Illegal migration: the pressure is not reduced

State Border Service of Ukraine marks that the flow of illegal migrants to EU countries has been successfully limited in a result of applied actions during the last years. At the same time situation of the present year attests that pressure of illegal migrants upon the state border of Ukraine is not reduced. Moreover, “seekers of better fate” intend to find new and new ways of illegal cross of the border.

Just in the course of the last 5 days border guards detained organized groups of illegal migrants several times. Three citizens of Vietnam tried to cross illegally the border in the area of Chop Detachment, 5 citizens of Georgia – in the area of Mostytskyi and Chernivetskyi Detachments, and 6 citizens of Sri Lanka – Chernivetskyi Detachment. Despite of the common efforts of law enforcement agents of Ukraine and neighboring countries, they succeeded to stop the activity of Chinese, Hindu, Pakistani, Iraq and Arab channels. Illegal migrants look for new and new ways for realization of their intentions.

In the course of the last years, migration situation in Ukraine has experienced certain changes. Besides, there was reorientation of transportation of the citizens from post-Soviet countries, first of all Georgia, Russia and Moldova; there was increase in the number of cases on using the legal way of entrance, student channel and procedure apply on gaining refugee status for temporary legalization of the foreigners in Ukraine, besides the citizens of Somalia, Afghanistan and Vietnam. The tendency in the increase of the flow of Syrian citizens is worth attention (because of unstable situation in the country).

In 2012, 68% migrants apprehended for illegal cross of the border and other infringements originated from post-Soviet countries, mainly from Moldova (740 persons), Georgia (219), Russia (119 – migrants from Chechnya), Azerbaijan (92), Armenia (84), Uzbekistan (72), Tajikistan (59), Kyrgyzstan (50) and Kazakhstan (17)

In the first half-year of 2013, their part comprised 65% from the number of migrants detained for illegal cross of the border and other infringements. Mainly, there were citizens of Moldova (217 persons), Georgia (111), Russia (56 – migrants from Chechnya), Armenia (32), Azerbaijan (16), Uzbekistan (14), Tajikistan (11) and Kyrgyzstan (6).

Considering mentioned information, a common inter-agency meeting will be held on the initiative of Administration of State Border Service of Ukraine at the participation of the representatives of SSU, MOI, SMS and Ministry of Education in the course of which it is planned to conduct the analysis of migration situation in Ukraine and trace the problem points in organization of counteraction to illegal migration as well as to define further directions of joint work, first in the controlled border areas.

Important agreement for liberalization of visa regimen with EU on readmission between Ukraine and Russian Federation has come into force

“On August 8, agreement between Cabinet of Ministers of Ukraine and government of Russian Federation about readmission comes into force, which is officially informed by diplomatic note of Ministry of Foreign Affairs of Ukraine”, – it was reported by the diplomats.

It will be recalled that Agreement between Russian and Ukrainian governments was signed on October 22, 2012. On June 5, 2013 it was ratified by Ukrainian Parliament, and in the end of June the law about ratification of this agreement was signed by the President Viktor Yanukovych.

As it known, the issue of readmission is important for Kyiv and Moscow in the context of dialogue on liberalization of visa regimen with European Union.

It was reported before that national deputies of Ukraine delayed consideration of anti-discrimination bill necessary for further visa liberalization with European Union.

We would remind that on July 1, Agreement on simplification of visa regimen between Ukraine and European Union became operative that had been ratified already on April 18 by the Council of Ministers of EU>

War with illegal migrants in Moscow: Vietnamese ask to take them back from detention centre to the camp

The part of illegal migrants detained in Moscow after massive mop-up of the markets from illegal migrants who were before transferred from the camp to stationary detention centers of MOI, were returned back according to their own request.

At the present time, the number residents at Gol’yanovo Camp comprises 586 persons. As Vietnam diplomats declared, the holding conditions of the illegal migrants were very bad. Thus, 40 persons live in the tent with the area of 50m2.

It will be recalled that Moscow police made mop-up after the incident happened at Matveev Market a crowd of migrants beat the police officer, who wanted to detain supposed rapist of 15-year-old girl, however the country fellows decided to protect him. In a result, police officer got to resuscitation department with craniocerebral injury.

More than a thousand persons were apprehended at Moscow market Sadovod

Police officers delivered more than a thousand persons for the examination in the frames of action carried out at the market of southeastern part of Moscow. Moscow police realized operative and preventive actions at the Market Sadovod. About 400 police officers took part in the action.

Market Administration declared that it had understanding attitude to the work of law enforcement bodies and assisted them. The very market was not closed for the period of examination.

It will be recalled that massive raids have started at Moscow markets in 2013 after July 27 when crowd of migrants beat the police officer at Matveev Marker. In the course of the special operation, more than thousand migrants were apprehended – they were from Vietnam, Egypt, Morocco, Syria, Kirgizia, Azerbaijan and Uzbekistan. The camp was constructed for detainees in the district of Gol’yanovo. More than 400 foreigners, mainly the women, were later transferred from the camp to special receiving boxes and detention centers.

Human rights activist criticized severely the opening of deportation camp in Moscow and intentions of the government as to the increase of departments that would have right to control the flow of migrants to Russian as well as the plans of FMS to open the camps for illegal migrants along the whole Russia. Human rights activists affirm that special receiving boxes for illegal migrants exist in many countries of the world, however, the placement of detained illegal migrants there became public company. The government is reproached with the conditions of foreigners’ keeping that do not correspond to standards, and coverage of the company stirs up xenophobia in the society.

Besides, the leader of unregistered oppositional party “Other Russia”, Euduard Limonov regards that big company of RF authorities can turn out repression against the members of the opposition.

IN: Moscow is going to get rid of their illegal migrants to Kyiv

Problem migrants will go to Ukraine, those of which Russia wants to get rid of, – Tatiana Ivzhenko writes in Russian “Independent Newspaper”.

In the near future, Russia will cardinally change the rules on attraction to employment of the migrants. It is said, on one hand, about simplification of the procedure on receiving legal work, and on the other hand about thigh measures concerning the illegal migrants. It is prognosticated in Kyiv that it will substantially increase the flow of Ukrainian migration to Russia, but the main thing it will influence upon the quality of labour power. Good specialist will to go work to neighboring country instead of unqualified workers. Ukraine has not yet thought of the way how to hold the outflow of the personnel.

The changes in migration policy were announced by the deputy assistant director of Department on Work Organization with foreign citizens of Federal Migration Service of RF Dmitriy Demidenko. “We plan to revise seriously and modernize the existed order of quota issue in order to attract foreign labour power. Employees having a definite vacancy set reports it to Municipal Employment Body, which in the course of two months looks for Russian workers for these working places. If they do not manage to select job applicants out of the number of Russians, so the Employment Body gives the employee opinion letter about reasonability to attract foreign workers. The company can hire migrants with this document” – he said in the interview to “Russian newspaper”.

The official marked that the former mechanism of quota system did not justify expectations, as it could not hold the process of illegal migration: “Introducing quota we restrict the inflow of legal foreign workers. However, illegal flow goes beyond the quotas.”

On one hand, it is said about simplification of the procedures on receiving legal work, and on the other hand – about severe measures as to illegal migrants.

Simplifying bureaucratic procedure, FMS hopes to attract qualified foreigners to work, who are interested in legalization of their status on the territory of RF as well as to get Russian citizenship since.

There are other developing measures aimed at achieving the same goal – in particular, introduction of the system of obligatory medical insurance for all migrants. In the end of July, informational agencies have reported that  Ministry of Justice and Ministry of Labour of Russian Federation endorse the bill proposing that foreign worker was obliged to present policy of voluntary insurance to employee. Otherwise, the employee would be obliged to pay himself for the treatment of the foreigner worker.

The chief of FMS Konstyantyn Romodanovskyi in the course of the meeting with the representatives of business explained: “It will not, certainly, happen tomorrow. We will have to work out too many details before the idea gets real contours”. But he specifies that the problem will have been solved anyway as Russia cannot provide all migrants with free medical services, 75% of which arrived from CIS countries. About 5 billion rubles are spent yearly for treatment of migrant labors from the budget of Moscow. However, the experts suppose that obligatory medical insurance promises to employees and hired workers, but they can be compensated by the simplification of the procedure of employment.

Simultaneously, the measures concerning illegal migrants will become tougher: the fines will be increased, a reentering the territory of Russian Federation will be banned. “Since the beginning of the year 2013 we closed the entrance to more than 145 thousand migrants and we are going to continue this job. Our informational resources show that the group at risk (migrants who exceed the term of legal stay and does not register their labour status for further stay on the territory of the country) goes beyond 3 million persons. In perspective, entrance to Russia should be closed for all these people”- Dmitriy Demidenko reported.

The reform will concern the citizens of Ukraine, which according to Russian official data is on the third place after Uzbekistan and Tajikistan as to the number of migrants in RF. The real situation can differ much as statistics is based on legal employment by which only 300 thousand Ukrainians can boast of. By suppositions of Ukrainian analytics, millions Ukrainian migrants can be in Russia, the majority of which have been interested in legalization of their status, but being unable to do it because of bureaucratic obstacles.

“Since the times of USSR, Russia still stays the main direction of labour migration from Ukraine. The borders are transparent, there are no visas, one can enter with national passport. Ukrainians easily assimilate, dissolve in Russian society owing to absence of language barriers as well as cultural and religious community” – it was said by “IN” economist of Kyiv Centre of Political Investigations and conflictology, Aleksandr Koshyk. He explains that there is too much of working force in many regions of Ukraine in the number of interior economic reasons: “Qualified specialists and good workers are always in need in Russia, whatever political statements are sounded. And, certainly, it is comfortable to have a deal with Ukrainian migrants.

Doctor of Economic Sciences, professor Pavel Gaidutskyi in the article for the newspaper “Mirrors of the week” marked that according to Ukrainian Centre of Social Investigations and Institute of Ethnology of National Academy of Sciences of Ukraine, the number of Ukrainian labour migrants reaches 4,5-5 million persons. “According to unofficial data, the majority of Ukrainians work in Russia, however as to official one – contrariwise, more of them are in EU, though in three times more. There are much more of those who wish to go to EU to work – 63%. Thus, Ukrainians see more legal labour market in European Union,”- Gaidutskyi stressed.

However, crisis in European zone influences upon the situation. In case Russia simplifies bureaucratic procedures and liberalizes the conditions on attracting qualified labour force, so much more Ukrainians will go to neighboring country. Those, hoping to be legalized easily and being feared with humiliating deportation, preferred European direction.

This opinion was proved recently by the chief of the capital department of FMS Olga Kirilova. She marks that the majority of illegal migrants arrive to Moscow from the countries of Middle Asia, and the number of Ukrainians as well as Byelorussians becomes less and less. “Nowadays, the most problematic are the representatives of Middle-Asian region. If speaking of qualitative predominance so these are migrants from Uzbekistan, then Kirgizia and Tajikistan. Concerning representatives of Ukraine and Belarus – those who we wish to see more because they are not such visible among the local population, – so their inflow, unfortunately, has a tendency to decrease and not to grow up”.

Now, the situation can change. But it promises problems for Ukraine, it is marked by the experts. Aleksandr Koshik tells to IN that demography has reached the crisis point in the country and the place of departed are usually occupied by those problem migrants from which Russia intends to get rid of. Before, Ukraine has been transit government for the migrants from unfavorable regions of the world. Now, they settle on our territory. Moreover, often they do not apprehend cultural traditions, Christianity; they do not learn the language. It can be said about millions of people. It means that in the nearest future Ukraine can face with a very serious problem”.

In Transcarpathia the woman gave away six Afghanis to police officers on the phone

In Perechyn district unknown woman called to police station and gave away illegal migrants from Afghanistan. She told that she saw six persons that looked like illegal migrants at the bank of the river Uzh not far from the village of Zarichevo, Perechyn ditrict. Soon, law enforcement agents really found six men nearby the mentioned place, who were the citizens of Afghanistan – young couple with a daughter and mother with two children. Illegal migrants were sent to department of BS “Velykyi Bereznyi” of Chop Border Detachment.

Illegal migrants from China have never found «window to Europe” from Transcarpathia

The other day, border guards of Chop Detachment detained the next “travellers” that made their way illegal way to the countries of European Union.  Border detail of BS “Guta” carrying out the patrolling of the area early in the morning detected some unfamiliar persons moving towards the border. One more detail and operative group with service dog started to capture the foreigners. The trespassers having less than 1,5 km to reach Ukrainian-Slovakian border were apprehended. There were four tourists: one woman and three men. Detainees did not have any documents and reported to the border guards that they were the citizens of China.

Russian Mass Media: camp of migrants as public company of the government

Central Mass Media writes about migration problems in Russia. In particular, opening of deportation camp in Moscow and intentions of the government to increase the number of departments that would have right to control the flow of migrants to Russia became the reason for the leading article at “Independent newspaper”.

According to data of newspaper, regulation on this point will be adopted in September. To give “non-permission” on this point – namely such bureaucratic term is used in this paper – is allowed to use by 11 federal ministers and services. Number one is MOI, then Federal Security Service, and Ministry of Protection, Russian Financial Monitoring and Foreign Intelligence Service, Ministry of Justice, Ministry of Foreign Affairs, Federal Migration Service and Federal Service of Russian Federation on Control for Drug Traffic. Russian Consumer Inspectorate and Federal Medical and Biological Agency complete this list.

All departments having right to make decision on deportation now will be coordinated by FSS. Thus, resent order of Vladimir Putin should be implemented promptly, after the scandal on beating police officer at the capital market, law enforcement agencies started to control strictly commercialization”, – regards “Independent Newspaper” (“IN”).

By the way, as “IN”marks, lately FMS has begun to gush with various legislative initiatives. However, not all of them were accepted by the society adequately.

After urgently opened deportation camp in Gol’yanovo, Moscow, Mass Media presented information that FMS is going to open the same camps along the whole Russia. The press service assured the newspaper that it was not right. It is said about stationary holding centers for foreigners that would be deported.

The Embassy of Vietnam, whose citizens are mainly kept at Gol’yanovo, has already criticized Russian authorities naming the conditions in which detainee stay to be inhuman. Also, the members of the President Council on Human Rights intend to give negative evaluation of the present situation at “ethnic camp”, as it was characterized in the blog sphere, on Wednesday, August 7.

The members of PCHR together with Social Supervising Commission and ombudsman Vladimir Lukin will demand immediate correction in the work of the camp, – it is said on the pages of “IN”, by the chairman of Moscow SSC Valeriy Bortchev.

“Holding of foreigners at special premises always has been hideous. However, the present case implies to have outright racism, – the human rights activist convinced. – The thing is not in organization of the camp, as a matter of principle it comes out that in relation to separate ethnos one can forget about human rights”.

The head of Moscow Helsinki Group Ludmyla Alekseeva underlines in the interview with “IN” that special premises for illegal migrants exist in many countries, however in Russia placement of detained illegal migrants there became as public campaign.

Newspaper “Vedomosti” writes in editorial comments on this subject that creation of the camp for some hundreds and even thousands persons reminds of attempt to take out the sea with the spoon.

“In general, – the newspaper regards, – it is a story about artificial creation of the problem and its skilful use by the politicians and governmental structures. The government creates a problem rejecting to make political solution on migration issue. Then, politicians gain scores rousing xenophobia in the society. Now, the law enforcement agents also gained opportunity to increase their part in this profitable project”.

Afghans paid $50 000 to get to EU countries

Border guards of Chop Detachment and inspectors of State Motor Vehicle Inspectorate detected a group of unknown persons nearby the border while carrying out joint control and regimen activities. Detainees could not present documents identifying their personality on border guards’ demand, but they reported that they were the citizens of Afghanistan. There was a man, two women and three children in the group – the boy of 2007 DOB and two girls of 2009 and 2012. In the course of the interview, it was learned that they made their way to EU countries in the search of better life conditions. They also told that they paid $50000 for their trip.

Besides, border guards of BS “Uzhgorod” apprehended two more illegal migrants at night. One of the violators making his way to Slovakia was stopped after alarm system went off in the area of BS “Onokivtsi”. The men informed that he was the citizen of Syria. The citizen of Georgia became the other “guest” of the border guards, who intended to cross the border without documents avoiding the check point.

All detainees were delivered to border subdivisions to process administrative and procedural documents. Decision on responsibility before the law and their future destiny will be defined by the court.

Two Turks arrived to Ukraine with forged passports of the citizens of Lithuania and Slovakia

Border guards of Odessa Detachment apprehended a passenger arrived from Turkey in the international airport “Odessa”. For passing control the man gave the passport of the citizen of Lithuania, however the border guards detected that page with constituent data of the owner was changed in the document. Finally, the very passenger reported that he was 40-year-old citizen of Turkey. He also told that he effected a fake marriage with the woman from Lithuania, who helped him in receiving forged document for € 30 thousand. He bough this document for free movement along the countries of European Union.

One more citizen of the same country arrived from Istanbul was detained in the airport “Simferopol”. Border guards established that the passport of the citizen of Slovakia he presented for control was completely forged. Apropos, his personality was confirmed by the presence of valid passport for travelling abroad of the citizen of Turkey, which he had with himself. The forged documents were confiscated and pseudo-travellers were returned by return flight to the countries of departure.
