Guard Service of Ukraine. In the course of realization of special actions on counteraction to illegal migration only for the last weekend border guards of Chop, Mostytskyi and Lvov Detachments detected 16 illegal migrants.

All detainees intended to get to the countries of European Union in illegal way.

Special subdivision of Security Service of Ukraine in Transcarpathian region detected and liquidated the channel of illegal migration of the foreign citizens through the state border of Ukraine.

It was established that the group of the malefactors had transnational relations in the countries of Asia and Africa, they smuggled illegally the migrants from the countries to the Western Europe.

In the course of the special operation SSU detained four members of the criminal grouping, when they were transporting 12 citizens of Afghanistan and 4 citizens of Syria to the area of the state border on Slovakia.

The investigation goes on in the frames of the criminal proceeding as to Part 2 Article 332 of Crime Code of Ukraine (illegal transportation of persons through the state border of Ukraine).

Transcarpathia borders on four European countries – Hungary, Slovakia, Romania and Poland, thus it is territory of increased migration activity, including so-called shady.

Namely, there is accumulation and formation of groups of the illegal migrants in Transcarpathia with their further smuggling over the state border of Ukraine. This year almost 100 persons were apprehended as illegal migrants.

According to the results of operative and preventive measures, 94 illegal migrants were detained in Transcarpathia. Migration Service of the region made 19 decisions about foreigners’ refoulement to the countries of their origin (7 citizens of Russian Federation, 3 – Armenia, 3 – Azerbaijan, 2 – Hungary, 2 – Georgia, by one from Italy and Uzbekistan), 11 prohibited the entrance to the country. Besides, 273 persons were detected and incurred to administrative liability for committed violation of the rules on stay in Ukraine, including 175 citizens of Russian Federation. Three acts of the foreigners’ violation of the established establishment order. Also, 128 physical persons are incurred to administrative liability, inviting the foreigners and assisting them with the accommodation.

Transit smuggling of illegal migrants gains momentums at the present time. According to the information of the experts, tens if not hundreds illegal migrants are transported through the Transcarpathian area of Ukrainian border during the day. Corresponding services apprehended not more than one percent, aiming at reporting.

In the frames of actions on border security reinforcement, border guards of Chop Detachment together with SSU officers apprehended two groups of illegal migrants. One of the groups moving towards the state border by two cars was stopped in the area of the check point “Novoselytsya” in the suburb of the populated area Perechyn at about 08 p.m.

The car was driven by Ukrainians. They transported 5 citizens of Afghanistan and 4 citizens of Syria (5 men, 2 women and 2 children).

Already in 1,5 hour, two more cars were stopped in the area of BS “Guta” in the direction of the populated area Velykyi Bereznyi.

There were 3 men and 4 women in the car driven by the citizens of Ukraine. According to the words of the detainees, it was learned that they were the citizens of Afghanistan.

Detainees were delivered to border subdivision to undertake verifying measures and process administrative and procedural documents.

The resident of Transcarpathia is sentenced to three years of imprisonment intending to smuggle the citizen of Moldova to Ukraine…

Regional Public Prosecution Department supported the state prosecution in the criminal case concerning the citizen L., who committed the crime stipulated by Part 1 Article 332 of Crime Code of Ukraine (illegal transportation of persons through the state border of Ukraine).

As it was reported by Aleksandr Vasilchenko, the chief of Department of supervision of adherence to laws by the bodies of Security Service of Ukraine, State Customs Service and State Border Guard Service, it was proved that Transcarpathian citizen agreed and organized the delivery of 29-year-old citizen of Moldova to the territory of Ukraine without passport control undergoing, as Moldavian lost his documents, on the grounds of collected evidences by the Public Prosecutor’s Office in the court.

However, the foreigner was found by the staff of Border and Customs Services of Ukraine in the course of car examination belonging to the Transcarpathian.

Therefore, the court, considering the collected evidences, sentenced the accused person to three years of imprisonment with dismissal on the basis of Article 75 of CCU and enduring the punishment with probation period for one year.

In the airport “Boryspil”, border guards of separate check point “Kyiv” detected 4 forged documents during the passport control of the passengers arrived from Istanbul. Four Syrians intended to use the forgeries. Two of them had forged passports of the citizens of Finland, one – of Germany and one – of Syria. The passengers planned to get to Germany through Ukraine.However, after explanations on forgery origin and processing of administrative protocols, the travelers had to return by fly back to the country of origin.
