In a result of conducted joint international operation by Ukrainian and Hungarian border guards, the next group of illegal migrants was disclosed. This is far from being the first detention under cooperation of the border guards from both sides, as the constant information exchange allows to react promptly upon the situation and take preventive measures in due time.

Border guards of Mukachevo Detachment discovered a group of illegal migrants in the area of BS “Kosyno”, who intended to get to Hungary in illegal way. In total, border detail stopped four citizens of Turkey nearby the border line; there was a child among them.  According to their words, they moved to EU countries in the search of better life conditions. It was promptly established that these persons “traveled” not by themselves. Ukrainian border guards informed their Hungarian colleagues immediately. Soon, border guards of the neighboring country apprehended 5 more citizens of Turkey. So far, the verification measures continue.

Getting to the countries of European Union through Transcarpathian region, illegal migrants often take minor children with them, thus, exposing them to fatal danger as trips along the mountainous areas in cold weather may result in tragic consequences. And there are precedents.

It will be recalled that border guards of Mukachevo detachment detained the group of 11 illegal migrants from Afghanistan in the mid-January. There were 7 children of different age. Yet, 14 Afghanis, 3 minors of them, were stopped in this direction in the end of January. Three Afghanis travelled together with two children some days ago and were disclosed by the border guards of BS “Bolshaya Palad”.

In general, since the beginning of the year the staff of State Border Guard Service detected 180 migrants at all areas of the border, who attempted to cross Ukrainian border illegally. The sixth part of them are children of different age.

Border guards of Mukachevo Detachment detained a group of illegal migrants nearby the check point “Vilok” at the border on Hungary. There were 8 migrants from Southern Asia. First, alarm device informed about travelers’ appearance. Additional border details arrived to the place immediately. Already in some minutes law enforcement agents detected three men 30 m before the border. In the course of further searching actions border guards apprehended four persons at the border line, and soon – one more. It was established that all of them were travelling by the group, and when approaching the border they decided to separate in order to raise their chances of crossing to the other side. They had no any documents. Seven of them were the citizens of India and from Pakistan. Also, the violators reported their aim of trip was to improve life in one of EU countries.

Border guards inform Hungarian colleagues about detection of illegal migrants, who checking the neighboring border area, did not discover any signs of violation.

State Border Guard Service performs measures on counteraction to illegal crossing of the border as well as constantly improves Border Security System on the entrance and exit ways. A sufficient number of those trying to get to Ukraine in illegal way has been detected by the border guards when monitoring the second line and additionally checking persons under suspicion.

In accordance with the results of conducted analysis in 2015, the second line control procedure was applied to 125 thousand foreigners and stateless persons. As a result, more than 30 thousand foreigners were not allowed to enter Ukraine. Disconfirmation of the aims as to the planned stay in Ukraine by the foreigners, reveal of forged or invalid documents and the like were among the main reasons of rejection on entrance.

For example, border guards revealed two citizens of Libya in the Boryspil airport. They arrived to Ukraine as if for studies at one of Kyiv educational establishments. However, it was established that these citizens did not have any necessary documents and mentioned establishment knew nothing about these entrants in the course of the additional check. The violators were returned by the back flight.

The majority of non-admitted foreigners are potential illegal migrants using Ukraine mainly as transit country. Their principal intention is to get to Ukraine, where they are concentrated for a certain time and then border guards detained migrants directly at the state border when they try to get to the countries of Western Europe beyond the check point.

In total, almost 1650 illegal migrants in the areas of the western border for the state border crossing in the year 2015, overwhelming majority of whom were the native of Afghanistan, Syria, Iraq, Pakistan and Sri Lanka.

Two trespassers were detected and detained by the border guards of Kotovskyi Detachment by means of drone aircraft in Odessa region. Conducting special actions by using drone aircraft mobile group noticed two persons moving towards the state border line.

The border guards started immediately to that place and apprehended the violators as soon as they crossed the border.

Detainees (1989 and 1993 years of birth) had national passports of unrecognized Pridnestrov Republic. Protocol on Illegal Border Crossing was prepared as to the violators and they were forcibly returned to the territory of Moldova Republic.

Five citizens of India arrived from Bangkok were stopped by the border guards of Separate Check Point “Kyiv” in the Boryspil Airport. While checking transit passengers travelling through Milan to Casablanca, these citizens presented the passports of the sailors, which were false. Besides, they had warranty letters, court decisions, which were just color Xerox copies. Also, the “sailors” had one more set of the passports – of the citizens of Palau Republic. Thede documents were also forged. The violators will be returned by the next fly back to Bangkok.

Border guards of Mukachevo Detachment revealed 14 illegal migrants from Afghanistan in the area of BS “Kosyno”, who were moving towards the border on Hungary.

Thus, in the course of current-awareness information realization border detail detected a big group of persons travelling towards the border by means of portable night vision imaging device. The detainees were 3 children, 8 women, one of which was pregnant, who had no any documents. During the interview it was established that all 14 persons were the citizens of Afghanistan intending to get to EU countries in illegal way. Also, the detainees reported that they were delivered by mini buses and one car to the border area.

So far, the filtration measures are still performed as to verification of the circumstances of migrants’ illegal trip. All citizens are delivered to Border Department, corresponding assistance is provided.

Transcarpathia bordering on four European countries remains the transfer base at the illegal migrants’ large route from Asian countries to the Western Europe. Namely here, law enforcement agents apprehended the greatest number of Asian seekers of European happiness in comparison with the rest part of Ukraine – it is reported by the Chief Department of National Police in Transcarpathian region.

The problem of illegal migration from Asia and Africa to the Western Europe through Transcarpathia does not have catastrophic scales as in the end of 90s – in the beginning of 2000-s, however it remains actual. After war intensification in Syria a new wave of illegal migrants is expected, who seek to reach calm and sated Western Europe.

The majority of Asian illegal migrants selects the way to Germany, Austria, France and other Western-European countries through the states of Eastern Europe, in particular, through the Hungary and Balkans neighboring for us. However, there are many enough to get through Ukraine. The migrants usually reach Ukraine in two ways: by sea – through Odessa and Russian-Ukrainian border in Chernigov and Sumy regions.
Lately, the number of refugees from Turkey has enlarged, in particular, ethnic curds. At the present moment, a criminal case is under consideration in Berehovo Court as to the citizens of Austria, ethnic Curd from Turkey, who was caught with his tribal kinsmen in Transcarpathia.

In 2015 Ukrainian Police, specifically the Fight Human Trafficking Sub-Departments in total apprehended 32 organized groups of illegal migrants in the country being composed of 162 foreigners. The greatest number of them – 20 groups of illegal migrants caught in Transcarpathia. For comparison, in the neighboring Lvov region, which posses the large border on Poland, police detained only one groups last year; one was apprehended in Chernigiv region bordering on Russia, 3 groups in Chernovtsy region bordering on Romania; by 2 groups were detained in Odessa, Sumy, Kharkov regions; by one in Kyiv and Rovno regions. The fact is that 5 groups were apprehended last year in Kyiv, where the groups of illegal migrants are formed before their way to Transcarpathia.
According to the information of Fight Human Trafficking Department of Transcarpathian Police, 94 illegal migrants were detained just by their personnel (and there are also officers of SMVI, patrols, border guards, etc.) last year. These were Curds, Syrians, Iranians, Afghanis, Vietnamese, etc. The migrants reach Europe through Hungarian as well as Slovakian and Romanian borders. Thus, in March 5 illegal migrants were caught in Berehovo district, 3 Afghanis – nearby Chop in July, and close to the village of Solomonovo – 4 more, 4 Vietnamese in April were arrested by Police in Uzhgorod, and the same number in May.

Berehovo area is attracted by the Hungarian border. Thus, police detained 9 citizens of Syria in January-March were apprehended, in August – 10 Afghanis. There were also detentions in: Rakhov district (Romanian border) – 2 Syrians (April), Velyka Kopanya – 5 citizens of Moldova, Mukachevo – 2 Vietnamese and 2 Syrians.

The majority of the illegal migrants are found at the entrance to the region, in particular at the Special Police Post in Nizhni Vorota. Last year there were detentions of the migrants from Iraq, Syria, Afghanistan, Vietnam, Sri Lanka and even citizens of African Somalia. In total, there were about forty illegal migrants.

Ukrainian smugglers often are discovered together with illegal immigrants. Now, Police will perform investigation of the criminal proceedings, which had been done by SSU recently.

Law enforcercement agents are doing their job well. Unfortunately, the court is usually limited to  the suspended sentences as for the smugglers. After that, they again continue their previous activities … This is very attractive shady business. Every illegal migrant pays from $4 000 to $ 7 000 (depending on the country of origin and route) in order to get to Europe. And while there is a demand, there will be an offer. Therefore, the fight against business on illegal migrants in the Transcarpathian region continues.

The staff of Operational Search Sub-departments of Mukachevo and Odessa Border Detachments of SBGS in cooperation with the representatives of Interior Security Department of National Police apprehended the citizen of Pakistan being under suspicion in organization of smuggling channel through the state border of Ukraine in the area of Transcarpathian region.

The Pakistani was disclosed in the course of operative action as he was hiding from the Prejudicial Inquiry Bodies. As to the obtained operative data the foreigner is involved in at least three illegal transportations of the migrants to Hungary and Romania. The detainee will be handed for further investigative actions to competent authorities.

In the course of operative measures performed in Kyiv, the staff of Operative Investigation Department of Mobile Border Detachment of SBGS detained the citizen of Somalia, hiding away from the bodies of pretrial investigation, because of suspicion in organization of persons’ illegal transportation through the state border of Ukraine.

During the previous operative actions it was established that the violator set the scheme on unlawful entrance to Ukraine for illegal migrants and their further illegal crossing to the countries of European Union. The detainee will be passed to appropriate competent authorities.

 State Border Guard Service of Ukraine continues to follow the dynamic of illegal migrants’ moving and improve the Border Security System at the possible way of their entrance and exit. In particular, citizens from Libya, man (42 y.o.) and woman (40) were detected and not let in to Ukraine in the Boryspil Airport, who were the spouses arrived from Istanbul. It was their first arrival to Ukraine as for study at one of Kyiv universities. Besides, this establishment did not expect on the foreign entrants. After the Libyans were rejected in entering as they did not approved the aim of their trip, they reported about their plans to undergo medical treatment. However, they again did not have any approving documents, neither medical expertise from doctors, nor medical cards in this case and durin the interview they could not tell the exact name of the hospital they were going to apply. So far, the violators are returned by fly back.

Also, brder guards of Separate Check Point “Kyiv” discovered a citizen of Pakistan. He intended to get to Stockholm by transit using forged visa.

In total, during the last year the staff of State Border Guard Service rejected more than 13 thousand potential migrants in entering Ukraine, and it is 1.5 times  more in comparison with 2014. Also, the border guards have recently fixed the increase in the number of illegal migrants wishing to get to EU.
