In the course of joint actions with Slovakian law enforcement agents on counteraction to illegal migration with application of small flying apparatus Ukrainian border guards conducted a complex of operative-searching activities.

The channel of illegal migrants’ transportation and helicopter being most likely used for smuggling was detected during the joint international operation at Ukrainian-Slovakian border.

As a result, the border guards of Chop Detachment in cooperation with SSU staff discovered the sports helicopter and 3 persons – two pilots and local resident in the area of the village Poroshkovo at night. During detention of the violators the border guards had to make warning shots up as resistance was rendered.

It shall be marked that one of the pilot has already been detained by the staff of State Border Guard Service for the third time. Recently, he was apprehended as the plane pilot smuggling cigarettes.

So far, joint actions go on with EU border guards at the western area aiming at counteraction to use small aviation.

One of the passengers of the bus arriving to the Ukrainian-Hungarian border presented the document of the citizen of Korean Republic for passport control. Border inspector doubted in fictions nature of this document and he conducted a detailed examination of it using special means. During the check inspector detected some pages to be glued in from another passport. Besides, there were some forgeries in it.

Falsifying the passport the Korean citizen intended to cross the border, thus a corresponding protocol was drawn as to Article 204-1 of Administrative Code of Ukraine. Border guards informed Uzhhorod Department of Transcarpathian National Police on this fact and sent the statement to control the signs of criminal crime commitment stipulated by Part 4 Article 358 of Crime Code of Ukraine. Due to non-serious crime the Korean was not arrested by Police. Thus, he expects the Court on administrative violation in Ukraine.

Border guards of Chop Detachment together with the staff of National Police detained three citizens of Georgia at the railway station Batevo, which is 5 km from state border on Hungary.

During the document check by the inspector of Border Guard Service the Georgians told that they arrived to border town to meet some woman. Inspector stayed with migrants to see her also. However, the documents of the foreigners were in good state, the absence of the woman became a base of their arrival to the railway station, who aimed to cross the state border soon beyond the check point. Later on it was established that three friends came to Kyiv a week before. So far, the administrative documents are drawn considering them.

Seven foreigners violating Ukrainian legislation were apprehended in Kyiv at the Central Railway Station by the border guards of Separate Check Point “Kyiv” together with the representatives of SSU, National Police and Migration Service.

In the frames of planned inter-agency raid performance on detection of illegal migrant there were 7 natives of Uzbekistan, Vietnam, Syria, Afghanistan and Algeria without corresponding documents. Two persons had not documents at all, the rest showed only the certificates and copies of the documents for temporary residence. Detainees were passed to Migration Service for identification and establishment of infringement circumstances.

Foreign citizens are attracted to administrative responsibility for committed violations of stay in Ukraine. The staff of Head Department of Transcarpathian MSU detected three foreigners – citizens of Afghanistan and Libya in Uzhgorod in a result of railway station inspection conducted in the frames of target preventive actions under the conventional name “Migrant”. When checking documents it was established that the men had no permission document for staying in Ukraine. The foreigners were made responsible in administrative order for violated legislation.

In the course of the first week of jointly performed target preventive measures on supervision and control for keeping legislation in the migration sphere under the congenital name “Migrant”, the staff of Migration service together with policemen exposed 60 violators of migration law. Three foreigners got shortening of their term stay. As to 4 citizens – a decision was made on forced expel from Ukraine. In total, 31 illegal migrants were detected.

Seventeen illegal migrants were apprehended at night without any identifying documents. The group of illegal migrants (10 Afghanis and 7 Somalis) was caught 500 m before the line of the state border of Ukraine with Slovakian border. Local inhabitant was also detained with them, who performed a direct accompaniment of illegal migrants to the state border of Ukraine.

The foreigner intended to cross Ukrainian-Slovakian border in illegal way. Preliminarily this infringement was qualified as Part 2 Article 33 of Crime Code of Ukraine. It is punished by 3 to 7 years of imprisonment.

Four citizens of India were detained at the border of Lvov and Transcarpathian regions at night by the border guards of B “Syanki”  guarded area at the border on Poland. When performing regime actions in the border line at the high way Lvov-Turka-Uzhgorod the border guards noticed the car approaching the post, then returned and moved towards the town of Turka. Considering the risk of transporting illegal migrants and quick return of the car just before the post, the border guards organized its search and pursuit. In some period of time reaction group caught up and stopped the car.

Suspicions of the border guards were confirmed as there were four men of South Asian appearance, without documents, inside except the driver. Border guards found out that the detainees were the citizens of India, and the driver of the car was 43-year-old resident of the town, which at the request of the foreigners drove them into the border area.

So far, the Indian citizens are detained in administrative order till establishment of identity and circumstances of the offense and they are placed at Detntion Centre in Mostiskyi Border Detachment. Regarding the driver of the car transporting the migrants a report on administrative offense was drawn under Art. 206-1 CCU “illegal transportation of foreigners and stateless persons on the territory of Ukraine”, the court will determine the sentence.

Border guards of Ukraine and Hungary conducted a special operation on detection and apprehension of illegal migrants in the frames of special measures taken on counteraction to the crimes at the state border.

According to information received by the border guards, the smugglers planned to transport some groups of persons through the border. Learning about possible movement of the migrants, the border guards detected two persons travelling towards Hungary 300 m before the border. The trespassers were aged persons and introduced themselves as the citizens of Afghanistan. During the interview border guards found out that smugglers delivered the woman and man to the border by car taking all their money, mobile phones and documents. Then, they took Afghanis deep into the forest. On Afghan’s demand to give them food and drink they started to shout at them and beat ordering to wait in the forest. Not waiting for the smugglers, migrants decided to move on their own. The border guards rendered them first medical aid, fed and provided with warm clothes. Emergency was called for the woman as she felt herself not well. After their state normalized the Afghanis were delivered to Detention Centre.

Meanwhile, Hungarian border guards due to information provided by the border guards of Mukachevo Detachment detained a citizen of Bangladesh and Sri Lanka, who were transported to Hungary. Protocols were drawn on administrative violations as to the detainees in accordance with the Article 204-1of Crime Code of Ukraine.

Two Moldavians were detained by district inspector of BS “Novoselytsya” nearby the border in Transcarpathian region. The representatives of Public Formation informed the border guards about appearance of unfamiliar persons with rucksacks in the border area. Information was immediately passed to the nearest subdivisions and district inspectors of Border Service patrolling at this direction. In a result of searching actions the district inspector noticed and detained two unknown persons a kilometer before the Ukrainian-Slovakian border. The men making their way to Slovakia had no any documents and introduced themselves as the citizens of Moldova Republic. So far, the violators are delivered to border subdivision for their identification and drawing up administrative and procedural documents.

Public Prosecutor’s Office in Berehovo District Court proved Transcarpathian resident to be guilty in assistance to unlawful transportation of 8 citizens of Afghanistan through the state border of Ukraine on preliminary agreement by the group of persons (Part 2 Article 332 of Crime Code of Ukraine).

It was proven that the Transcarpathian intentionally assisted to unlawful transportation of the group of Afghanis through the state border of Ukraine. However, mentioned persons were apprehended by border detail of BS “luzhanka” of Mukachevo Border detachment. Their smuggler was sentenced to 4 years of imprisonment.
