Moldavian intended to cross the border hiding in luggage space among postings

29-year-old citizen of Moldova intending to get to Ukraine hiding among the postings was detected recently by the border guards of Chop Detachment.  In the course of border control and check of the mini bus “Mercedes” traveling to Ukraine from Italy through the check point “Tysa” border guards paid attention to nervous behavior of the driver, citizen of Ukraine. The service dog felt something in the luggage space of the vehicle. Carrying out detailed investigation of the minibus the officers of the check point detected the man hiding under the blanket. He had no any documents identifying his personality. While implementing verification activities the “traveler” introduced himself as the citizen of Moldova. Also it was learned that working abroad the man lost his passport, thus he decided to come back home. So far, all circumstances are under establishment. Criminal case is commenced against the driver as to the signs of the crime stipulated by Part 1 Article 332 of Crime Code of Ukraine “Illegal transportation of persons through the state border of Ukraine”

Russia recognizes almost all Ukrainians crossing Ukrainian-Russian border as refugees

Russian Mass Media and separate officials declare about hundreds thousand Ukrainian refugees going to Russia. However, State Border Guard Service of Ukraine informs that the general passenger flow at Ukrainian-Russian area of the border comprises 4.631 million persons, and in 2013 during the period March-June – 9.346 million). Citizens of Ukraine cross the Russian border less in 18% (March-June 2014 this area was passed and crossed by 2.922 million Ukrainians, in March-June 2013 – 3.580 million).

Citizens of Ukraine crossing the border on Russia from March to June 2014, 1.54 million persons left Ukraine and – 1.38 million persons entered. However, the indexes of Ukrainians’ departure are rather higher than ones of those entering the country – they completely correspond to the indexes of the year 2013: from March to June 1.89 million Ukrainians left Ukraine, and – 1.68 million entered the country. But just in May 2014 almost 200 thousand Ukrainians more entered Russia in comparison with the last year (2014 – 344 thousand Ukrainians, 2013– 538 thousand), in June almost in 100 thousand less (2014– 403 thousand Ukrainians, 2013 – 507 thousand).  It is also worth to remember that these are the indexes in a tourist and health resort periods during which the passenger-transport flow increases at the border.

While crossing the border Ukrainians often report that they go on vacation, on business or to visit relatives. Usually, there are those, who because of political crisis in the east of Ukraine are forced to leave their homes and depart to other regions of Ukraine, and those to Russia, as many Ukrainians have relatives and close friends in Russia.  However, during the cross of the border to Russia no citizen of Ukraine expressed their wish to get refugee status in Russia, in fact they state that will definitely return home.

Russian Mass Media and officials transfer almost all Ukrainians traveling to Russia to the category of refugees.

Traveler from Cote d’Ivoire intended to cross the border of Transcarpathia at night

Border guards of Chop Detachment detected a violator with the help of thermal imager. Unfamiliar person was in a hurry to cross Ukrainian-Slovakian border at about midnight. Border detail of BS “Uzhgorod” disturbed the plans of the traveler, who was stopped some tens meters before the state border. The traveler reported that he was from Cote d’Ivoire, but he had no documents to prove his nationality. Filtration and checking measures are undertaken as to the violator.

Reminding, on July 7, staff of SSU of Chernovtsy oblast and border guards of Zhytomyr Detachment detained 9 illegal migrants in the area of BS “Kopysche” in the course of joint actions. These were 3 citizens of Sudan, 2 from Vietnam, 2 from Eritrea and 2 from Bangladesh.

Transcarpathian SSU caught all organizers of unlawful transportation of illegal migrants

Organizer of unlawful transportation of illegal migrants was extradited from Romanian to Ukraine, who was concealing from law enforcement agents abroad…

The native of Chernivtsi oblast was extradited and delivered to Department of SSU in Transcarpathian oblast being the organizer of unlawful transportation of persons through the state border, who was concealed for a long time from the inquest abroad. It was proved that the organizer with three accomplices – residents of Vynohradiv region in April-May 2013 – smuggled 15 illegal migrants through Ukrainian-Hungarian state border. All stages of illegal activity from transportation of illegal migrants to their point of destination were clearly distributed among the malefactors. Three accomplices delivered illegal migrants to border area, waiting for them at Hungarian side the organizer himself accompanied them to the point of destination.

In May 2013, SSU officers detained two cars in the highway Khust-Vynohradiv, where two malefactors transported four citizens of Sri Lanka and one Syrian. The agents established at once one more accomplice and organizer of the smuggling channel.

Three members of the criminal grouping were notified of suspicion in crime commitment stipulated  by Part 3 Article 332 (illegal transportation of persons through the state border of Ukraine) of Crime Code of Ukraine.

In order to avoid criminal responsibility, the malefactors crossed Ukrainian state border illegally after bailment appointed by the court. All members of unlawful activity, as well as the organizer, were put on the international wanted list by Department of SSU in Transcarpathian oblast.

In January of the current year the location of the smuggler-organizer was established, he was apprehended by border police during attempt to cross Romanian-Moldavian border.

In June of the current year he was extradited to Ukraine and  he was notified of suspicion according to Part 3 Article 332 of Crime Code of Ukraine. Three Georgians were detained while trying to cross the state border

Border guards of BS “Uzhgorod” received operative information about unfamiliar persons getting out of the car nearby the check point “Uzhgorod” and starting to move towards the state border of Ukraine.

Within minutes, reaction group of border subdivision detained three persons of Caucasian appearance during the attempt to cross the state border in the distance of 250 m.

The man confessed that they were the citizens of Georgia, however no identifying documents they had. Detainees were delivered to border subdivision. Preliminary legal qualification of the infringement was undertaken according to Articles 202, 204-1 Part 2 of Crime Code of Ukraine.

Four illegal migrants were apprehended in Kharkiv arriving from Russia

Border guards of BS «Tymofiivka» of Kharkiv Detachment together with MOI officers detained a group of illegal migrants due to preliminary information. Inter-agency group stopped the minibus of Ukrainian registration for investigation nearby the border. It was established that the citizen of Ukraine driving the car transported 3 citizens of Afghanistan – wife, husband and a child of 2 years old and the citizen (woman) of Vietnam. Besides, there were two citizens of Ukraine inside the vehicle, who accompanied the group. The migrants had valid passports with control signs on the arrival in the beginning of July of the current year in the airport “Sheremetievo” and the tickets for the train “Moscow-Belgorod” with their input surnames. Considering mentioned and acting in the frames of international legislation stipulating transmission of detained illegal migrants to the country they arrived from to Ukraine, the border guards initiated border-representation meeting with the representatives of border office of RF. Altogether, in spite of absolute above mentioned evidences (signs of arrival to the airport, tickets for the train), explanation of the detainees and their tracks at control and investigation line – Russian border guards rejected to recognize the fact that the group of illegal migrants got to Ukraine from the territory of Russia. So far, a protocol of administrative infringement was proceeded against the driver. The citizens of Ukraine were handed to SSU officers to clarify the details of the infringement.

Turk hided his real passport in the shoe

Borderguards of Lutsk Detachment detained a citizen presenting his forged passport of the citizen of Bulgaria at the international checkpoint “Yagodyn-railway station”. During the border control of the train “Kyiv-Warsaw” aborder guards’ suspicionastothepassportsofone of the passengers was aroused. In a result of thorough inspection of the document, the border guards established that it was partially forged by means of changing the page with constituent data of the bearer. The foreigner confessed immediately that he was the citizen of Turkey of 1969 DOB and took his real passport from the shoe, with the help of which he arrived to Ukraine. The man explained that in such a way he planned to get to Germany aiming at finding job, and passport was bought for € 2.5 thousand. So far, the traveler will be punished as to administrative responsibility for attempt to cross the state border illegally and criminal responsibility for using intentionally forged document.

Group of children leaves their homes in Donetsk and moves temporarily to Transcarpathia

The staff of Department of State Emergency Service of Ukraine in Transcarpathian oblast met the group of children, who were forced to leave their homes because of anti-terrorist operation in Donetsk and temporarily move to Transcarpathia.

The settlers were placed to hotel complex “Shypot Karpat” located in picturesque village Pylypets, Mizhhirrya region. The head of State Emergency Service personally checked the conditions of their stay. He got acquainted with the children and promised to help them.

“Operative Rescue Service of Transcarpathian oblast shall assist and support all citizens displaced in this complicated for them time. No family in need of this assistance shall stay without attention”, – it was marked by the head rescuer of the oblast.

Besides, excursion was organized for the children to one of the seven wonders of Ukraine – waterfall Shypot, which is located at a foot of the mountain Hymba.

During the rest with the children, the psychologists of State Emergency Service communicated with them in order to draw their attention from problems and sad thoughts as well as to comfort with interesting stories and legends hided by Transcarpathian land.

Chop border guards summarized activity for 6 months

Generally, developments in the area of Chop Border Detachment in the first half of 2014predetermined the flow of illegal migrants. The main countries of origin were Afghanistan, Syria and Georgia. Overall, in the course of six months of the current year the subdivisions of border security of Chop Detachment detained 115 illegal migrants. During the passport control there were 2 forged, 3 someone’s and 67 invalid documents detected. About 287 persons were not let passed through the border, violation of the rules of foreigners’ stay in Ukraine was detected in 168 cases. 381 persons were called to administrative responsibility, who were fined for the sum of more than 600 thousand UAH.

521 persons arrived to Transcarpathia from the Crimea and regions of ATO realization

521 persons, among which there are a lot of little children and disabled persons, have found shelter on the territory of Transcarpathian oblast.

Just this number of the citizens has been registered in the regional headquarter on issues connected with social provision of the citizens of Ukraine being displaced from the temporarily occupied territory and regions, where ATO (anti-terroristic operation) is conducted. The overwhelming majority of persons were settled in Uzhgorod and Mukachevo regions. According to the order of the head of Transcarpathian Oblast State Administration Valeriy Lunchenko No. 202, the regional headquarter was formed to coordinate the aid organization of displacement of persons from the regions of ATO realization and creation of appropriate conditions for their temporary residence and social support.
