Police and border guards thoroughly checked almost all trucks and minibuses at the entrance to the regional centre from the side of Mukachevo. These actions were performed in the frames of special operation headed by the border guards, who record exceptional growth in the flow of illegal migrants – 80% more in comparison with previous year. In the frames of special the operation the staff and special technologies were sent to enforce activities.

In the frames of the target preventive measures “Migrant” the cadets of National Academy of the State Border Guard Service of Ukraine, who arrived to Transcarpathia aiming to strengthen the combat against the unlawful activity emergence, detained a group of illegal migrants and their possible smuggler. When patrolling the border detail was observing the movement of six persons from the suburb of the village Tysobyken, Vynohradiv district, in the direction of the state line by means of the thermal imaging device. Already in some minutes the cadets together with the reaction group of BD “Vilok”, Mukachevo Detachment, apprehended illegal migrants 50 m before the border, when they attempted to overcome the barrage fence. Detainees were five men and a woman. Only one of the detainees had passport of the Czech Republic. The rest violator reported to be the citizens of Vietnam being without any documents. In the course of further searching actions the border guards discovered also the car belonging to the detained citizen of Czech Republic. The foreigner confessed that he lifted the foreigners who planned to cross the border on Hungary in illegal way. Aiming to undertake filtration measures and drawing up administrative documents all foreigners were delivered to Border Guard Department “Vilok”. The Police staff was informed as to possible constituent elements of offence provided by the Part 2 Art. 332 of Crime Code of Ukraine (Illegal transportation of persons through the state border of Ukraine) in order to make a legal decision on this case. The court will perform a legal assessment of the actions committed by the travelers and their probable smuggler.

Five violators were detained by the servicemen of the SBGS in the course of last 24 hours when servicing at the Ukrainian-Russian and Ukrainian-Moldavian borders. The border guards of Luhansk Detachment received information and at the participation of operational staff of the Eastern Regional Directorate of SBGS detained three persons attempting to cross the border avoiding the checkpoint. Since the information was received in advance, the border guard had already been waiting for the violators in direction of their possible border crossing. Five unknown persons were apprehended 5 meters before the border. During the filtration operation the law enforcers found that one of the detainees, citizen of Ukraine, born in 1966, had been smuggling across the border. The border violators were called to administrative responsibility under the Art. 204-1 AICU (Illegal cross or attempt to cross illegally the state border of Ukraine). The actions of the citizen made illegal cross of the border shall be subject to the offense under the stipulated article. 332 CCU (Illegal transfer of persons across the state border of Ukraine). According to this fact, the National Police in the Luhansk region was informed.
Two other violators of the border were detained by the border guards of Chernihiv and Bilhorod-Dnistrovsk Detachment during the past 24 hours. Both violators – the Moldovan citizens tried to get outside of the border to Ukraine from Russia and Moldova, but the border guards of Girsk and Stepanivka Departments stopped the trespassers as soon as they crossed the state line.

The staff of SBGSU did not let 19 citizens of India enter Ukraine at the Boryspil airport. When undergoing passport control, the foreigners were unable to confirm the purpose of their journey. The Indians arrived in our country by a flight from Astana. In the course of the documentation process they told the border guards about their trip of religious purpose for several days. The foreigners had Ukrainian visas. However, the border guards noticed that the travelers had a lot of stuff. It made them doubt in their participation in the stated purpose of the trip. Considering all the circumstances, the border guards rejected the citizens of India to cross the state border. So far, 9 persons have already been returned by the back flight to the country of their arrival, and 10 more foreigners would be returned to Astana on another day. It should be noted that in the course of 9 months of the current year, almost 300 Indian citizens were able to confirm the purpose of their trip to our country when crossing the border.

More than 100 border guards arrived to Transcarpathia accompanied by the service dogs and more than 30 units of equipment. The border guards’ reserves reinforcement is required due to a sufficient increase in the flow of illegal migration to Transcarpathia – to 80% in comparison with the previous year. There were 161 persons detained last year during summer-autumn period, this year this number comprised 289 persons. Nowadays tendency – the migrants are smuggled abroad by big groups, by 12-25 persons. They are also detained by the neighbors – Hungary and Slovakia. Snowy weather is an ideal condition for the border guards as it allows them to fix the traces well. For example, frozen rivers close access to divers. Thus, namely in this period a certain intensification is notices as to the tobacco smuggling as well as attempts of illegal migrants to cross the border.

Slovakian Police detained 78 illegal migrants in the south of the country, who were transported in two trucks. The migrant were from Iraq, Iran and Syria. According to the preliminary information, the smugglers transported illegal migrants from Romania, and then they planned to deliver them to Germany. Police stopped two trucks in the Zhylina town being driven by Turkish driver. When performing the search the law enforcers found migrants, there were children among them. For the past time, it is the greatest case of illegal migration to Slovakia.

Three citizens of Pakistan and Ukrainian were detained at the Danube River by the border guards of Ismail Detachment. Having preliminary information about persons of eastern appearance in the rubber boat, who tried to cross the state border, the border detail managed to detain them using the cutter. In the course of verification activities, it was found that the violators tried to get to neighboring Romania to seek refugee status. The citizen of Ukraine did not intend to cross the border. At the same time, the foreigners did not have any identifying documents. In the future, the violators will undergo court procedure and be forcedly expelled from the territory of Ukraine. Information regarding the possible involvement of the Ukrainian citizen in the offense stipulated by Article 332 of the Crime Code of Ukraine (Illegal transfer of persons across the state border of Ukraine) is verified.

The special operation on detection and detention was carried out by the staff of Perechyn Police Department together with the Department for Combating Crimes Related to Human Trafficking, the Transcarpathian Police, representatives of the Migration Service.
Five illegal migrants were found in one of the houses in the village of Turya Polyana, Perechyn district. The owner of the house, where the foreigners were staying, was a local 42-year-old resident. His wife explained to law enforcers that she met a group of strangers near her house, regretted them and invited to her house in order to feed them. The Police and Migration Service found three women and two men aged 15 to 34 in the basement of the house. All of them were the citizens of a foreign state. A group of five people was transferred to the Chop Detachment. The staff of Perechyn Police Department together with the Department for Combating Crimes Related to Human Trafficking in Transcarpathian Region, determine the ways of the foreigners’ arrival to the territory of Ukraine and their further plans. In addition, the law enforcers investigate who among the citizens of our state could assist them in this. The investigative actions continue, the legal qualification of the event is under the determination.

The staff of State Border Guard Service detained two citizens of the SEA (South-Eastern Autonomy) at Ukrainian border in Uzhgorod. Illegal migrants were detained by the border guards of Chop Detachment during the joint operation with the National Police. The district inspector of Uzhhorod Department, together with the police, revealed and stopped two men, the citizens of SEA. They tried to cross Ukrainian-Slovakian border illegally. Detainees did not have any documents, they introduced as the citizens of India and Pakistan. Currently, there are filtration and verification activities.
In addition, the border guards of the same detachment detained illegal migrants in the area of responsibility of Uzhhorod Department. Four unknown men traveling towards the state border were found by the border guards together with the police. The detainees, according to their words – Indian citizens, were taken to the Border Guard Service aiming to draft procedural documents and legal qualification of the committed crime.

Last night, in the framework of target prevention activities “Migrant”, the border guards of Mukachevo Detachment together with the staff of National police detained illegal migrants from Vietnam.
According to operational information the law enforcement officers found four men of Asian appearance without documents in one of the private houses in Berehovo district. The detainees, aged from 19 to 33 years, they introduced themselves as the citizens of Vietnam.
During the initial filtration actions performed by the border guards it was found out that the foreigners got on the territory of Ukraine illegally and planned to continue their way to one of the countries of the European Union.
For further filtration measures implementation and preparation of administrative documents, the detainees were taken to the Temporary Detention Facility of Mukachevo Detachment.
The actions on circle of persons’ establishment, who were involved in the organization of illegal migrants’ trip are still continued. The further destiny of the travelers will be determined by the court.
