During the night border guards of Lviv, Chop, Mostyskyi Detachments within the frames of special border operation “Border 2016” prevented several attempts of illegal border crossing by citizens of Moldova, Morocco and Guinea.

Thus, border guards of BS “Rava-Ruska” Lviv Detachment discovered an unknown man trying to enter the neighboring Poland beyond the check point. He was caught without any documents near the state border. During the interview the offender said that he was a citizen of Moldova and was going to reach one of the EU countries. At the moment he is delivered to the Department of Border Service to clarify all circumstances.

One more “traveler” was detected by the border guards of Mostytskyi Detachment. Information about the appearance of unknown person in the border area was received from the members of Public Unit. As a result, a native of Morocco without identifying documents was detained by district inspector. Administrative documents were prepared with regard to the citizen.

Also, border guards of Chop Detachment discovered a citizen of Guinea 50 meters before the border, who tried to enter the EU in illegal way. After an unsuccessful attempt, the detainee decided to offer the district inspector a cash reward in amount of $ 150 for his problem solution. He received a categorical refusal on this point. The competent authorities were informed about the issue.

Transcarpathian border guards together with their foreign colleagues continue to counteract jointly unlawful activity at the state border. The next attempt of illegal migrants from Africa was stopped by military men of Chop Detachment and Hungarian law enforcement agents.

In the frames of join operations implementation on crimes at the state border, about 6 a.m. border guards of Ukraine and Hungary discovered and detained 5 illegal migrants from Afghanistan.

Thus, while performing monitoring the border guards detected the traces leading towards the border. Also local fishermen informed about some unfamiliar persons appearance at the Tysa River, who started towards the Hungarian border in the boat. Border guards of Chop Detachment sent received information immediately to law enforcement agents of neighboring side and started to the place of possible violation. In a result of conducted joint searching actions on the both sides of the border 5 illegal migrants were apprehended, three of them were children. As it was established, these citizens intended to get to EU countries aiming to seek better life conditions. Law enforcement agencies of Ukraine and Hungary take measures on clarification of the violation circumstances and establishment of persons involved in unlawful activity.

Border guards of BS “Syanky”, Mostytskyi Detachment, detained four migrants from northern Africa offering money to the residents in the border area in order to reach Poland.

Border guards received information about the young men of Arab appearance, who in one of the villages of Turka district, Lviv region asked about the way to the border. Unknown persons offered one of the residents of border village cash reward for taking him to the border on Poland. The man “agreed” to this proposal of typical illegal migrants, asked to wait outside his house and meanwhile he called the border guards. Foreigners not waiting for their guide, went to the border on their own, however, in some minutes they were detained by a reaction group of Border Service Department. The detainees appeared to be four Algerians having Ukrainian temporary residence permits told the border guards that came to Ukraine legally and entered the first course of study in one of the universities of Kharkov. However, instead of getting education in Ukraine, they made their decision in another way – the illegal journey to Western Europe. Currently, Algerians are detained in administrative order, regarding the “students” the protocol on administrative offense are prepared under the Part 2 of Article 204-1 AICU “Illegal cross or attempt to cross the state border of Ukraine in illegal way”, committed by the group of persons. The decision on the case will be made by the court.

Illegal cross of the state border by illegal migrants was stopped in a result of operative information exchange between the border guards of Ukraine and Hungary. Thus, border detail of BS “Goronglab”, Mukachevo Detachment, detected the traces at the control line during patrolling. Aiming not to admit unlawful activity, the staff of State Border Guard Service of Ukraine started operative-searching actions immediately and informed Hungarian colleagues on this point, who on its side also organized the search in this direction. As a result of conducted joint operation of Ukrainian and Hungarian law enforcement agents, 10 persons being natives of India, Pakistan, Nepal and Afghanistan. Besides, the border guards discovered the car with double numbers nearby the border, by which illegal migrants were probably delivered to the border. So far, measures are undertaken to establish the circle of persons involved in illegal transportation of the migrants through the border.

Border guards of Mukachevo Detachment suppressed the attempt of unlawful cross of the state border on Hungary by the citizens of Congo and Guinea when realizing operative information. Thus, the border guards of BS “Kosyno” getting operative information started immediately to the place of supposed violation with the purpose to exclude illegal cross of the state border. The law enforcement agents found the car driven by the citizen of Algeria during the locality investigation. There were also two citizens of Guinea and one from Congo inside the car. After the check, two of them started to run away towards the border. However, in a result of coordinated actions the violators were apprehended and then delivered to Border Department “Kosyno”. After conducting filtration measures it is established that detained citizen of Algeria and woman from Guinea stay on the territory of Ukraine on legal basis, intending to organize unlawful cross of the border for the natives from Congo and Guinea.

Appropriate administrative documents are drawn up with regard to the persons intending to cross the border in illegal way. Competent authorities were informed concerning the citizens attempting to organize the illegal trip and a statement was forwarded as to Part 2 Article 332 of CCU “Illegal transportation of persons through the state border of Ukraine”.

Ukrainian border guards detained illegal migrants intending to get through the protecting fence. Border guards of Mukachevo Detachment detained a group of illegal migrants in the area of BS “Luzhniki”: two women, three children and four men. They were discovered by regular soldiers. Group of persons attempted to damage protective fence and cross the border. The detainees did not have any documents and introduced themselves as the natives Afghanistan. They were delivered to Temporary Detention Centre. Persons are established, who assisted Afghanis to cross the state border of Ukraine.

As it was reported by the site “Strana”, border guards apprehended also the group of illegal migrants from Vietnam in Kharkov region, who were planning to get to Ukraine in illegal way. The violators were detained in the suburb of the village Kazachiya Lopan (Kharkov region).

Three people from South Asia, who tried to cross the Romanian border illegally, were apprehended by the border guards of Chernivtsi Detachment.

The group of unknown persons moving towards the border was noticed by the border guards of BS “Porubne” with the help of a thermal imager. Service dog assisted reaction group in arresting the violators. During the inspection it was found that the detainees were the citizens of Bangladesh aged 23 to 25 years. The men had residence permits of Ukraine. Currently, these people are delivered Border Department Service for filtration measures and preparation of administrative and procedural documents concerning the attempt to cross the border.

In a result of operative cooperation the staff of State Border Guard Service and law enforcement agents of Poland, Romania and Hungary succeeded to prevent a series of unlawful actions at the state border. Thus, in the course of the area monitoring under the responsibility of BS “Luzhanka”, Mukachevo Department, the signs of illegal border crossing were discovered at the both sides of the border. As a result, the law enforcement agents detained 5 citizens of Afghanistan intending to get to EU countries in illegal way.

Also, due to the coordinated work of Ukrainian, Romanian and Polish border guards it was managed to detain persons involved in unlawful activities. Thus, border detail of BS “Korytnytsya”, Lviv Detachment close to the border line detected three persons seeing police officers resorted to flee towards the border. Polish colleagues were immediately informed about this fact aiming to prevent illegal activity. The violators did not react on request to stop, so the border guards had to make a warning shoot. However, this did not stop the unknown persons. During the subsequent search operations, one of the violators was apprehended in Ukraine and in the adjacent side.

Resident from Transcarpathia was extradited from Czech Republic being in international search and suspected by the Security Service of Ukraine in channel organization to smuggle migrants to EU.

In the beginning of 2013 the malefactor in the compositions of the organized group together with his brother smuggled illegal migrants through the state border of Ukraine. In May of the same year, the activity of this group was disclosed by the staff of SSU in Transcarpathian region. In order to avoid criminal liability after bailment the brothers had been hiding abroad for a long time and were issued an international warrant for the arrest. According to the SSU information, two malefactors were apprehended in Czech Republic by local law enforcement agents in 2014.

One of the brothers was extradited to Ukraine in May of the same year. Both malefactors were sentenced to arrest. Pretrial investigation goes on in the frames of criminal proceeding under Part 3 Article 332 of Crime Code of Ukraine.

The third organizer of migrants’ illegal transportation was condemned to three years of imprisonment with property confiscation last year.

Border guards of Separate Check Point “Kyiv” detected a family from Iraq in the Boryspil Airport, who intended to get illegally to Great Britain and a citizen of Turkey with invalid passport of the Bulgarian citizen. In the course of documents check of the transit passengers arrived from Teheran, border guards checked the documents of three persons – a mother and two children. They submitted the passports belonging to citizens of Great Britain. However, inspector of Border Guard Service noticed immediately other persons on the document photo. It was established that the woman wished to use someone’s documents in order to get to a cherished EU country. The persons will be returned by a fly back to Teheran due to this violation.

And the citizen of Turkey attempted to fly to Vienna using invalid passport of the citizen of Bulgaria. He was revealed in the Boryspil airport by the border guards when registering passengers for the flight to Austria. He submitted the passport Bulgarian citizen of non-standard pattern. The violator was apprehended and after his identity, under the assistance of Turkey Embassy in Ukraine, case on an administrative violation was forwarded to the court of Boryspil town. The court instituted administrative proceeding against the violator, who was also fined for the sum of 1700 UA. Decision was made to return him compulsory to Turkey.
